Southwest Germany was founded in 1945 as a direct result of WWII, occupied by the remaining members of the NSDAP Party of germany. Originally, it had developed into an authoritarian National-Socialistic State, sucessfully hunting down every piece of political opposition. It's Dictator, who calls himself the Holy Emperor of the 4th Reich, rules the country with his strong iron grip, allowing for no diversity. The State was renowned for its brutal and efficient police force, its deadly labour camps, and its ridiculous investments into the Military Forces. Nevertheless, the government lately allowed Citizens increasing personal freedoms, as well as starting to take care of environmental and health problems, decreasing authoritarianism by large amounts and actually starting to care about people rather than just economy and defence.
