The Essential Rules to the Fallout Wasteland!

Hello there! Welcome to The Fallout Wasteland.

What players must know...

-Before starting your RP, if you're participating as a custom faction, you must create a factbook with your faction's desired SPECIAL stats. This factbook must be linked in your application after joining the discord.

-If you are a custom faction, to make your initial territory claim, join the Linkdiscord and fill out the provided form pinned in the #map-request-wing channel. Please note that you can start RPing if your S.P.E.C.I.A.L. and claim is approved, even if it is not yet represented on the map.

-Communicate with a councilor/moderator when you want to research equipment or build large projects.

-State any research, construction, or territorial expansion on the RMB.

-It is essential that you read all of the factbook guides mentioned in this rulebook.

-28 IRL days equates to 1 in-game year. You can use the time conversion chart below to determine other periods of time:

28 Days = 1 Year
7 Days = 3 Months
2 1/3 Days = 1 Month
1 Day = 13 Days
1 Hour & 50 Minutes = 1 Day

Acknowledgements

Acknowledging that the concept of S.P.E.C.I.A.L. is not unique to The Fallout Wasteland and other fallout regions may use a similar system. The following system has it's own unique flavor thanks to the creative and out-of-the-box ideas and dedicated effort of the moderator team.

Roleplay Rules

-All out-of-character posts must be made in the Linkregional discord.

-Factions should act similarly to how they are represented in the Fallout franchise unless the faction has undergone a dynamic political shift. For example, the NCR and Enclave cannot become allies, and the Legion cannot have extremely advanced technology.

-Scarcity is everywhere. Vehicles do not have unlimited fuel, weapons do not have unlimited ammunition, and facilities do not have unlimited power.

-Cheating, including but not limited to God-modding or metagaming, is not allowed.

-Players cannot be in two factions at once. This is considered a form of cheating and will not be tolerated.

-Keep the amount of equipment and resources scavenged realistic and reasonable. Finding hundreds of power armor sets in one brief post, for example, is considered unrealistic and op, actions like these will be invalidated by moderators.

-Custom factions that do not make an RP post at least once every 14 days runs the risk of removal from the map. Please contact the current Cartographer if you will be taking an extended leave of absence in advance so your custom faction is not removed from the map. Otherwise, removal is at the Cartographer's discretion.
-The first confirmation word is yao guai.

-Each post on the RMB must be a minimum of 100 words. Expansion posts must be a minimum of 200 words, claiming tiles require two posts or one post of 400+ words with high-quality storytelling. The only exemption from these word requirements are interactions with other players.- It is important to note that Miles Still Matter. While many things utilize the tiles as a measuring stick, when it comes to moving your troops and traveling through the wasteland, you still need to keep IRL distances and ranges in mind. A plane cannot fly six tiles if its range is only 200 miles.

- This is a post-apocalyptic wasteland, infrastructure is bad and cross-country communications networks are non-existent. Factions should not automatically know each other unless they're within at least their Expansion range. Players are encouraged to consider territory beyond three tiles out as Terra Incognita, give or take for the density of tiles in their area. Attempts to make contact with factions well outside their range or explore beyond their immediate region without proper pretext may be invalidated by moderators.

- It is not necessary to manufacture ammunition when utilizing one's military to take over tiles. However, ammunition is required in order to use guns for PvP.

- Roads and trucks or active railroads are required to supply one' forces in PvP combat. If a player does not have roads & trucks or active railroads connecting the tile his army is fighting in with the manufactory of his or her ammunition, then any semi-automatic/automatic weapons are considered to be just as effective as bolt-action and single-shot rifles due to supply constraints.

S.P.E.C.I.A.L. Stats

You may allocate 40 points to your build.

Science
Science determines the technological prowess of a faction. It determines how quickly a faction can research things by reducing the cost of tech from the research tree. Origins now determine your starting technology and starting equipment. Here is how each level of Science works:

10 - Science 10 reduces research cost by -25%.

9 - Science 9 reduces research cost by -20%.

8 - Science 8 reduces research cost by -15%.

7 - Science 7 reduces research cost by -10%.

6 - Science 6 reduces research cost by -5%.

5 - Science 5 uses the standard research cost provided.

4 - Science 4 increases research cost by +5%.

3 - Science 3 increases research cost by +10%.

2 - Science 2 increases research cost by +15%.

1 - Science 1 increases research cost by +20%.


Preparedness
Preparedness determines how well organized a faction is and how well it can respond to a crisis. In case of an invasion your Preparedness stat will determine how many civilians will help defense the nation alongside your military. See the Resource Guide for starvation mechanics.

50% of your excess population starves from malnourishment; 28 free days.

Expansion
Expansion determines how fast a faction's population grow. Factions also start with 5,000 population for each point of Expansion. It also determines how far your army can move away from your territory.

10 - population grows at a rate of 5% per 28 days. Armies can move through ten empty tiles.
9 - population grows at a rate of 4.5% per 28 days. Armies can move through nine empty tiles.
8 - population grows at a rate of 4% per 28 days. Armies can move through eight empty tiles.
7 - population grows at a rate of 3.5% per 28 days. Armies can move through seven empty tiles.
6 - population grows at a rate of 3% per 28 days. Armies can move through six empty tiles.
5 - population grows at a rate of 2.5% per 28 days. Armies can move through five empty tiles.
4 - population grows at a rate of 2% per 28 days. Armies can move through four empty tiles.
3 - population grows at a rate of 1.5% per 28 days. Armies can move through three empty tiles.
2 - population grows at a rate of 1% per 28 days. Armies can move through two empty tiles.
1 - population grows at a rate of 0.5% per 28 days. Armies can move through one empty tile.

Combat
Combat determines how well a faction can fight. For example, Caeser's Legion is a 10, whereas the Railroad is a 5. It determines the quality of your overall army and what portion of your population can be trained. However, combat effectiveness is limited to the technology wielded by a soldier.

9 - 75% of your population can be in your military; Highly skilled army
8 - 70% of your population can be in your military; Skilled army
7 - 65% of your population can be in your military; Moderately skilled army
6 - 60% of your population can be in your military; Lightly skilled army

4 - 40% of your population can be in your military; Beginner army

Industry
Industry determines how efficient a faction's factories are, and how fast it would take for a player to repair or build factories and other constructs. Standard times for repairing or building structures can be found here.

10 - Industry at 10 uses the standard construction times provided -50%.
9 - Industry at 9 uses the standard construction times provided -40%.
8 - Industry at 8 uses the standard construction times provided -30%.
7 - Industry at 7 uses the standard construction times provided -20%.
6 - Industry at 6 uses the standard construction times provided -10%.
5 - Industry at 5 uses the standard construction times provided.
4- Industry at 4 uses the standard construction times provided +10%.
3 - Industry at 3 uses the standard construction times provided +25%.
2 - Industry at 2 uses the standard construction times provided +50%.
1 - Industry at 1 uses the standard construction times provided +100%.

Authority
Authority determines how well you can project your faction's prerogative on newly acquired lands. A high authority lets you take more land before needing to do domestic roleplay. It also represents how centralized your faction is. Generally, an authoritarian faction has a high Authority, while a democratic faction's Authority would be lower. If a player does not use all of their authority in the allotted time period, then their limit will refresh at the end of the week (defined as Sundays). However, if a player uses all of their Authority limit in the allotted timeframe, they must then wait until the end of the next period to continue expanding. If a player is found to have ignored this they have become over-extended. A moderator will take control of the Separatist rebellion and the player will face internal rebellion or hostile raiders trying to seize tiles. Decide to fight or give in to their demands.

This factbook covers the starting conditions for the major Lore Factions of the 2287 world, from the West Coast to the East. Each faction has its own advantages and challenges, some more than others, as a result of lore from the games. The bonuses and restrictions herein are meant to reflect those challenges as well as provide unique challenges to the players who wish to play them. Players are required to abide by these starting conditions if they wish to play the outlined lore factions below.

We acknowledge that some of these conditions are based upon extrapolations of lore hints and vague canonicity. Some conditions have also been imposed for the sake of game balance. Not every lore faction is covered here, and those that aren't will be treated as custom factions for the sake of starting conditions. If you feel like a lore faction has been unfairly left out or requires special treatment, please speak to a moderator.


Notes on Region Canon

Because we are starting in 2287, far past the endpoint of several of the Fallout games, we have been forced to make some assumptions regarding the canon endings of these games and the subsequent lore of regions not touched by Fallout 4. We have attempted to make decisions based upon logic and the likelihood of possible outcomes. A few decisions, however, have been made for balance and to allow for certain lore factions to be available.

The biggest piece of what one might call Regional Lore centers around New Vegas. Per regional canon, New Vegas won the 2nd Battle of Hoover Dam, allowing it to remain independent. Players may decide whether it's a House New Vegas or a Yes Man New Vegas, but it will never start out as either NCR or Legion territory. As per their victory, both the NCR and the Legion have effected full withdrawals from the Mojave, apart from Mojave Outpost (for the NCR) and Cottonwood Cove (for the Legion). The defeat at the dam will have political and economic repercussions on both the NCR and the Legion outlined in their sections below.

Regarding the Commonwealth, the round will start with Vault 111 Open and the Minutemen partially rebuilt with Nate Delaney as their general. The Prydwen will already be present at the Boston Airport. For balance purposes, the Gunners will be confined to a much smaller area than they have in Fallout 4 (details below).


West Coast

The NCR
The NCR is probably most affected by the disaster at Hoover Dam. The failure in the Mojave has brought its many issues home to roost, from the endemic corruption in their military supply chain to the political discontent seething below the surface. Even seven years after the war, the nation is in the grip of political instability and facing economic freefall now that the army is no longer the economy's biggest customer. Its people are firmly tired of expanding, and it would take a bulldozer to move the mountain that is NCR public sentiment against jingoistic adventures.

1. No Expansion
- the NCR will be unable to take any tiles until its political issues are resolved, at a minimum of 2 years after a player has picked up the faction. RPs resolving the issue must be submitted to moderators for approval.

2. Non-Aggression Pact
- The NCR cannot attack any of its neighbors for any reason. If pulled into a defensive war, it may not take or demand territory in a peace deal. May be lifted at the same time the No-Expansion rule is lifted.

3. Low Morale
- The defeat at the Dam has turned the Army into a paraiah. Desertions are frequent and rarely prosecuted. The NCR cannot use more than 5% of its population in its military regardless of its Combat stat. May be lifted at the discretion of the mods, but will never exceed 25%.

Caesar's Legion
Caesar's Legion fared somewhat better than the NCR after Hoover Dam, but not by much. The Legion's forces were slaughtered, and it's possible that either Lanius, Caesar, or both ended up dead at the end of the battle. Of course, it's also possible either or both survived, which would leave the Legion in a much better position to rebuild. Regardless, it's in no shape to try again, and if Caesar died, then it will have no political will to try again. Even with Caesar alive, the West is closed to the Legion - for now.

But, that being said, the way East is clear for the Legion to continue growing, which will allow it to keep from disintegrating in the short term. In the long run, though, it's gonna need serious reforms if it wants to have any permanence, especially since the NCR isn't the only civilized faction in the wastes nowadays.

1. Elite Legion
- The Legion's notoriously brutal training regime, combined with its practice of only inducting tribals into the armed forces, means that Legionaries are tough, elite fighters. However, it also means that the Legion is a very small force. The Legion cannot use more than 20% of its population in its military, regardless of Combat level.

2. The West is Closed
- The West is closed to the Legion. Even Caesar's most loyal and ardent supporters acknowledge that there is no way the Legion can go against either New Vegas or the NCR anytime soon. The Legion may not start wars with the NCR or New Vegas. If involved in a defensive war with either, may not demand territory as a peace condition. May be removed through roleplay.

New Vegas
New Vegas was the real winner of the 2nd Battle of Hoover Dam, allowing the NCR to bear the brunt of repelling the Legion assault, then sweeping the exhausted and spent NCR forces from the dam with its army of upgraded Securitrons. With the NCR and the Legion having both effected full-scale withdrawals from the Mojave, and the Great Khans fled into the wider wasteland, New Vegas stands as the only power in the Mojave and in southern Nevada. Whether this a New Vegas under the control of House or the Courier remains to be seen.

New Vegas starts out with control of only the Strip, McCarran, and the Dam. Players will need to move quickly to secure the rest of the Mojave before someone else does. On the plus side, neither the NCR nor the Legion will be able to attack New Vegas for quite awhile, so once it's secured, it won't be immediately contested.

- Securitron operations are limited by the range of their radio control. Radio Relay Towers will need to be built or captured/repaired before being able to operate outside of New Vegas.

The Great Khans
The Great Khans are a tribe in search of a new start. Nearly destroyed on three separate occasions by the NCR and then defeated by House and his allied tribes, the Khans are a shadow of their former glory. The Khans knew that they had no chance at a future anywhere close to the NCR or to New Vegas. So, during the 2nd Battle of Hoover Dam, they upped stakes and fled out into the wider wasteland, seeking new lands where they can establish their heritage.

The Great Khans do not have an assigned starting location, as such players will be allowed to start them wherever they wish. Idaho is the suggested starting area as that is where the ending slide of New Vegas has them flee to.

The Shi
The Shi are in the unenviable position of being an independent city-state surrounded by NCR territory. Having defeated the Hubologists, forcing them to flee east, the Shi are now the undisputed masters of San Francisco. However, they are constantly in danger of being swallowed up by the NCR; if it weren't for the Shi's incredible technological advancement and the NCR's preoccupation with other matters, they surely would have been swallowed up by now.

Going up against the NCR is basically a suicide mission, so the best bet is for the Shi to expand out to sea. The Shi already have the means to do so if they wish, starting off with the ability to construct VB-02 Vertibirds and fuel them with their advanced biofuel infrastructure. Some of this biofuel is being bought by the NCR, of course, but the rest of it is available for local consumption.

1. Treaty Inviolate
- The Shi have a number of treaties with the NCR that allow them to retain their independence in exchange for some concessions. Crucially, the Shi provides the NCR with 1 unit of Biofuel, something the NCR doesn't yet know how to make itself. The Shi also start out with a non-aggression pact with the NCR.

2. Legacy of Chan Lee
- The Shi are no slouches in modern gunfighting, but where they excel is hand-to-hand combat. Generations of martial artists, rising from the first masters (who were self-taught from watching old Kung-Fu movies), have given rise to a pervasive culture that means Shi warriors are masters of melee combat. Practically, this means Shi soldiers are better at melee combat and in ambushes, regardless of Combat stat.

3. Radiotrophy
- The Shi have developed fast-growing flora that eats radiation and cleans it from the environment. Rations tiles produce .25 food more at basic level.

The Mojave Brotherhood of Steel
The Mojave chapter of the Brotherhood of Steel is one of the better-off chapters of the Brotherhood, at least right now with the departure of the NCR from the Mojave. The exact conditions of their start depends on the makeup of New Vegas; a House New Vegas will mean living next to a faction that views them as a threat and will seek to destroy them. A Courier New Vegas, on the other hand, means that they will be able to operate with impunity all along the Long 15.

That being said, the Mojave BoS will eventually rub up against New Vegas, and that's not a fight the Brotherhood will be able to win. The Mojave BoS is handicapped by not taking in outsiders, regardless of who's in charge (Hardin or McNamara), meaning that their growth will be slow unless reforms are enacted.

1. Bunker-Bound
- The Mojave Brotherhood of Steel's whole world is pretty much just their bunker. Bunkers don't have a lot of space, not that their numbers have grown significantly anyway since they don't take in outsiders, like the Codex mandates. Starting pop is reduced to 1,000. Pop growth capped at 3% regardless of E stat. Starts out with a BoS Bunker, which provides +1 rations/day.

2. The Way of the Scribe
- The Brotherhood has never really controlled the kind of infrastructure to mass-produce its equipment in its history. Instead, scribes have gotten very good at repairing scavenged weapons and, crucially, building new ones. Cottage Industry produces at the same rate as normal manufacturing.

3. Organization
- This faction is less a nation and more an organization. They are exempt from normal resource rules but do not take tiles. Up to 90% of its population may be militarized. This is voided if a tile is taken.


The Commonwealth

The Minutemen
The Minutemen start out as a faction in decline, saved from certain extinction only through the intervention of the Sole Survivor. Having lost Quincy to the Gunners and suffered generations of Institute meddling, the Minutemen are a faction beset on all sides - and now the Brotherhood of Steel has arrived, potentially complicating matters. The Institute
The Institute starts out in one of the strongest positions of the Commonwealth factions. Underground, with the ability to grow its own food and manufacture its own necessities, the only thing it lacks is a secure source of raw materials. Its teleporter, however, means that it can send agents and scavengers anywhere it can broadcast its classical radio signal. Though its population is small, it more than makes up for it with an army of synths that it can manufacture more of en masse.

The Institute has probably one of the strongest starts in the region due to its high food production, army of robots and synthetic assassins. That being said, it's competing in a Commonwealth with several factions that more or less hate it.

1. Radio Silence
- The Teleporter utilizes radio waves as a carrier for the matter being teleported. This means that its teleporter is limited by its radio range (and also things like lead walls, bad weather, etc.) Radio relay towers will be required to be built/repaired in taken tiles in order to be used outside the Commonwealth.

2. Bioscience, boys
- The Institute has a very advanced bioscience division that has achieved remarkable breakthroughs in recreating and growing fresh food. The Institute produces 5 rations so long as it is occupied.

3. Limited Space
- Living underground has its limitations, first and foremost being a lack of space. As such, the Institute has had to severely restrict its population growth. The Institute is restricted to a starting population of 2,500.

The East Coast Brotherhood of Steel
The East Coast Brotherhood of Steel, also known as Maxson's Brotherhood, is one of the strongest starts in the Wasteland. From its secure territory of the Capital Wasteland, Maxson's Brotherhood is capable of striking anywhere on the East Coast with its heavy airship, the Prydwen. Maxson's reforms have brought the Brotherhood back into the fold, reestablishing contact with the Western Elders (who have been secretly relocating technology and resources east in preparation for their inevitable destruction in the west by the NCR).

Politically, the Eastern Brotherhood is as strong as it can be, so long as Maxson survives. The majority of their forces are now in the Commonwealth to pursue their righteous crusade to keep humanity from destroying itself (again). Alt starts involving Sarah Lyons surviving to lead the EC Brotherhood are acceptable.

1. Entrance Made
- The Prydwen is the most highly advanced Brotherhood airship built to date, capable of projecting power into the wasteland far from home territory. Maxson's Brotherhood may take 1 non-contiguous tile, using the Prydwen as a base. If the Prydwen is moved before the tile is connected, lose the tile.

2. The Way of the Scribe
- The Brotherhood has never really controlled the kind of infrastructure to mass-produce its equipment in its history. Instead, scribes have gotten very good at repairing scavenged weapons and, crucially, building new ones. Cottage Industry produces at the same rate as normal manufacturing.

3. Project: Purity
- Maxson still maintains a foothold in the Capital Wasteland and control over Project Purity. The purifier is crucial in maintaining his supply chain and collecting resources from the settlements dependent on the clean water. Capital Wasteland provides +2 rations. Perk is transferrable if someone captures the Capital Wasteland.

4. Neo-Feudalism
- The Brotherhood has a bad habit of forcing settlements to supply them with food in exchange for the nebulous proclamations of helping with the Brotherhood's mission of "protecting humanity". - The Gunners are a mercenary group, not a nationstate. They're interested in strategic locations, scavenging tech, not all that silly business of ruling. The Gunners may take locations, but they aren't allowed to take tiles. This can be reversed through RP.

2. Whatcha gonna do with caps? Ya can't eat 'em!
- As a mercenary organization, the Gunners don't grow their own food. Instead, they buy it with the caps they make from their private mercenary work, supplemented by scavenging. The Gunners are exempt from the food rules. This condition is invalidated if the faction becomes a nation-type and a tile is taken.

The Nuka-Raiders
The Nuka-Raiders are not strictly a Commonwealth faction, per se, as Nuka World is located outside of the Commonwealth, but their main hunting grounds are the Commonwealth which is why they're included in this list. The Nuka-Raiders start out in a very strong position, sitting along one of the primary trade routes into the Commonwealth in a veritable fortress that's chock-full of technology. They have opportunity as well - sitting on the edge of the Commonwealth as they do, they can choose to simply not get involved with the melee in Boston and expand elsewhere.

The Nuka-Raiders' main foe are the Minutemen, though they share an animosity with the Gunners due to their constant encroachment on their territory. For that matter, they're pretty much enemies with most of the Commonwealth, but it is supposed they could at least deal with the Brotherhood or the Institute, if they so chose. The Raiders will start out with the whole tile west of the Commonwealth, but won't have control of the entire park.

1. World of Refreshment
- The Nuka-Raiders (and by the raiders I mean their trader slaves) have somehow managed to successfully repair the monorail leading from the Commonwealth to Nuka World. This allows them to quickly move men and equipment back and forth, or to utilize it as a trap for unwary travelers. The Nuka-Raiders start out with a repaired monorail.

2. Yoho, a raider's life for me!
- Being a raider is all about making other people give you the stuff you need, or want. This includes forcing poor Commonwealth settlers to provide the raiders with food and caps on a weekly basis. Captured locations designated as Settlements produce 0.5 food regardless of the tile resource. Hangman's Alley, the Castle, and Boston Airport are excepted. Outside of the Commonwealth, the Nuka-Raiders can roll every week for additional rations per tile owned.


The Brotherhood of Steel

The Brotherhood of Steel is one of three "chaptered" lore factions available for play in the Fallout Wasteland. This is due to the wide variety of branches, splinters, variants, etc. across the wasteland. From fanatical techno-crusaders to noble knights in shining power armor, the Brotherhood has it all. Because of this, the individual chapters of the Brotherhood are treated as separate factions, rather than a single faction like the NCR or the Legion.

The Brotherhood chapters are treated differently depending on whether or not they are Custom or Lore. Custom chapters have roughly the same starting characterstics and function much like a custom faction, but with Brotherhood affiliation and affectations. Lore chapters have individual starting conditions and equipment lists befitting their places in the world, their unique outlooks and the different environments they find themselves in.

Custom Chapters
Custom chapters are defined as chapters that are either completely made up by the player or exist outside established canon, either Fallout or Regional canon. An example of the latter is the Texas chapter of the Brotherhood of Steel from the game Brotherhood of Steel, which is not canon to the series or to the region.



The California Brotherhood of Steel
The California Brotherhood of Steel (alternatively known as the West Coast Brotherhood of Steel) are an organization about to die. This original scion of the Brotherhood has been in armed conflict with the NCR for the last couple of decades following more decades of mistrust and a hardening of the BoS' xenophobia and techno-fetishism. It is, unfortunately, a war the Brotherhood has lost despite their technological and logistical superiority. The survivors have retreated to their bunkers and now live under siege, more or less cut off from the outside world.

The Western Brotherhood are in the unenviable position of being surrounded on all sides by a hostile power. Even in defeat, however, their arrogance and xenophobia run unchecked, perhaps even reinforced in their desperation. These attitudes preclude a peace treaty, despite it being the only way to ensure their survival...

1. The Brotherhood-NCR War
The Brotherhood in California is at the tail end of a devastating war between the Brotherhood and the NCR that they have mostly lost. Once powerful, they're now reduced to a small amount of holdouts in their main bunker in Lost Hills. The California Brotherhood starts with 1 BoS bunker (complete with hydroponics) at Lost Hills. Starting pop is reduced to 1,000 people.

2. Hardened Steel
Part of the reason the war has gone on so long and so destructively is that the Brotherhood's attitudes towards technology and wastelanders has only gotten more extreme over the years. Unfortunately, this precludes any chance of peace with the NCR. The CBoS will need significant reforms in their leadership and attitudes before this state of war may be resolved peacefully. The CBoS cannot make peace with the NCR or trade with it. Condition resolved only at management's discretion.

3. The Way of the Scribe

This factbook covers the starting conditions for the major Lore Factions of the 2241 world, from the West Coast to the East. Each faction has its own advantages and challenges, some more than others, as a result of lore from the games. The bonuses and restrictions herein are meant to reflect those challenges as well as provide unique challenges to the players who wish to play them. Players are required to abide by these starting conditions if they wish to play the outlined lore factions below.

We acknowledge that some of these conditions are based upon extrapolations of lore hints and vague canonicity. Some conditions have also been imposed for the sake of game balance. Not every lore faction is covered here, and those that aren't will be treated as custom factions for the sake of starting conditions. If you feel like a lore faction has been unfairly left out or requires special treatment, please speak to a moderator.


Notes on Region Canon

Because we are starting in 2241, long before the beginning of the Bethesda-era games, we have been forced to make some assumptions regarding the conditions of those games' factions before their portrayal in the games. We have attempted to make decisions based upon available lore as well as logic and extrapolation; however, some decisions have been made for balance's sake.

The Commonwealth is dominated by the Minutemen, who despite having just lost the Castle to mirelurks are still in their prime and the controlling force in the Commonwealth. Their decline is only beginning, but could be quickly reversed through reform. The Institute remains locked away, its Gen3 program still in relative infancy. There is no Brotherhood, and the Gunners are a mercenary company in their infancy.

The Capital Wasteland is a cesspool of raiders and radiation, with little civilization outside of Rivet City, which is still in its infancy. The Brotherhood is decades away from arriving and Raven Rock lies unoccupied. As far as the region is concerned, the Capital Wasteland is just like any other piece of wasteland in the former United States of America.

New Vegas is in a similar position. The Strip lies in ruins, infested by various tribes that vie for dominance. House is awake from his computer-crash-induced coma, but is waiting and biding his time for the right time to emerge and build his vision of New Vegas. The Legion is a mere gleam in Edward Swallow's eye, and the NCR, while powerful, has not yet found its way over the mountains. The only faction of note in the Mojave is the Desert Rangers, whose chapters stretch from Nevada all the way into Arizona.


West Coast

The NCR
The NCR is a fledgling nation, young, full of energy, ready to make its mark on the wasteland. Recently united under President Tandi, the NCR is a single bright light in a wasteland full of darkness. While not at its full power like it would be in the New Vegas era, it's definitely farther ahead than any other wasteland-born faction. However, it's still early, and the Brotherhood's shadow still lingers over the land, while offshore a storm is forming... It'll only take a single misstep to send the NCR back to the dustbin of history, or worse - stuck in Southern California and irrelevancy.

Robert House
In 2241, the Mojave really is a wasteland. The Strip still lies mostly in ruins, the casinos just another grim reminder of days gone by. Tribes squabble for resources and supremacy on the surface, uncivilized, savage. House is awake, but he is biding his time, waiting for just the right moment to emerge to enact his grand plan. Supposedly, that's not supposed to happen for another thirty-seven years. However, unplanned variables could potentially make him move up his time-table...

House is in fact awake in 2241, and thus is playable in the Fallout 2 start date. He starts out with just his Mk. 1 Securitrons and control of the Lucky 38. The Platinum Chip is still buried in Sunnyvale, CA and he won't be able to access his army at Fortification Hill unless he convinces one of the other California factions to unearth the chip for him. Yes-Man doesn't exist yet and thus a Yes-Man NV isn't available.

The Desert Rangers
The Desert Rangers are Nevada's only source of law and order in the post-apocalypse. A single, albeit decentralized, organization formed out of groups of survivalists, former police officers, military, etc. the Rangers take after the ancient Texas Rangers for their mission and tactics. The Desert Rangers are some of the most wasteland-savvy people out there, with intimate knowledge of terrain, survival techniques, and hunting skills unmatched by anyone else in the wasteland. They are, in 2241, the only thing standing between Nevada and total anarchy. How effective they are in holding back the tide is quite debatable...

While at one point the Rangers patrolled quite a bit of territory, from Southern Nevada to Northern Arizona, they never seemed to be very organized or to have engaged in nation-building. As such, players wanting to play them will start out with only 1 tile and will have some unique conditions relating to the Rangers' workload.

1. Do It Yourself
- The Desert Rangers are a group of survivalists patrolling the end of civilization. There are no factories, no appliance stores, no Amazon to order parts from. Everything has to be handmade, and they've gotten good at it. Desert Rangers can't build factories, but Artisan production is the same as regular factory production.
2. Home, Home on the Range
- The Rangers are the pre-eminent survivalists of the wasteland. They know all the best tricks to squeeze out a couple extra grams of protein from wasteland plants, where to find the cleanest water, etc. Militarized population produces 1 food per every 1,000 soldiers, including "leftovers" (less than 1,000).

The Shi - Under Construction
The Shi are in the unenviable position of being an independent city-state surrounded by NCR territory. Having defeated the Hubologists, forcing them to flee east, the Shi are now the undisputed masters of San Francisco. However, they are constantly in danger of being swallowed up by the NCR; if it weren't for the Shi's incredible technological advancement and the NCR's preoccupation with other matters, they surely would have been swallowed up by now.

Going up against the NCR is basically a suicide mission, so the best bet is for the Shi to expand out to sea. The Shi already have the means to do so if they wish, starting off with the ability to construct VB-02 Vertibirds and fuel them with their advanced biofuel infrastructure. Some of this biofuel is being bought by the NCR, of course, but the rest of it is available for local consumption.

1. Treaty Inviolate
- The Shi have a number of treaties with the NCR that allow them to retain their independence in exchange for some concessions. Crucially, the Shi provides the NCR with 1 unit of Biofuel, something the NCR doesn't yet know how to make itself. The Shi also start out with a non-aggression pact with the NCR.

2. Legacy of Chan Lee
- The Shi are no slouches in modern gunfighting, but where they excel is hand-to-hand combat. Generations of martial artists, rising from the first masters (who were self-taught from watching old Kung-Fu movies), have given rise to a pervasive culture that means Shi warriors are masters of melee combat. Practically, this means Shi soldiers are better at melee combat and in ambushes, regardless of Combat stat.

3. Radiotrophy
- The Shi have developed fast-growing flora that eats radiation and cleans it from the environment. Rations tiles produce .25 food more at basic level.

The Nuka-Raiders
The Nuka-Raiders are not strictly a Commonwealth faction, per se, as Nuka World is located outside of the Commonwealth, but their main hunting grounds are the Commonwealth which is why they're included in this list. The Nuka-Raiders start out in a very strong position, sitting along one of the primary trade routes into the Commonwealth in a veritable fortress that's chock-full of technology. They have opportunity as well - sitting on the edge of the Commonwealth as they do, they can choose to simply not get involved with the melee in Boston and expand elsewhere.

The Nuka-Raiders' main foe are the Minutemen, though they share an animosity with the Gunners due to their constant encroachment on their territory. For that matter, they're pretty much enemies with most of the Commonwealth, but it is supposed they could at least deal with the Brotherhood or the Institute, if they so chose. The Raiders will start out with the whole tile west of the Commonwealth, but won't have control of the entire park.

1. World of Refreshment
- The Nuka-Raiders (and by the raiders I mean their trader slaves) have somehow managed to successfully repair the monorail leading from the Commonwealth to Nuka World. This allows them to quickly move men and equipment back and forth, or to utilize it as a trap for unwary travelers. The Nuka-Raiders start out with a repaired monorail.

2. Yoho, a raider's life for me!
- Being a raider is all about making other people give you the stuff you need, or want. This includes forcing poor Commonwealth settlers to provide the raiders with food and caps on a weekly basis. Captured locations designated as Settlements produce 0.5 food regardless of the tile resource. Hangman's Alley, the Castle, and Boston Airport are excepted. Outside of the Commonwealth, the Nuka-Raiders can roll every week for additional rations per tile owned.


The Brotherhood of Steel

The Brotherhood of Steel is one of three "chaptered" lore factions available for play in the Fallout Wasteland. This is due to the wide variety of branches, splinters, variants, etc. across the wasteland. From fanatical techno-crusaders to noble knights in shining power armor, the Brotherhood has it all. Because of this, the individual chapters of the Brotherhood are treated as separate factions, rather than a single faction like the NCR or the Legion.

The Brotherhood chapters are treated differently depending on whether or not they are Custom or Lore. Custom chapters have roughly the same starting characterstics and function much like a custom faction, but with Brotherhood affiliation and affectations. Lore chapters have individual starting conditions and equipment lists befitting their places in the world, their unique outlooks and the different environments they find themselves in.

Custom Chapters
Custom chapters are defined as chapters that are either completely made up by the player or exist outside established canon, either Fallout or Regional canon. An example of the latter is the Texas chapter of the Brotherhood of Steel from the game Brotherhood of Steel, which is not canon to the series or to the region.



The California Brotherhood of Steel
The California Brotherhood of Steel (alternatively known as the West Coast Brotherhood of Steel) are an organization about to die. This original scion of the Brotherhood has been in armed conflict with the NCR for the last couple of decades following more decades of mistrust and a hardening of the BoS' xenophobia and techno-fetishism. It is, unfortunately, a war the Brotherhood has lost despite their technological and logistical superiority. The survivors have retreated to their bunkers and now live under siege, more or less cut off from the outside world.

The Western Brotherhood are in the unenviable position of being surrounded on all sides by a hostile power. Even in defeat, however, their arrogance and xenophobia run unchecked, perhaps even reinforced in their desperation. These attitudes preclude a peace treaty, despite it being the only way to ensure their survival...

1. The Brotherhood-NCR War
The Brotherhood in California is at the tail end of a devastating war between the Brotherhood and the NCR that they have mostly lost. Once powerful, they're now reduced to a small amount of holdouts in their main bunker in Lost Hills. The California Brotherhood starts with 3 BoS bunker (complete with hydroponics) at Lost Hills. Starting pop is reduced to 3,000 people.

2. Hardened Steel
Part of the reason the war has gone on so long and so destructively is that the Brotherhood's attitudes towards technology and wastelanders has only gotten more extreme over the years. Unfortunately, this precludes any chance of peace with the NCR. The CBoS will need significant reforms in their leadership and attitudes before this state of war may be resolved peacefully. The CBoS cannot make peace with the NCR or trade with it. Condition resolved only at management's discretion.

3. The Way of the Scribe
- The Brotherhood has never really controlled the kind of infrastructure to mass-produce its equipment in its history. Instead, scribes have gotten very good at repairing scavenged weapons and, crucially, building new ones. Cottage Industry produces at the same rate as normal manufacturing.

The Enclave

The Enclave is one of three "chaptered" lore factions available for play in the Fallout Wasteland. This is due to the wide variety of branches, splinters, variants, etc. across the wasteland. From pragmatic American revivalists to fanatic anti-mutant purgers, the Enclave has a wide variety of starts and options for players wishing to take them on.

The various Enclave enclaves are treated slightly differently depending on whether or not they are Custom or Lore. Lore Enclave commands are centered in the three designated Control Stations - the Poseidon Oil Rig, Raven Rock, and the Congressional Bunker. Lore commands have slightly more and better equipment. Custom commands are custom Enclave groups elsewhere in the wasteland. They will still get (or be forced to start out in) a bunker, but their facilities are slightly worse than those of the Control Stations.

Custom Commands
Custom Commands are defined as Enclave groups that are made up by the player and/or are not located in one of the three designated Control Stations. Custom commands are allowed 1 custom perk in addition to the Conditions outlined below (as with normal custom factions, custom perks must be reviewed by the Council for approval).



Control Station E.N.C.L.A.V.E.
The Enclave on the Poseidon Oil Rig have the strongest Enclave start, next to Enclave starting in the Whitesprings Bunker. The Oil Rig is fully self-sufficient, with a fully capable science bay, manufacturing lab, and an almost unlimited supply of gasoline from onboard refineries converting the oil from beneath the sea bed into fuel. The Rig is also host to the remnants of the US Pacific Fleet, consisting of two battleships (albeit in poor condition). A host of heavily armed vertibirds and the best power armor in the wasteland, as well as an arsenal of plasma weaponry, round out their impressive starting conditions.

That being said, the Enclave are right next to a very large and already fairly powerful NCR - if they're not careful and fast, the Enclave can easily be eclipsed by the NCR due to a lack of personnel. The same can also be said for the Brotherhood, which starts out with more people than the Enclave does. The Enclave will need to move quickly and take advantage of its high robot populations in order to survive and thrive.

1. The Rig
The Poseidon Oil Rig, also known as Control Station E.N.C.L.A.V.E., is a massive, highly advanced living platform situated over the last known oil deposit on earth. Built with all the best toys money can buy, the Rig is a fully functional nation-state on its own and is fully capable of supporting all the Enclave's mainland mission needs. Unfortunately, the size of the Rig means that there is very little human population onboard. Starts with the Rig, an Enclave Bunker with an automated Large Factory, an automated Refinery producing one of each fuel type, and a hydroponics farm capable of supporting 1 pops. Starting pop reduced to 1,000.

2. Remember Navarro!
By 2241 the Enclave has already started operations on the mainland and has established Navarro as a research base and refueling station for its oil-powered Vertibirds. Being their main military stronghold on the mainland, it is heavily fortified and has similar if smaller facilities to the Rig, being also a fallback location in case the Rig is lost. Starts with Navarro as an Enclave Bunker with a small automated factory, a hydroponics farm capable of supporting 1 pop, an additional 1000 population and 10 Mr. Handy pops.

3. Pride of the U.S. Navy
When the bombs fell, the military tried to converge on the Rig. Only the Pacific Fleet managed to make it, and only a small portion of it. Starts with two Iowa-class Battleships in Moderate condition.

Origins and Perks: A Fallout Wasteland Guide

There are many things to consider when setting up your faction, from how you want your SPECIAL to look to what kinds of weapons you need to use. When you've got all that set up, there's one more thing to consider - your Origin, and your Perks.


Origins

In simple terms, Origins define your starting tech and your starting equipment. Origins broad-category perks that, in a generalized manner, sum up your backstory and your current starting position in the wasteland. Every faction has an origin, whether they're a group of wastelanders just out of the dark ages, a band of raiders looking for easy money, or the Brotherhood of Steel. Your origin defines your faction and what it looks like when you start, everything from what body armor you have to what weapons you are carrying.

IMPORTANT: Origins are meant to be very general and encompass a multitude of different backstories. If you feel that your backstory doesn't fit the origins listed here, ask a moderator for advice. Chances are your backstory does in fact fit in one of these. In the unlikely event that it doesn't, we will work with you to create a custom origin.

There are two categories for Origins: Custom Faction Origins and Lore Faction Origins.

Custom Faction Origins are broad-category origins for Custom Factions that apply to most backstories. These origins allow for "Lore but x" factions, though such origins are typically weaker than their corresponding Lore Faction cousins. There are also no limits to the number of factions that may use these origins.

Lore Faction Origins are specific origins for the various Lore Factions we have in the region. To use one of these origins, you must be playing as a member of that lore faction. These origins are limited by the number of people allowed to play as a member of any given faction (3). Note that not all Lore Factions are represented here. The Lore Origins listed below mainly encompass Major Factions from across the games. If you desire an origin for a lesser-known lore faction, ask a Moderator for advice.

Custom Faction Origins



Children of the Vault
It's been several decades since you left the vault, and life was much harder than either you or Vault-Tec anticipated. You've managed to form a stable society, but the going was rough and in the struggle to survive, you've lost things. After all, who has time to keep track of holotapes when you're out in the fields all day or scavenging for scrap? While you're still noticeably more advanced than your wastelander counterparts, you're also notably regressed from your days in the vault.

Whatever the case, you were well-stocked with the best equipment and bunkers money could buy - though not quite as good as the Enclave, or even the Brotherhood.

Military Remnants

Of course, being military brats means you know your way around weapons, but everything else tends to be greek to you.

Neo-Medievals

You still haven't quite figured out gunpowder, but your melee weapons and your crossbows are at the zenith of their development.

Raiders

Caesar's Legion
Caesar's Legion, a motley collection of tribes forged into a mighty hammer by Edward Swallow, the first Caesar. They are the Antithesis of the NCR - autocratic, misogynistic, and brutal to the benevolent negligence and democracy of the NCR. That being said, the Legion has now twice lost at Hoover Dam, and with Caesar on his deathbed - or perhaps even dead - the Legion is facing a similar identity crisis to its neighbor across the Colorado River. Will the Legion survive the death of Caesar?

Enclave Remnants
The remnants of pre-war America's political, economic, and social elite, the Enclave survived the war in relative comfort and emerged as a power in the wasteland. A series of defeats, however, culminating with the destruction of the Oil Rig and, much later, the Mobile Base Crawler, have reduced them to a shadow of their former self. The Enclave is one of the most technologically advanced factions in the wasteland, rivaling the Institute, but a century of defeat at the hands of wastelanders has left them weak and splintered.

Great Khans
The Khans are a former gang, now a tribe with a long and storied history. Formed from one of the groups that came out of Vault 15, the Khans quickly established themselves as one of the toughest and most ruthless gangs in the wasteland. Decimated first by the Vault Dweller, then again by the Chosen One (both on behalf of the NCR), the Great Khans had been reduced to a shadow of their former glory, living on a reservation in the Mojave. The NCR-Legion War allowed them, however, the chance to escape and start afresh, using the glory of the Mongols as a template for their revival. During the chaos of the 2nd Battle of Hoover Dam, they upped stakes and escaped into the wasteland. Where exactly they went remains to be seen, though it is assured that wherever they turn up, they will be a formidable force.

Gunners
The Gunners are best described as a private military outfit with its own agenda that happens to hire out mercenaries on the side. They are definitely the best mercenaries in the business, with soldiers regularly carrying laser rifles and wearing combat armor. This, of course, means they're also one of the tougher factions in the Commonwealth. Mercenaries aside, the Gunners seem to have some sort of goal for the Commonwealth - though what that is, no one knows.

Institute

Time will tell, though, if they can continue to lead their utopian underground life undisturbed by those living on the surface...

But they still have their artillery, and in the Sole Survivor, they have a rallying point, meaning they are poised to reclaim their glory and finally build the dream of a United Commonwealth.

The New Californian Republic, the shining beacon of democracy in a post-apocalyptic wasteland. That being said, the NCR is slowly rotting on the vine as decades of incessant war and expansion take their toll on its political and economic institution. With a bureaucracy plagued by corruption and having recently experienced defeat at the hands of the Courier at the 2nd Battle of Hoover Dam, the NCR is a nation gripped in paralysis, teetering on the edge of either a renaissance - or a collapse into authoritarianism.

The glittering jewel of Nevada, outshining New Reno, New Vegas is a power just coming on the scene. New Vegas was the true winner of the Second Battle of Hoover Dam, first utilizing NCR troops to defeat the Legion, then kicking the tired and overstretched NCR forces out with its massive army of Securitrons. With the dam under its thumb and money continuing to roll in from the casinos, New Vegas is poised to lead the world - though whether under House or under the Courier is up to you.

An alliance between three different raider gangs underneath a powerful Overboss, tyrannically ruling over the slave Traders, the Nuka-Raiders are a new force in the Commonwealth and one to be reckoned with. Time will tell if their parasitic lifestyle can survive the challenges of civilization - or if they can claim their place in the crowded field that is the Commonwealth.

Technologically adept, the Shi rival both the Enclave and the Institute with their scientific achievements. However, their position surrounded by the NCR means they have little opportunity to expand and are constantly in danger of being swallowed up by it. It remains to be seen if the Shi will amount to anything more than just another NCR protectorate.

Perks

Custom factions, in addition to their Origins, are allowed what we call Perks. Perks are backstory-related faction bonuses that help distinguish and differentiate your faction from the rest of the world. Does your faction have a bonus to food growth? That's a perk! Is there an old ironclad sitting in your harbor? Use a perk to start out with it repaired! Every faction gets two perks in addition to their origin.

Perks can cover a variety of situations and bonuses, but they do have restrictions. For starters, Perks cannot modify anything already covered by the SPECIAL system. In other words you cannot perk your way into higher science or higher population growth. Perks also cannot modify the restrictions of an Origin. If, for example, your Origin restricts you to a starting population of 1,000, then you cannot use a perk to bypass that - you're stuck at 1,000.

That being said, you can use your Perks to rearrange your Starting Tech Tree. If you feel like the tech tree of an origin doesn't adequately represent the technological character of a faction, you may use a perk to redistribute up to two (2) points from any category to any other category or categories. This can only be done once; ergo, you may not use both your perk slots to rearrange your tech tree.

Perks can also be used to start out with normally prohibited things like working vehicles or heavy weapons. There is a limitation, though - a perk may only reference one type of vehicle (a particular model of tank, vertibirds, etc.) and is limited to a small number (defined in our region as 4 or less, depending on the vehicle). Vehicles should either be thematically appropriate to your faction or a reference to a real-world museum piece in your starting tile. WARNING!!! Perks are intended to help establish the character of your faction, not bypass rules. Moderators reserve the right to deny equipment perks if deemed unrelated to a faction's backstory or inappropriate to your chosen Origin.

To request a perk, write down the information in a factbook and submit it to the Moderators in the #ask-vault-tecd channel on Discord for review. A Perk should have a Title, its effect, and a short blurb describing the history of the perk and how it relates to your faction's backstory. Moderators will review the perk to make sure it makes sense or is not too OP (or breaks rules, etc.). If approved, the factbook should be maintained throughout the life of the faction. Once approved, a perk may not be rescinded, modified, or replaced.

IMPORTANT: Lore factions have perks already assigned to them; none may be added nor their existing ones modified.

Growing food in the wasteland is hard, but we've gotten good at it over the years. Thanks to pre-war knowledge recovered from an agricultural university and the storing up of our own knowledge, we've been able to coax more food from the land than most others have.

Starting Equipment: A Fallout Wasteland Guide

This guide is meant to help new players know what kind of equipment their custom faction begins with and also the equipment it can obtain.

Important!
You must have exact numbers for your starting equipment and for all your equipment acquired in the future. Please keep your factbook up to date weekly.

Just Starting?
Custom factions start with next to nothing but what it does have is guns.
Your starting amount of weapons depends on your starting army size. For example, if you have an E of 5 and a C of 7 your starting army is 15,000.
A good ratio to start would be 75% have main battle rifles and 25% have a squad automatic weapon.
In this example, you would have 11,250 main battle rifles and 3,750 squad automatic weapons. The percentages can be adjusted to your preference but a well-balanced loadout is good for roleplay. As you roleplay getting more equipment your army's equipment loadout will evolve. If your main battle rife is capable of fitting a bayonet you may start with the amount equal to your starting rifle amount. You could also choose to have 75% MBRs, 20% SAWs, and 5% sidearms, for example. Make it your own, but keep it to one gun per starting soldier. I suggest American made weapons as they make sense for the setting of Fallout, but it is not a requirement.

What kind of weapons do I start with?
Your starting weapon category is determined by your faction's origin as denoted in the Origin and Perk factbook.

No custom faction begins with military vehicles, tanks, aircraft, heavy crew weapons like artillery, medium or heavy machine guns, mini-guns or missile weapons, etc.

The Resource System: A Fallout Wasteland Guide


Welcome to The Fallout Wasteland Resource and Building Guide! When a tile claim is approved you will roll a dice in the #resource-depot channel on discord. See the pinned messages for a template. The value rolled will determine if any resources are in the new tile according to the loot table shown below. You may get no resources on the tile. If you do get a resource you will roll a second time, this time on the Strategic Resource Table. Once that is determined you must assign “Pops” to work it, we will talk about that next. Second, there are three categories of resources: Common, Strategic, and Manufactured. Common resources include rations, building materials, and scrap. These resources are not found on tiles but rather are produced by assigning “Pops” to work these jobs. Strategic resources include iron, coal, gold, and nuclear material. These resources are found on tiles but also are worked by “Pops.” Manufactured resources include steel, aluminum, and scrap electronics. These resources aren't typically found on tiles and must be refined or sorted out from scrap. The purpose and function of each part of the system will be explained below.

Pops and Jobs

Population is assigned to jobs to run factories, gather resources, grow food, etc. For simplicity's sake, your population is divided up into units of 1,000, called “Pops.” A Pop can be assigned to one job at a time - for example, a Pop cannot both grow food and gather resources at the same time. Any excess population that is less than 1,000 is not available to work (but they can still serve in the military). Military personnel are not arranged in the Pop format. However, standing military personnel are not available for work. When a tile gets a strategic resource applied it automatically comes with one job producing one of the said resources. Certain jobs are not tied to tiles and collect their corresponding resources. These jobs are; Farmers, Scrap Collectors, Material Collectors, and Artisan Smiths. The Artisan Smith is a special job only needed before a foundry is built and can smelt scrap into steel or aluminum.

Tile Types and Resources

There are two different kinds of tiles, Basic Tiles and City Tiles which will be colored Gold on the resource map located on the Regional Map Factbook. When a Basic Tile is taken the player will roll to determine if the tile has any Strategic Resources, according to the Basic Tile Loot Table. The best tiles are the City Tiles, which have a chance to give Manufactured Resources and have the possibility of coming with a Super size structure. Some tiles, like City Tiles, have special rules. To see what resource spawn at what dice rolls, see the loot tables below.

Special Tile Rules
- Custom factions need a detailed backstory to justify starting on or adjacent to a City Tile.
- City Tiles produce two resources simultaneously.

Custom Tile Rule
If you find a location that exists in real life or the games that would produce a certain resource you can request it produce it without rolling the dice as long as the tile has not already had a resource determined for it. For example, if you find a coal mine that isn't too old, that tile could be coal-producing. However, all other rules still apply.

Common Resources

Rations: Rations are required to sustain your population. 1 Ration provides for 1,000 people. Initially one Pop assigned to produce rations will produce enough for itself and one additional Pop. A total of two rations are produced from one Farmer Pop, at initial standard output. This means starting out half your population must produce rations to sustain the entire population. Your Pops must be working rations at all times. Should a moderator notice not enough of your Pops are assigned to rations you will lose population based on your Preparedness stat. Should the moderator feel this rule is being ignored you may lose more at their discretion. If you purposely choose to not feed your people the population loss is taken from the difference in the population you don’t have rations for. This population loss must be calculated once every week and will be checked by moderators. Your Preparedness stat will lower the impact of not having enough rations. It will also allow for free days so that the population will not need rations, this only applies at the beginning of your faction. Think of it as starting with enough rations. If you are lacking rations when the natural population increase happens you will automatically lose that population. The following spoiler displays the effects of Preparedness on population loss.

10 - 50% of your excess population starves from malnourishment; 28 free days.
9 - 55% of your excess population starves from malnourishment; 21 free days.
8 - 60% of your excess population starves from malnourishment; 21 free days.
7 - 65% of your excess population starves from malnourishment; 21 free days.
6 - 70% of your excess population starves from malnourishment; 14 free days.
5 - 75% of your excess population starves from malnourishment; 14 free days.
4 - 80% of your excess population starves from malnourishment; 14 free days.
3 - 85% of your excess population starves from malnourishment; 7 free days.
2 - 90% of your excess population starves from malnourishment; 7 free days.
1 - 100% of your excess population starves from malnourishment; 7 free days.

For example; if it is time to give rations to your people and you have a population of 19,485 but have only 9 points worth of rations production your excess population is 1,485. If your P stat is 5 you lose 75% of your excess population, in this case, you lose 1,113. Remember always round up.


Scrap: Scrap is used mostly to smelt down into steel or aluminum and is used to “find” (produce) scrap electronics.

Building Materials: Building Materials are necessary to build all tile improvements, buildings, and defensive structures.

Strategic Resources

Uses for Strategic resources are not limited to the suggestions here.

Coal: Coal is needed to power foundries, coal-powered warships, coal power plants, and used in synthetic materials in clothing and armor.

Iron: Iron is used to create steel more effectively than from scrap.

Gold: Gold is needed for energy weapons and advanced power armor (Advanced BoS PA+).

Nuclear Material: Needed to make mini-nukes, power nuclear vehicles, power armor, and repair and maintain nuclear power plants.

Manufactured Resources

Scrap Electronics: Scrap Electronics are needed to produce a variety of vehicles and T-60+ power armor. (Produced through sorting Scrap)

Steel: Steel is a very important resource. As it is a high-quality material it is one of two resources that are extremely rare on a City Tile and can only be reliably produced by melting down scrap. Steel is used to produce almost everything.

Aluminum: Aluminum, like Steel, is a high-quality resource that is extremely rare on a City Tile and can only be reliably produced by melting down scrap. Aluminum is used mainly to build aircraft.

Basic Structures and Title Improvements

Basic Structures: There are three Basic Structures, the foundry, the factory, and the shipyard. Each comes in four sizes: small, medium, large, and super. Basic Structures are also limited by Industrial Capacity (IC). Everything that is produced has an IC score assigned to it. A factory or foundry cannot exceed its Industrial Capacity score. See the table below.

Special Building Rules
- Temporary Industry stat increases do not unlock new buildings; only affect the build time.
- When calculating the impact of your Industry score on build/repair time, always round up.
- Only one building improvement can be built per tile.
- Basic Structures are NOT restricted to tiles.

Foundry: While steel and aluminum can be smelted by hand without a foundry, having one decreases the amount of scrap needed to produce one steel. Foundries are also the only way to get this reduction. (*Note* Foundries can not produce anything but manufactured resources.)
Smelting by hand:
You can assign one "Pop" to an Artisan Smith job before getting a Foundry up and running, however, remember it costs more "Pops" working Scrap Collector jobs to supply the necessary materials.

Finding Basic Structures
Finding basic structures in the wasteland will always take less time to repair, however, it takes the same amount of resources to repair a structure as it does to build one. See the requirements above. When you roll to determine what resource your new tile may have you will also use that roll to determine how many basic structures there are and their size. See the Basic Structures Loot Tables below. After that roll, you will roll to determine the repair time. To determine that, divide the standard building time in half, roll a d20 on the discord by using the command t!roll d20, increase the time by that percentage listed on the condition table and then factor in your Industry stat. See the example below. Put the number of structures awarded by your roll in front of the d20. For example, if your roll grants you three structures when you make the condition roll, put the number 3 in front of the d20 like this, t!roll 3d20. Each number will determine their condition from left to right starting with the smallest size structure to the largest.

Note:
When making a roll please state the reason for rolling and tag a moderator. Make all condition rolls in the #dice-roll-wing channel. Each line of the example must be entered separately.

For example; engineers want to repair a medium factory with a standard build time divided in half equals 10.5 days (21/2=10.5). You roll a 10 on the d20 roll. This increases it by 50%, 10.5+50%=15.75 days. Then you input your Industry stat. Let's say you have an Industry of 7, reducing the time by 20%, 15.75-20%= 12.6 days. In this scenario it would take 13 days to repair this medium factory, rounding all numbers up to the nearest whole number.

Common Resource Improvements: Upgrades for common resources are not tied to tiles, and instead act more like Basic Structures. Upgrades improve the efficiency of pops assigned to them. There is no limit to the number of upgrades that may be built in a single tile.

*Roads and railroads are required for PvP combat. If you do not have a road (with trucks) or a running railroad connecting your army with their source of ammunition, then the effectiveness of your semi-automatic/automatic weapons is considered to be equivalent to that of bolt-action or breech-loading weapons due to supply constraints.

Loot Tables

Below are the loot tables for resources and structures. When a tile is approved the player will roll the loot table in the #resource-depot channel. It is possible to not receive any resources as a result of the roll. You will use the same roll to determine the amount and size of basic structures available in the tile to be repaired. You may choose what type of structure they are, between factories, foundries, or shipyards. If a player rolls a natural 20 (not as a result of a bonus to the roll), the player can choose what resource they want from that table. You can either add or subtract your Luck stat to your roll, or not apply it at all.

Research and Technology: A Fallout Wasteland Guide

Research Basics

Research Cost, Research Earned and the Dice

Welcome to The Fallout Wasteland Research Guide! Let’s cover the basics, this is a dice rolling-based system. Each technology has a Research Cost depending on its level of complexity and its significance to your military power. Generally, it's easier to learn how to figure out farming than it is to figure out cold fusion, for example. Technology is unlocked by spending Research.
Research is generated weekly, using dice. Once per week on the day determined by the Regional Calendar, roll a d20 in the #dice-roll channel on discord. The dice roll must meet a certain threshold to progress, with higher rolls rewarding more Research. The amount of Research generated is then applied to the Project. Once the amount of Research applied meets or exceeds the Research Cost, the technology is considered invented/discovered. A natural 1 is always -100 Research, regardless of bonuses. 750 can only be achieved with a natural 20, 20s achieved with Luck bonuses will only result in 500.

There are no penalties for progress on a research project being reduced to zero by a dice throw. You will not, for example, lose access to a lower tier in that tech category. If you lose all your progress, don't worry! It just means it will take a little longer.

You must announce on the RMB starting research.

Technical Documents

The most tech you'll find in the wasteland was developed in the continental United States before the war. Their work and technology were often divided amongst several different subcontractors scattered around the United States. Many of these subcontractors left Technical Documents behind, some of which may have even survived the war. These technical documents are a boon to any research efforts.

Technical documents are considered salvage, as such are discoverable only once per tile (excluding your starting tile, which cannot be scavenged). Up to a total of 20 technical documents may be discovered in a single tile (or location, if you're in a lore zone) worth 5 Research Points each. Up to 100 documents may be found in a City tile. The amount you find is determined by a d20 dice roll (d100 for city tiles). Once they are discovered, they can be immediately applied to your current research project, or they may be held for another time. Quantities of technical documents stored must be recorded in a factbook.

Technologies

So what are the technologies you can research, you ask? Check out the Tech Tree below for all the different technologies available and their Research Costs!

Technologies from the Tech Tree may only be researched one at a time, you may not research multiple at a time. Technologies must be researched in sequence in a single category. You are not, however, required to have an even progression of tech between categories (i.e. you are allowed to max out one category before researching the others)

The Design Process

So now that I've researched the appropriate tier, I can build any vehicle I want, right? Not so fast, there's one more thing we need to cover, and that's Designing Vehicles. You spent the last 200 years scrabbling for survival in the irradiated wasteland, who's had time to keep the blueprints for all that pre-war tech? Unless you are the Enclave or the Brotherhood, you do not start with vehicle designs. With that in mind, you'll need to sit your engineers down at the drawing board and reinvent the wheel! Which may be literal if you're a tribal faction.

Unfortunately, you will need to design every vehicle individually. Every vehicle is a little bit different, do different things, has different strengths and weaknesses. This, unfortunately, precludes being able to simply design one vehicle and expect to be able to build another, with certain exceptions, like different-purpose variations on a single-vehicle.

Vehicle design is a straightforward process. First, pick the vehicle or equipment that you want to design, either from Fallout lore or from Real Life. Custom material is acceptable as well, but they must be plausibly grounded in either RL technology concepts or Fallout technology concepts, and you must be able to definitively establish their capabilities (e.g. thickness of armor, top speed, combat range, etc.). Once you have your design, speak with a Vault Councilor. Make a post on the RMB stating what you're designing and how long it will take to design it.

Different designs have different timers. Tanks and aircraft have timers differentiated by generation. Ships have timers differentiated by both size and era. Light vehicles like APCs, armored cars, and light utility vehicles have standardized timers across all eras. Civilian Vehicles do not need to be designed, nor do Technicals.

The Enclave and the Brotherhood

Due to their positions as repositories of the old world (and new world) technology, the Enclave and the Brotherhood of Steel are the only factions to start with vehicle designs already in hand. The Enclave starts with all aircraft designs up to 3rd Generation Fighter Jets, all tank designs up to 2nd Generation MBTs, and all light vehicles up to the 1980s, in addition to all Fallout pre-war vehicle designs and VB-02 vertibirds. The Brotherhood of Steel starts with all Fallout vehicles, VB-01 vertibirds, aircraft designs up to 1st Generation Fighter Jets, up to 1st Generation MBTs, and all light vehicles up to the 1980s.

What about Lore Faction X? Most lore factions will not start with vehicle designs of any kind, unfortunately. If they do, such designs will be detailed in the Lore Faction Guide. Sorry, Institute, you don't get any designs whatsoever.

The times given below are modified by your Industry score - low Industry players will take longer to design these than high-Industry players. Like the Standard Building Times either add or reduce the percentage of time determined by your Industry score.

How to Expand in the Wasteland: A Fallout Wasteland Guide

There are four requirements needed to take tiles, if any of these are not fulfilled the claim will be denied.
1. WHO is involved?
Are you RPing with another player? If not, what is your opponent like? Are they futuristic post-apocalyptic samurai? Maybe giant mutated spiders who have developed telepathic abilities. What is their culture, goals, government system? Give some life to them before you crush them!

2. WHAT happened when your troops/characters got there?
If there is a fight, what are the results? How were they achieved? How many casualties for you and your opponent?
If it was a diplomatic success, what was the agreement? Did some involved not get everything they wanted? Was the agreement forced or mutually beneficial?

3. WHERE are you and what does the environment look like?
Are you in a location never before seen in Fallout? If so tell us how you envision it, make it your own. Are you in the North Dakota forests or Florida Swamps? What do they look like since the bombs fell? Your characters encounter a town in a location they are ordered to capture, what does the town look like? What do the people look like? Are they primitives who worship an old car or slavers thinking they can capture your troops and sell them to a powerful local hegemon?

4. WHY are you there? What is the goal?
NEVER take a tile or attack another player for no reason! Nor for a reason out of character, both are cheating. With that being said, your factions should have a reason to go to war. In most video games this is called a 'casus belli' or 'reason for war.'

Expansion requires a minimum of two posts worth 200 words that complete the previous requirements. Perhaps one post to fulfill each requirement or a beginning, middle, and end post to complete a story. Remember this is per tile.
400+ word expansion posts are acceptable but require a higher quality of writing than multiple posts.

Please make these things clear in your RP and make any map claims, using the form, on the #map-request-wing on discord.

While each tile has 5,000 enemies/creatures/recruitable civilians, you can recruit more than that in one tile as long as your average stays around 1,500-2,500 population per tile other than your starting tile. It makes sense that major cities would have more people where more rural areas would have less. It is up to the moderators' discretion to change your population if the average exceeds reasonable totals. The third confirmation word is raider.

The following are examples of how to properly RP taking territory by yourself.

In this example, four tiles are taken.

A large force of 300 was ordered to Sarnia to meet up with Hegel and the Edson. On the way they cleared out small buildings along old 69. Most of the road was clear with some areas cluttered with pre-war vehicles, however there was enough space for our vehicles to drive through. Upon arriving to Sarnia the whole place was a raider stronghold. Anticipating the occupation the soldiers brought the mortar and howitzer with them. Once scouts located the main structure of the raider's base they opened fire with the howitzer. Raiders started pouring out to stop the shelling. The mortar rained down on them causing even more panic in the undisciplined mob. As they came into range the troops begin firing, hearing the distinctive 'ping' every time the M1 was out of ammo. The raiders had no hope of get into range to even have any effect against the Reichtroopers. As the firing stopped and the dust settled at least 200 raiders lay dead. As the soldiers moved into the town there was a few skirmishes but they manages to either kill or drive out the remaining raiders. Overall 234 raiders were killed. Of our casualties 13 killed 20 wounded. Once the bridges were secured the Edson was called in by signal flare and docked up at the river front.

Many saw the Reich's presence as a sense of security from raiders elsewhere and took up residence nearby electing to be registered and join the Reich. After the road to Port Huron/Sarnia was secured multiple division were sent into the 'Thumb' to secure it for the Reich. It was a prime objective due to expansive farm land to feed the army. There were multiple small farming comunities that quickly submitted to the Reich, some reluctantly others gratefully. Many super mutants, ghouls and raiders were put down, and due to superior training and firepower very few soldiers were killed. The soldiers learned of new settlements at each town they came too eventually making it to old 46. Perhaps the biggest find of them all was multiple Poseidon Energy wind turbines. Just one of these could power all of the Reich Capital, if it could be repaired. Due to the sparse population there was 1173 people added to the Reich. Also those who moved to Sarnia totalled to 207. Total kills were 127 mutants, 354 ghouls, and 279 raiders. Total casualities were 27 dead and 184 wounded.

After hearing of the slaughter of the raider gangs in Flin many raider fled, some joined the Reich and the others waited to fight. Naturally they were no match for the Reichtroopers. As they went from town to town much like before the residence could not resist so submitted. Those who didn't were publicly punished. More wind turbines were discovered as well. When they made it to Port Austin they found it was infested with Mirelurks. As they atempted to secure the town one after another sprang from the ground. After losing 67 men, due to inexperience fighting Mirelurks, most of them were dead. But then a mother of all Mirelurks emerged from the lake just off the shore and charged into the town. She spit poison everywhere and it ate at the flesh of anyone it touched. Her giant mandables piercing right through a man. The soldiers just kept shooting fighting for their lives. When it seemed like it would never go down the bazooka crew that was in a different part of town arrived and with one well placed bazooka shot to the face it gave out a loud cry and plummeted with a loud crash. When the town could be safely explored they found an old Air Force radar surveillance system. Knowing this would be very benificial to the Reich it was disassembled by Reich engineers and brought back to New Franken. In all 103 men were killed and 47 wounded. 4,141 civilians, and 102 radiers were added to the Reich. 2,122 raiders, 147 mutants, 1,498 ghouls and 567 mirelurks were killed.

They warned them not to attack them because of their powerful weapons. When they arrived at the edge of the town a man called Brother Albus met with Oberst Baumann. "We are the Children of Atom, blessed with his divine glow. We are His children and this is His land." "Then I must speak with this Atom, take me to him." Demanded Baumann. "Atom is not a physical being like you and I He is around us and in us He has given us the glow," explained Albus. "Then who is in charge here?" Asked Baumann. "Why that would be High Confessor Thomas, I will take you to him." They entered the compound and into the High Confessor's chamber. "High Confessor you have a visitor," said Brother Albus. "Thank you brother," said Thomas, "who might you be?" "I am Colonel Wilhelm Braumann of the Great Reich." "Your Reich I've heard of it, you've taken much of this area. Do you come here as friend of Atom or foe?" "We come here to discuss your annexation and surrender the Reich has no place for your religious fantasy," stated Braumann. "We can not abandon Atom's glow!" Said Thomas as he stood, "leave this place do not come back or be prepared for Atom's fire!"
Braumann left Thomas' quarters and on his way out noticed their weapons, gamma guns, fat mans and some funny looking grenades. When he got back to his men be radioed HQ and requested armor support.

New franken wrote:The next day three Pattons and all 12 of the T-51 power armor suits arrived outside Sandusky. The men wearing them had limited training but we able to handle them well enough. The power armor would be perfect against the gamma guns of the Children of Atom. When it was dusk they attacked the town. The tanks rolled in supporting the power armor troops. They were no match for the Reichtroopers in power armor. In the distance men could be heard screaming as mushroom clouds rose in the sky. As they neared the citadel of the town a whistling was heard and then a loud explosion with a blinding light they got a direct hit on of the of the Pattons utterly decimating it. The other Pattons were able to respond before they got another mini nuke off by collapsing the building with a lucky shot. As they moved into the main building they found the High Confessor who immediately surrendered. Braumann ordered him to publicly renounce Atom and swear loyalty to the Führer or be executed. The remaining Children were rounded up and the High Confessor renounced Atom to the shock of the Children. They managed to capture some equipment, three fat mans were recovered along with a dozen mini nukes and six crates of nuke-grenades totaling 72. In the surrounding area many small comunities of farmers were greatful the Children were gone and a few major ghoul infestations were delt with. On the coast was a raider gang that took several 32 ft Transportable Port Security Boats (TPSB) from local Coast gaurd posts. Braumann was able to defeat them and capture 13 TPSBs, some managed to escape in other boats. In total 76 (63 from CoA 13 from the raiders) were killed nearly the entire battalion suffered radiation burns to varying degrees of severity. 148 Children were killed and another 414 captured and to be sent to integration facilities. 197 raiders, 869 ghouls, 266 muntants, and 12 Deathclaws were killed. The surrounding farmers also joined the Reich totalling 767 and 96 raiders. Braumann sent a communique to the Führer to inform him of their victory in the thumb. Now the Führer would set his eyes on Bay City.

In this example, one tile is taken.

1,000 men had been prepared for the attack on Bay City lead by Hauptmann Müller. Even though there will be limited resistance the Führer wanted no possible complications. The first phase began with 50 men in the 13 TPSBs traveled up river to secure the bridges and the shipyard area. The second phase began when 400 men moved up the old 75 to secure the west side of the river while 550 men took 13 north on the east side of the river. The west side was relatively clear aside from a few roaming raider gangs, ghouls and mutants. When they made it into the east side proper they moved on the old shopping center Müller had ran across months prior. This time they had support they radioed the Edson for bombardment, the ship began hurling shells from it's 5-inch guns into the mall. After about 40 minutes of shelling the raider leader surrendered. 238 were dead and 634 captured. The raiders, called the Warriors, were essentially overlords to the people on the east side so many came out of their homes celebrating the Reich as liberators. On the east side was another gang, a rival, they called themselves the Wolves. They were held up in an old high school that almost looked like a medieval castle. After the fighting in the streets the west side of the river was secure aside from the area surrounding the school. 100 men were left to guard the prisoners the other 300 met up with the rest of them men. At this point 32 men were killed and 67 were wounded, totaling a force of 801. After realizing there could be up to 2,000 raiders in that school Müller radio for reinforcements. After a few hours Franken had sent 1,000 more men and the T-51s. In the meantime the Edson was hitting their emplacements outside the school, dwindling their numbers. About 134 lay dead before the assault commenced.

After a few days of starving out the raiders it was finally time to attack. Müller order snipers on nearby roofs to pick of anyone looking out a window. A entery point on the secound floor was selected towards the back of the building. When they enter the raider didn't know they were there so they hurled a few grenades killing everyone in the room. The raiders knew they were there now. As Müller saw the raiders pull some off the main enterence he saw an opportunity so he ordered the charge. The distraction worked. The raiders were forced farther back into the school, some even deserted, jusy to be captured. When the raider leader was killed many of the men surrendered some continued on but where quickly overwhelmed. In total over the entire operation 462 killed and 703 wounded, a very costly battle. In total 122 mutants, 97 ghouls, and 1722 raiders were killed. Also 1689 captured raiders, which were sent to re-education facilities. The Reich was victorius and the locals praised them. In total 11,735 civilians were added to the Reich.

New franken wrote:As soon as the city was secure the engineers assigned to repairing the old shipyard are called in. With the engineers standing by with the materials from Liberated New Arizona they were able to arrive quickly and begin immediately. In the mean time Hauptmann Müller was recalled to Franken and General Weber would oversee the project. Due to the extra materials, training and available foundation the construction will be done three months (1 week irl) ahead of schedule. (It will finish in three weeks.)

Between these two roleplays five tiles were taken and 18,557 population was added, averaging 3,711. Under current rules these numbers are halved and would be 9,279, averaging 1,856, well within recommended limits. The more detail and specifics the better. Immigration
If one chooses not to expand, one may optionally choose to acquire population via Immigration (or however you decide to interpret this mechanic). Immigration is a mechanical tool that adds population without expanding, at the cost of using up a chance for expansion during the expansion cycle. Immigration Rolls are counted as Expansions and thus count towards you Authority limit for all purposes. Unlike expansions, there is no need to RP immigration, though one is strongly encouraged to do so.

Similar to other systems in this region, the mechanic of immigration relies on a 20-sided die rolled in the appropriate channel of the region's Discord server. A player will go to the Dice Roll Wing and roll a d20 using the t!roll command. The result will then be compared to the chart below to determine the amount of population gained. The minimum amount of population gained is 1,000, and the maximum is 3,000. The Luck stat may be applied to the roll, however, a Natural 1 is always 1,000, and only a Natural 20 can attain 3,000, regardless of Luck bonuses.

The Department of Cartography is a subsidiary department of the Department of Internal Affairs and is under the direction of the Vice-Overseer. Therefore the head of the department isn't a dedicated moderator position.

It is your job to make sure that our relations with other Regions stays positive and Productive. You are responsible for seeking out Healthy and Active regions to set up embassies with to promote tourism to our Region. You are also responsible for maintaining these Embassies and Canceling embassies with regions that have been taken over by raiders.

It is your job to Make sure the Region is safe and Secure. You Monitor the Region and Discord for Raiders and Trolls and shut them down before they grow. As the Region's player base becomes larger the Execution of this job is Vital. You support other mods in their duties for example helping with the map or making sure that rules are being followed. Please Ask Other departments what help they need. Support roles are extremely vital especially as the region grows and more players join.
