A Commonwealth of the Empire

Terrabis-Seran was a Commonwealth, a Nation sized outpost dedicated to preserving, holding together, and defending the Homethrone. The Commonwealth system was first introduced when the Empire first stopped it's expansion, known as The Holding. The Commonwealth system both acted as a shield to protect the territories of the Empire, and would act as a trading hub between other nations. It also gave the peoples of the mainland a chance to rejuvenate both economically and militarily, for further expansion by either peaceful restoration of order, or the assault on dictatorships and overall bad people.

Those in an Imperial Commonwealth had the same rights as those in the core territories of the Empire, but it would usually take time to set up a Democratic Regionist form of government, instead of just Democratic. Military personnel and/or Industries were usually the first to create Imperial Commonwealths, but usually either created a democratic form of Government, or in Terrabis-Seran's case, create a democratic government through force and cooperation.

Commonwealth's usually recruited a Militia, which formed the basis for the defense of the country, made up of Native Civilian and Imperial Civilian volunteers.
