The Empire of Uthenia is a massive, safe nation, ruled by Närcissus with an iron fist, and notable for its keen interest in outer space, compulsory military service, and complete lack of prisons. The hard-nosed, hard-working, cynical, humorless population of 1.48 billion Uthenians are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."
