The Assembly Leader of the Orion Federation is widely considered to be the head of government of the Orion Federation. The government organs of the Orion Federation are widely considered underdeveloped, as until recently multilateral direct meetings of the individual member-state governments was preferred over the use of the Orion Federation's legislature. Nevertheless, Assembly Leader Winuul Zexin Xeer now presides over a Federation Council that is increasingly growing in power and relevance.
The Assembly Leader is the head of the two current chambers of the Federation Council: The Grand Assembly and Legislative Assembly. In the immediate future Zexin Xeer shall also head the Popular Assembly. As head of the Federation's legislature, he is charged with ensuring the Federation Council legislates appropriately and in a timely manner. This is in order to ensure that the administration of the country is responsive and adaptive to the needs of the Federation.
The Assembly Leader also acts as the presiding officer during meetings of the Grand Assembly and the Legislative Assembly. In practice, this involves moderating debate, making rulings on procedure, announcing the results of votes and occasionally participating in debate.
He is deputised by Tun'leaug'don in the Grand Assembly and by Manuel Garcia in the Legislative Assembly.
Winuul Zexin Xeer made his career as planetary governor of An Xen Mau, a Xindharian colony world on the border with Tau space, deep in the heart of the Orion Federation. This key border planet led to his rising prominence in Xindharian and later Federation politics as he garnered a reputation for mediating between belligerent local Xindharian colonists and the Tau military outposts in the region. In particular, his resolution of a violent dispute in +89 FSY saw Zexin Xeer gain popularity in Xindharian media.
This background has however left little room for foreign policy experience, and Zexin Xeer has developed a reputation for avoiding any kind of foreign policy of any kind, which is fair for an individual who has no remit in the area. As such, Zexin Xeer is of little relevance to other civilisations in the galaxy. Of the four major officials of the Federation, he is considered the least consequential.
