Ministry Amendment

Preamble

Noticing that before the creation of the Constitution of the ULN, Ministries had already been created by the Crown.

Believing that the creation of Ministries can go much faster than the legislative process allows, but without violating the democratic processes.

Acknowledging that the Crown can’t just simply change Ministries on his own, and need to decide with the Government of the ULN how Ministries should be created.

Also noticing that this amendment only may be used for Ministry creations, and may not be used for violating the democratic process.

Article I: Ministry process

Section A:

The creation of a Ministry may be proposed by a citizen, but the Ministry process will be used, instead of the legislative process.
The Ministry process will look like this:

- 1. A Ministry bill is proposed by a citizen.
- 2. If the bill has 3 supporters (without the proposing nation), it will go on a poll, which will last 24 hours.
- 3. If the bill is passed in the poll, it will go to the Crown, who will pass or deny the bill. If it’s passed, the Ministry and all it’s powers and duties will be created.

Only when denied:
- 4. If the bill isn’t passed by the Crown, it will go to the WA Delegate and the Prime Minister.
- 5. If the *WA Delegate and the Prime Minister pass the bill, the Ministry and all it’s powers and duties will be created. If the WA Delegate or the Prime Minister refuses, it won’t be passed.
- 6. If the Senate uses the veto right, the bill will be stopped dead in it’s tracks.

*If the WA Delegate and the Prime Minister are the same nation, another person from the Government will be chosen to choose with the other nation

Section B:

The Ministry process may only be used when a Ministry bill is proposed, except when the whole Government agrees to use the Ministry process on another bill.

Section C:

During a Zombie Apocalyps or Nuclear War, the Crown, WA Delegate and Prime Minister will be granted the powers to create Ministries how they want, but the whole Government has to agree on the new Ministries.

Section D:

If the Regional Alert Status is Unsafe or Dangerous, the Crown can pass as many Ministries as he wants, but if the Crown is suspected of using the RAS to create new Ministries without the Ministry process, the WA Delegate can intervene and declare all passed Ministries denied.
