Let this document suffer amendment only to safeguard these very principles, or better their implementation.
Denizenship and Citizenship
Every individual with a NationStates nation within the region or a Discord account in the regional Discord server shall be known as a denizen.
Citizenship shall be bestowed by the WAD and Lore Director as per evaluation of the citizenship application delivered by a denizen.
Delivery of a citizenship application shall take place over the Regional Message Board, henceforth known by the acronym RMB, or INWU Discord server, and an application shall only be considered valid if both the WAD and Lore Director are tagged in said post.
Should the WAD and the Lore Director cast opposing votes, the WAD’s position takes precedence.
Any accepted citizenship application may be overruled through a non-anonymous majority vote by citizens, lasting a minimum of one day, and called forth by a citizen.
Citizenship shall grant an individual the right to take part in elections, place a claim on the regional map, and take part in all roleplays concerning it.
The World Assembly Delegate
The WAD is the highest regional authority in matters of discussion moderation, foreign policy, and internal order.
The WAD may suppress posts on the Regional Message Board found to be violating NationStates rules and/or Regional law.
A post may be unsuppressed through a non-anonymous majority vote by citizens, lasting a minimum of one day.
The WAD may eject and ban a denizen found to be violating NationStates rules and/or regional law if such violations threaten the peace and security of the region.
The ejection or ban of a denizen may be unsuppressed through a non-anonymous majority vote by citizens, lasting a minimum of one day and called forth by a citizen.
The WAD may call forth elections for the ejection and ban of a citizen found to be violating NationStates rules and/or regional law if such violations threaten the peace and security of the region.
The ejection or ban of a citizen must be confirmed by a non-anonymous majority vote by citizens, lasting a minimum of one day.
The WAD may, in case of a serious outside threat to the peace and security of the region, place the INWU under password protection.
Password protection must be confirmed through a non-anonymous majority vote by citizens, lasting a minimum of one day.
After confirmation, password protection shall last for as long as the WAD deems it necessary, or until a non-anonymous majority vote by citizens, lasting a minimum of one day and called forth by a citizen, terminates it.
The WAD shall be elected every three months through an anonymous majority vote by citizens, lasting a minimum of three days, in which only citizens may run for office. These shall be known as the Delegatorial Elections.
In case of a tie between two or more of the candidates with the most votes, the newly-elected Lore Director shall nominate the new WAD.
The Lore Director
The Lore Director is the highest regional authority in matters of canon, lore, and roleplay moderation.
The Lore Director may deem in-character posts, henceforth known as IC posts, to be in violation of established INWU canon and therefore invalid. Such a decision may be challenged through a non-anonymous majority vote by citizens, lasting a minimum of one day and called forth by a citizen.
The Lore Director shall be elected every three months through an anonymous majority vote by citizens, lasting a minimum of three days, in which only citizens may run for office. These shall be known as the Directorial Elections.
In case of a tie between two or more of the candidates with the most votes, the newly-elected WAD shall nominate the new Lore Director.
Inactivity and Resignation Protocol
If the WAD is found to be inactive both on the Regional Message Board and Regional Discord for over seven days without notice, the responsibilities of the office shall be passed down onto the Lore Director as Interim Delegate.
Should the WAD remain inactive for over seven days beyond that point, meaning a total of over two weeks of inactivity, and regardless of notice, the Interim Delegate shall call forth new Delegatorial Elections.
If the Lore Director is found to be inactive both on the Regional Message Board and Regional Discord for over seven days without notice, the responsibilities of the office shall be passed down onto the Regional Mapmaker as Interim Lore Director.
Should the Lore Director and the Regional Mapmaker be the same person, the responsibilities of the office shall instead be passed onto the WAD as Interim Lore Director.
Should the Lore Director remain inactive for over seven days beyond that point, meaning a total of over two weeks of inactivity, and regardless of notice, the WAD shall call forth new Directorial Elections.
If the WAD resigns, the responsibilities of the office shall be passed down onto the Lore Director as Interim Delegate. The Interim Delegate shall call forth new Delegatorial Elections.
If the Lore Director resigns, the responsibilities of the office shall be passed down onto the Regional Mapmaker as Interim Lore Director. The WAD shall call forth new Directorial Elections.
Should the Lore Director and the Regional Mapmaker be the same person, the responsibilities of the office shall instead be passed onto the WAD as Interim Lore Director.
Judicial System
The judicial system of the INWU is the highest regional authority on all legal disputes involving denizens or citizens of the INWU that concern or take part within the region.
The judicial system of the INWU shall be primarily citizen-oriented, striving to keep all disputes subject primarily to the democratic process.
Judicial disputes between two civil parties shall henceforth be known as Civil Cases.
Judicial disputes in which a civil party places an accusation on the regional government shall henceforth be known as Regional Cases.
Judicial disputes in which the regional government places an accusation on a civil party shall henceforth be known as Criminal Cases.
Authority to pass a verdict on a specific case shall be assigned to an independent party or parties agreed on by both sides, independently of their citizenship and residential status within the INWU. These parties shall be known as Jurors.
If the two parties agree on more than one Juror, they may only number in odd numbers to prevent tied votings on rulings.
Civil parties may request an appeal only after a minimum of two weeks.
An appeal may or may not be reviewed by the same Jurors, depending on whether both parties agree to their reinstatement and whether said jurors are available.
Each case may be subject to a maximum of one appeal.
Passing and Repealing of Legislation
The WAD and Lore Director may pass laws relating to their specific areas of oversight at any time.
Constitutional Amendments
Regional Honors
The WAD and Lore Director may, at the end of their terms, call forth elections on the receivement of the Regional Medal of Honor by a single regional citizen, denizen, or non-resident.
Receivement must be confirmed through an anonymous majority vote by citizens, lasting a minimum of three days.
The Regional Medal of Honor may be revoked only in response to a judicially proven instance of attempted Coup or Treason.
