Security Council Resolution # 450
Commend Ghant
A resolution to recognize outstanding contribution by a nation or region.
Recognising the heroic origins of the reigning monarchy in Ghant, first arising in Ajax circa 912 CE as a union of native Ghantish tribes to repel the attacks of warlike groups, including the Celts and Sjömännen;
Noting that the nation has since committed itself to defending the principles of anti-imperialism, civil rights, and sovereignty in countless regions, determined to protect nations from meeting the same ending that almost destroyed Ghant;
Remembering Ghant's extensive efforts to promote peace and resolve strife abroad, protecting the lives and dignity of countless against conflicts consuming their nations; by
hosting mediation talks to alleviate the tensions of an ongoing civil war in Ashab, with negotiations having been concluded to great effect in resolving conflict;
assisting the military of
Havensky in evacuating civilians from Hab Centre 06 in Gholgoth during a brutal invasion by The Kraven Corporation, reducing wartime casualties of innocents; and
hosting the "Ismos Peace Prize", an annual award honouring the individuals and groups most effective at promoting peace, thereby inspiring and creating a standard for politicians, activists, and many others;
Impressed, too, by Ghant's commitment to protecting the sovereignty of Heilanor after the Ghantish Emperor Nathan married Lara, sister to Heilanorian Empress Selena, in a conspiracy to seize the throne over Heilanor and Zathalon more generally, an event which fomented widespread chaos and rebellion throughout Panessos. The brave leaders of Ghant, knowing that they needed to do what was right, sent warships to Heilanor to confront the nation's own Emperor directly, encouraging him to reconsider his actions while helping to return Zathalon to its state prior to the conflict;
Praising Ghant's further efforts to promote peace and cooperation during a large-scale war between countless major powers fomented by conflict between The Golden Throne (also known as The Macabees) and
The Scandinvans; such efforts including
working directly to suppress pirate activity against the Golden Throne, thereby protecting Macabean vessels' safety in international and national waters, as well as facilitating the Macabean efforts against the slave-trading Scandinvan Empire; and
acting as the new Executor of Gholgoth to promote peace in the reputedly unstable and warlike region, hosting a diplomatic conference between its major powers to de-escalate the various conflicts incited in the region during the war;
Envious, additionally, of the rich Ghantish culture that it has developed over many centuries, exemplified by the nation's extensive legends and poetry, including "The Horned Snake", a tale of a warrior who changed species after eating a magical snake; and "Windigo", about a battle between a warrior and a legendary human-eating monster that alternatively possessed them with its evil spirit;
Celebrating Ghant's efforts to also bring individuals from across different nations to celebrate and interact with each other for festive occasions, such as when it hosted a diplomatic ball attended by nobility, businesspeople, politicians, and many more from far and wide;
Lauding Ghant's work in producing a number of lectures designed to help nations navigate ongoings in the multiverse for such events as the various NationStates Symposia and the 2018 The North Pacific-Greater Dienstad Cultural Exchange, said lectures addressing such varied topics as separation of writers from their art, concerted narratives of fiction, and character development consultancy;
Observing, finally, that Ghant, along with Maltropia and
Santheres, administers IIWiki, a multiversal encyclopaedia containing over 40000 articles surrounding nations, persons, and notable incidents throughout history;
Believing that the nation of Ghant has been a clear force for good throughout its existence for many years, assisting nations both old and new to deal with calamities and to make their own mark on the multiverse;
The World Assembly hereby commends Ghant.

Security Council Resolution # 451
Condemn Giovanniland
A resolution to express shock and dismay at a nation or region.
The Security Council,
Recognizing Giovanniland as a relative newcomer to the multiverse, having since August of 2019 made a name for itself as a dedicated bureaucrat of the West Pacific (TWP), experienced Security Council author, connoisseur of international artwork, and as a mild-mannered nation with a friendly and pleasant demeanor;
Realizing that while Giovanniland has accomplished many good deeds, this reputation is in reality a meticulous facade, existing to shield them from criticism and obfuscate the genuine danger they pose to the communities and regions they reside in;
Disgusted that Giovanniland quickly ascended within TWP, cementing their position as Guardian and Minister without Portfolio in July and November of 2020 respectively, and utilizing this newfound authority began to terrorize the regions residents through their uniquely intense passion for the forceful ejection of natives ejecting 3700 natives across 6 days in the 2021 Purgelympics alone, plummeting the regions population to its lowest point in the last decade, while large-scale 'purgelympics' of this nature were not uncommon in TWP, the fervor with which Giovanniland behaved was distinctly sadistic;
Aghast that these actions ultimately did nothing to impede Giovannilands success, made obvious by their rise to the Delegacy of TWP in early 2022, a position they held covetously for over 400 days - though this term is generally well-regarded for Giovannilands positive foreign affairs and cultural contributions, it also served as a cover for their malevolence, as they continued to expel another 2300 nations in the 2022 Purgelympics while sitting delegate;
Horrified that these actions are merely a glimpse into the malign soul which drives Giovanniland, as surely their most dastardly deeds lie in the global artwork market, where they have caused unspeakable havoc and distortion with remarkable disregard as one of the most ubiquitous perpetrators of self-interested inflation of the prices of often worthless artwork, Giovanniland routinely catapults the value of cheap artwork to exorbitant prices with the explicit purpose of lining their own pockets, displacing collectors who put resources into acquiring naturally high value artwork:
Appalled that Giovanniland has exploited these inflationary practices to establish themselves as the second richest collector in the world, with their gallerys value rising to a combined worth of one million in August 2021, despite existing anti-laundering systems which should have made this strategy impractical;
Revolted at Giovannilands sinister warping of the Card Gardens into a twisted cult of personality with them at the head - forced into mass producing propaganda through the Gardeners Gazette newsletter, and prohibiting members from interfering with their sinister market perversions;
Alarmed by Giovannilands corruption of the Cardlympics, a tournament requiring nations use specially founded satellite states to create collections, wherein they operated in cahoots with The Second Best of Noahs Second Country to abuse the anti-laundering system and provide their satellites with illicit funds, before sweeping the competition and swindling the organizers out of a total 18 legendary pieces of artwork;
Distressed to find that while Giovanniland was the first ever nation to have assembled a collection of a full editions artwork from a feeder (exemplified by both their complete TWP S1 and S2 collections), they went on to artificially inflate many of the pieces of artwork provided to them for those collections, abusing the good faith they had been granted as a regional collector to increase their capacity for exploitation of the global economy;
Dismayed that despite a brief economic slumber throughout most of 2022, Giovanniland stunned the multiverse again as they violently awoke and produced never before seen pandemonium, mass-inflating much of their artwork and skyrocketing their collections worth to an extraordinary peak of 26 million, so high it was more than twice the capacity of World Census processing at the time, and over 8 times as high as previous record holder The MikesHope Essence of Mikeswill;
Frustrated that, though this reign of terror was ended within a day by a radical and conveniently timed change in the calculation of artwork value, Giovanniland continued their abusive practices by boosting the price of common and uncommon artwork they owned hundreds of copies of, once again securing a place in the top 3 collectors through dishonest means;
Mystified as to why Giovanniland is still viewed with such admiration, being widely considered as the most popular artwork collector in the world and friendly former TWP official, despite their disturbing dedication to pure greed and enthusiasm for terror, even amongst their own regionmates;
Demanding that the NationStates community remove their lavender tinted lenses, and acknowledge Giovanniland as the monster they are;
Hereby condemns Giovanniland.

General Assembly Resolution # 667
In-Ovo Sexing of Chicks
A resolution to restrict civil freedoms in the interest of moral decency.
The World Assembly,
Noting that some member states in the multiverse engage in industrial farming of chicks, ducklings, goslings and other species for consumption of their eggs and/or meat (hereafter, collectively for convenience, "chicks" for all newborn and younger members of such species);
Concerned that in industrial farming, chicks of a particular sex are frequently culled after birth for economic reasons through techniques that may be considered inhumane, such as maceration, cervical dislocation and asphyxiation, and that alternatives such as raising male chicks for egg-laying breeds to full grown size may not be economical against breeds of bigger cocks specifically grown for meat;
Noting that recent advances in technologies regarding low-cost in-ovo sexing (the determination of the sex of chicks inside the egg prior to hatching) in some member states allow eggs that are not viable commercially to be destroyed before hatching, thus substantially reducing concerns over the welfare of chicks;
Hereby requires any member state that engages in industrial farming of chicks that has gained access to in-ovo sexing technologies, or other more advanced technologies that reduce animal suffering, to:
start adopting such technologies as soon as reasonably practicable after it gains access; and
to phase out the use of post-hatching chick culling techniques (including, but not limited to, maceration, cervical dislocation, asphyxiation and other less humane culling techniques), in favour of in-ovo sexing technologies, or other more advanced technologies, as soon as reasonably practicable;
Further, hereby encourages:
Any member state that has in-ovo sexing technologies or other more advanced technologies to license or transfer such technologies to other member states lacking such technologies on reasonable commercial terms;
Any member state that has not yet gained access to such technologies to acquire or license such technologies, as soon as reasonably practicable;
Further research by member states into new technologies that improve animal welfare in industrial farming;
Hereby clarifies that this resolution does not affect any culling of chicks on the grounds of affecting public health and hygiene.

Security Council Resolution # 452
Commend the Rejected Realms
A resolution to recognize outstanding contribution by a nation or region.
The Security Council,
Telling the story of the Rejected Realms (TRR), a once-desolate region that rose before the dawn of time as a place for the banished and refugees of conflicts throughout the world. In this age TRR was ruled by chaos, unable to eject or protect itself from the many invaders, including the Atlantic Alliance, that harassed it. This left its community of ragtag outcasts and exiles to form the fabled Rejected Realms Army (RRA) to protect the region and eventually elevate Kandarin to the Delegacy, creating a semblance of stability in their 7-year long reign,
Recognizing that though Kandarins tenure steadied the battle-scarred land for a time, allowing it to slowly grow into a quiet and informal community, it also stifled the fires of democracy and growth in TRR. However, after TRR helped found the Alliance Defense Network (ADN), the RRA would go on to nurture the spirit of democratic ideals as an institution independent of Kandarins government by playing an important role in ensuring the ADNs operational focus of defending against undemocratic forces was not muddled by the internal politics of its multivarious membership and being a crucial segment of its military, allowing it to effectively combat countless invasions, resist coups, and flourish as the leading defender alliance of its age,
Understanding that following Kandarins passing of the Delegacy at the end of their protracted rule to an outsider, Naivetry, external influences would quickly flood and attempt to control the region only to find themselves accepted by the community, who would rise against more vulturous actors in a long and contentious reformation to finally realize the regions cultivated ideals of individuality and democracy. Their refusal to bend to external forces and embrace of their shared ideals and backgrounds as outcasts would result in the creation of the regions first democratic government, centered around independent institutions like the RRA or eventually The Rejected Times (TRT) and a system of challenges to standing officials, democratically legitimizing Naivetrys Delegacy, and helping to fully realize the essence and power of TRRs collective and distinct identity: the identity of a Reject,
Exhilarated by the continued triumphs of defender efforts with TRR at its center, joining the Founderless Regions Alliance and assisting in the early growth of its military, the Rangers, before becoming a chief player in the FRAs later years as a major contributor to its rank-and-file and command system, while also integrating many future defenders to the cause and shaping the multifaceted and vivid culture of the FRA that allowed it to so fervently protect innumerable regions against attack for a decade,
Enamored by TRRs presence in interregional relations, bringing forth their reputation as a time-tested staple of the defender sphere and strengthening the values of democracy and stability everywhere, particularly by:
serving as a crucial anchor and reliable member of the defender faction and a major nexus for defenders and their allies. This is encapsulated by their extensive treaty network, which includes significant agreements like the Treaty of Friendship, which was the isolationist 10000 Islands first treaty with a major region, and the XYZ and January Accords, which established links between pivotal defender regions of the time like Mordor and Renegade Islands Alliance and displayed TRRs connection to key allies outside of the defender sphere like the South Pacific and the East Pacific, and
building on the RRAs reputation as a dependable and battle-tested defender organization, evidenced by their past presence at the head of the faction during key decisions and their perennial place at the front lines of defending as the factions torchbearer through the eons,
Wonderstruck by TRRs vibrant and diverse cultural scene, bringing together defenders and raiders alike for regular favorites like Werewolf, Popmaster, and Rejectmas, and popularizing and inspiring cultural staples in many other regions like Theme Tuesdays or Culture Calendars, cementing TRR as a shining beacon of culture and goodwill and a place for friendship among foes,
Awed by the great wealth of historical knowledge and literature stored within TRRs halls, headed by TRT, which enshrined the democratic tenets of free speech and media and stood as a leading publication centered around political news and analysis for many years, alongside the Library of Spurned Knowledge, which houses a trove of texts offering firsthand glimpses into events that defined history,
Certain that TRR has left its mark on history as an emblem of the of the unabashed, undeterred, and undaunted that walk its halls, a pillar of democracy that has weathered the winds of destruction and time, and as a home for all who enter, indiscriminately forging both legends and a community that has overcome all,
Hereby Commends The Rejected Realms.

General Assembly Resolution # 668
Ending Domestic Abuse
A resolution to enact uniform standards that protect workers, consumers, and the general public.
The World Assembly,
Applauding prior action taken by this body to combat sexual offenses, crimes against children, and domestic abuse,
Concerned about the potential for victims of domestic abuse to be prosecuted either as accomplices or under theories of failure to protect others, without regard for the particular nature of such abuse which makes failure to protect near-impossible,
Desiring to add teeth to existing orders of protection and to facilitate the issuance of new orders, and
Committed to protecting victims and survivors of domestic abuse from future retaliation by their abusers,
Hereby enacts as follows:
Requirements for criminal prosecution.
A person may not be convicted of an offense of enabling, or failing to protect a child or other vulnerable person from, physical violence, sexual abuse, or neglect, if the defendant:reasonably believed their own life or safety to be in danger as a result of the same person or persons who engaged in the underlying conduct the failure to protect from which constitutes the instant offense;
was under the influence of any mind-altering substance not voluntarily consumed, and was therefore incapable of effectively protecting such child or other vulnerable person;
was not actually present in the same location, and did not have a reasonable opportunity to become present, at a time when the defendant had a reasonable opportunity to protect such child or other vulnerable person; or
was not physically able, due to restraint or confinement, or due to bodily condition, to render meaningful aid to the degree required to purge criminal liability in the absence of this clause.
Applicability of section 1.
Section 1 applies retroactively, without regard to the stage of the criminal proceedings at the time of enactment of this resolution. Any person convicted of an offense of failing to protect a child or other vulnerable person from physical violence, sexual abuse, or neglect, where the conviction is subject to appeal or has become final at the time of enactment of this resolution, may petition the court having jurisdiction of the offense to reopen the case, and the court shall grant such petition on a showing that:the defendant intends to raise any point described in section 1; and
given the facts of the case and the evidence known to the court, such a defense has a colorable claim and a reasonable possibility of success on the merits.
Mitigation.
Where a person is convicted of a violent or sexual offense against a person who, at the relevant time, was a child, lineal or lateral descendant, spouse, civil partner, legal ward, or cohabitant of the defendant, and such conviction relied on any theory of criminal liability involving a person other than the defendant, the court shall permit the defendant, before sentencing, to offer evidence that:the defendant engaged in the criminal conduct as a result of the actual or threatened actions of such other person; and
such actions, if actually carried out, would be expected to be worse or of a more serious character than the offense for which the defendant has been convicted.
Protective orders.
Where a person is convicted in a member nation of a violent or sexual offense against a person who, at the relevant time, was a child, lineal or lateral descendant, spouse, civil partner, legal ward, or cohabitant of the defendant, the court may, in addition to any punishment imposed by virtue of the conviction, issue an order imposing such restrictions on the defendant as it deems necessary to ensure the victim's protection from the defendant or from any person associated with the defendant. The court shall presumptively issue such an order, unless of the belief that doing so would be manifestly unnecessary in light of all the circumstances. Such order shall be for a term sufficient (but not greater than necessary) to prevent further abuse, and the beneficiary of such order shall have a legally-recognized interest in its enforcement. In the event that the underlying conviction is set aside, the order shall be quashed.Housing and benefits for victims.
The victim of a violent or sexual offense shall, if a cohabitant of the defendant, be provided with housing separate from and independent of the defendant on request. In any such case, the victim shall not be liable to the defendant or an agent of the defendant for any fee arising from early termination of a lease, or any similar penalty. And no such victim shall lose any government-granted benefit granted to or by virtue of the convicted abuser.
