AIN Constitution

We the Assembly of Independent Nations, representing our countryman and our common interests together, while remaining independent nations do hereby declare in one voice this our constitution.
It is our belief that people are the primary reason why governments exist and are entitled to freedom, equality, dignity, Justice and privacy.
However, we acknowledge that alone people are vulnerable, the role of the government, is to completely protect these rights of member nations,and grant Justice.

Thus in taking the role of protecting the people's freedom, the government establishes a contract, between the people and their government unifying them in a bond of mutual loyalty.

We agree that the people being the ultimate seat of power should be makers and breakers of government exercising control over its formation, dissolution and functioning.

ARTICLE I. The Congress:

Section 1. All Nations belonging to this region for (3) consecutive days shall be members of the Congress. In the Congress any nation, shall have one vote. All Congressional members have the right to introduce proposed laws, official proclamations and condemnations, as well as amendments to current laws and those of the constitution itself.

Section 2. The Regional Council
The Regional Council shall be comprised of the Founding members of this region, along with all World Assembly members who has belonged to this region for (3) consecutive days,
Powers of the Regional Council:
The authority to impeach the elected officers from office due to violations of this our constitution.
The authority to approve merger agreements with other regions into and with the Assembly of Independent Nations.
The authority to grant pardons and to eject members of the region.
The authority to call a snap election.
The authority to offer amendments to the Constitution.

ARTICLE II. ELECTIONS

Section 1. Regular regional elections
The region shall hold regional governmental elections, in January, April, July, and October.Campaigns are permissible so long as the office seeker does not engage in offensive campaigning against opponents with malice to harm the integrity of the nation as well as the region.

We understand that people may have more than one nation in this region

Nations that are vassals (puppet) of another nation are strictly forbidden from participating in regional elections and polls. Should a nation be found guilty of using their vassal to vote on any regional matter, they shall be suspended from next election cycle,for the first offense, the second offense if found guilty will result in ejection and banishment from the region.

Section 2. Snap Elections

When an elected regional officer is impeached and removed from office or fails to log into the game for a period of (15) consecutive days, except when permission is granted for absence by the Founder, or President. a snap election will be called to fill that office for the remaining governmental term. Said snap election shall be held for no more than (2) days to fill the vacant office.

ARTICLE III. Elected officers and duties there of.

Section 1. President

To preside over the Region with dignity and respect to all member nations.
To represent the region at home and abroad
To issue proclamations throughout the region.
To grant pardons and commute sentences handed down from the regional court.
To ensure the health, safety and general welfare of all member nations large and small.
To negotiate treaties of peace and alliance with other regions. To approve and reject and close embassies with other regions.
The President may appoint and dismiss non-elected officers of the region to assist him/her with the stable administration of the regional government.
Such non-elected officers are included here below but not limited to:
Minister of State – Which shall serve as the foreign minister of the region and Chief Diplomacy officer.
Diplomacy Officers – Which shall serve as good will ambassadors to other regions, who may approve or reject the establishment of embassies abroad. Vassal Nations may serve as Diplomacy officers in the region.
As President he/she has the authority to declare a State of Emergency in the region in times of distress.
As President he/she has the right to introduce legislation in the Assembly of Nations.

Section 2. Vice-President.

To preside over Congress. The Vice-President shall assist the President with the discharge and duties of his office. In the event the President is absent for more than (15) consecutive days, the Vice-President shall automatically become Acting President with full force and authority of that office. As Acting President, he/she has the right to call and conduct polling throughout the region.

Section 3. Minister of the Interior – Which shall serve as the Chief Law Enforcement officer of the region.

Section 4. Chief Justice of the Regional Court

The Chief Justice of the Regional Court shall be elected and shall preside over Courts of criminal charges as well as civil disputes with in the region.

The Justice has the authority to accept or dismiss criminal charges brought forth by the proper regional authority against a member nation, he/she also has the authority to accept or reject complaints filed by nations against one another in civil matters.

His/her decisions may only be pardoned by the Founder or President.
He/She has the right to appoint an additional Justice to assist him/her in the administration of the court, but the decision on verdicts shall be the Chief Justice’s decision alone. Should they be absent from the region for more than (15) days, the office shall be automatically declared vacant, and a snap election will elect a successor.
Should a nation, who is charged with a criminal or civil act, leave the region during the proceedings, the charges against that nation shall be dismissed.

ARTICLE IV. The Founder

Section 1. The Founder, as executive shares the powers of the President but shall defer many of those powers to the President.
The Founder is viewed as a symbol of regional unity, and the symbolic head of state of the regional government and as such is prohibited from joining a political party.

The Founder has the full force and authority to declare Martial Law in the region in times of great danger and distress and in cases of invasion may rule by decree until the emergency subsides.

The Founder has the authority alone to appoint the Commander in Chief of the Armed Forces of the region at his pleasure.

ARTICLE V. Vassal States

Vassal States, also known in game as puppet states, are welcome in the region. They are not permitted to vote in any poll within the region, no vassal nation may hold an office in the region, apart from the office of Diplomacy Officer.

Article VI.Amendments to the Constitution

Amendments to the Constitution shall be presented to the Congress for debate and vote, following a 80% percent favorable vote, the amendment in question shall be passed to the Regional Council for ratification by a vote. Anyone has the power to propose amendments.

ARTICLE VII. Founding Fathers

The Founding fathers of the region are to be treated with Presidential honors and are to be respected in the region. They are:

The commonwealth of Bordurian Islands

The Federation of Grand Eureka

The Borderlands of Centuronia

ARTICLE VIII. Political Parties

Nations wishing to establish political parties may do so by declaring a new party via the RMB. And by writing a dispatch. Each nation belonging to a political party must be listed in the Party Chairman’s dispatch. No nation shall be required or forced to join a political party.

ARTICLE IX. Fundamental Rights and Duties of Nations

Section 1. Each nation that joins this region, except for nations deemed to be Vassals, shall have the following rights:
Right to Equality
Right to Speech
Right to Vote
Right to introduce legislative bills
Right to join or create Political parties.
Right of Sovereignty, to operate their governments as independent nations.

Section 2. Each nation has a duty to the region to do the following:

Take an oath of Allegiance to this constitution.
To vote in every regional poll, when they are active in the region.
To endorse the WA delegate, if a member of the World Assembly.
