About the 30 County Governments

The capital remained in its own non-self-governing district until 1978, when the Federal Capital District became Black Meadow (Achadubh) County, gaining the same rights and powers as the other counties. The federal government retains some control in urban planning for parts of the capital, such as in the parliamentary district, the central cultural precinct and the main High Street. The new county also absorbed some wilderness and suburban towns from neighbouring counties at that time. In 1999, the county's borders were once again extended to allow the expansion of existing residential areas. At that time, the county as also renamed Siorrachd Bhàsa (Vass County) in honour of Lachlann Bhàsa, the Prime Minister responsible for abolishing slavery in Reultan and Druimìbhrinn in 1906.
While no official change was ever made, technically the nation's capital is all of Vass County since the Black Meadow city government was abolished at the same time that the capital territory became a county in 1979.
As of 2019, there are 30 counties, each with an elected county council. The Reultannach term for council is "comhairle". The local word for county is "siorrachd". Since Reultan is a unitary republic, the federal government has control over devolving powers to its internal divisions and can unilaterally change the sizes and functions of them.

Each Taigh na' Siorrachd (County House) has an elected Comhairle Ionadail (Local Council) headed by a Ceannard na'Comhairle (Council Leader), who is elected by each county's citizens.
The federal parliament removed a long-standing ban on party affiliations from county-level politics in 1971. County coalition governments are subject to Presidential approval.
With funding from the federal government, the county councils manage & maintain their own housing, K-12 education, tourism, local justice systems, libraries, local streets, sewage systems, local improvement and beautification, recreation & sports facilities, cultural & recreational services, and local development. The counties were responsible for solid waste until July 2019 when six new regional waste commissions were established, reporting to the federal department of the Environment, Natural Resources, & Energy.
County Council elections happen every 5 years at staggering times for each of the counties. The electoral wards within each county area are legislated by the federal government, as are the sizes of county councils. For various reasons, county councils can be dissolved and elections forced by the Prime Minister, the President, or the Minister of Land Use & Local Government.
