BRANCH I - EXECUTIVE

Section I - Prime Minister

• The Prime Minister will serve a basic term of 2 months, with a single vote of confidence 1 month into their tenure.

• Elections will take place on the First of every other month; these elections shall consist of a popular vote lasting one week of all nations who have inhabited Lezra prior to the beginning of the vote. If the vote is a tie, a revote shall take place between all candidates tied for victory, following the same criteria as the previous vote, except that the vote shall last only three days. In the event of another tie, the Senate shall cast the deciding vote.

• The role of the Prime Minister will be to be the figure head of the region, engaging in diplomacy and internal organisation of the ingoings and outgoings of the region. They need to represent the region’s interests through strong leadership.

• The Prime Minister will play an active role in the Senatorial system, both organizing it and vetoing any ridiculous bills.

• The Prime Minister may not appoint himself to any position

• The Prime Minister shall be prohibited from serving more than two consecutive terms, but must abstain from running in the next two Prime Ministorial elections, however he may serve in other offices after serving his terms.

Section II - The Deputy Prime Minister

• The Deputy Prime Minister is chosen by the Prime Minister to advise them with any legislature that requires their attention.

• They will be expected to take over from the Prime Minister in an interim term if the Prime Minister is voted with no confidence for the seven days whilst the election takes place.

• This Role will be chosen by the Prime Minister, and can only be removed either by the Prime Minister themself or by the Senate.

Section III - The Diplomacy Minister

• The Diplomacy Minister plays an equal part of the communication between Lezra and other regions as the Prime Minister should.

• They will be expected to appoint several diplomats to maintain diplomacy with significant neighboring regions.

• They will have the ability to establish and abort embassy construction, along with the President.

• This Role will be chosen by the Prime Minister, and can only be removed either by the Prime Minister themself, or by the Senate.

Section IV - The Internal Affairs Minister

• The Internal Affairs Minister’s Role is to Upkeep the region’s image on the Regional Message board (see: ‘RMB’).

• They will be expected to maintain said RMB through suppressing posts that object to the regional RMB code, which they are expected to create and update freely.

• This Role will be chosen by the Prime Minister, and can only be removed either by the Prime Minister themself or by the Senate.

• The Internal Affairs Minister shall have the power to restrict a citizen from posting on the Regional Message Board for a given period of time such as 30 minutes if the IAM sees fit.

• A nation not complying with this request shall be subject to harsher penalties.

Section V - The Border Control Minister

• The Border Control Minister will be in charge of monitoring who enters and exits the region.

• They will be expected to use the ‘Border Control’ access only in times of emergency, or by the court’s permission.

• This role is elected shortly after the Prime Ministerial Election. Just like the PM Election, any candidate can sign up to the role. They can be expelled from their role at any time by the Monarchy or the Senate.

Section VI - Multiple Positions
• Any nation may hold multiple positions in Lezra at the same time

• These include but are not limited to, Prime Minister, World Assembly Delegate, Monarch, Minister, and Member of Parliament.

• A person may not be Prime Minister and another minister at the same time.

• A minister can be a minister in only one ministry(Deputy, border control, Internal Affairs, diplomacy)

• A minister may be a Minister, Ambassador, Senator, and World Assembly Delegate at the same time.

Section VII - The Roleplay Council

• The Prime Minister shall appoint this council, and it shall consist of 5 members.

• These nations shall monitor the roleplay of the region and settle all disputes.

• This council may suggest to the Border Control Minister that certain nations be warned, ejected, or even banned.

• These nations shall have the responsibility of determining tech levels and may inform a nation that he is violating the current tech level.

• These nations may still participate in the roleplay, but they must also mediate the roleplay of other citizens.

• This position may only be removed by the Senate or the Prime Minister.

• The decisions of these nations must be taken seriously, and arguing with the decisions is strictly frowned upon.

• The roleplay council shall be headed by the roleplay minister, chosen by the Prime Minister from among the members of the council

BRANCH II - LEGISLATION

Section I - The Senate

• The Legislature of the region, cited as the laws that the region is governed around will be made by the Senate.

• The Senate will be made up of 5 nations, chosen by a popular vote.

• The Senate shall be elected bi-monthly

• All citizens of Lezra may vote for as many candidates as they like

• The five candidates who receive the most votes shall become Primary Senators

• The candidate who receives the sixth most votes shall become a secondary senator, the candidate who receives the seventh most shall become the tertiary senator, and so on.

• In case of a tie, the Prime Minister shall break the tie.

• If, ten days after a bill has been introduced, a Senator has not voted, and as a result, no conclusive vote has been made on said bill, the secondary senator shall cast has vote according to his judgement.

• If multiple senators are inactive, or a single senator and the secondary senator, the tertiary senator shall vote, and so on.

• If a vote has not been conclusively voted on by the time the next senate elections are complete, the vote shall not pass. However, it may be reintroduced and passed by the new session of senators

Section II - Voting

• Whenever a bill is submitted, which can be done by anyone, the Senate have only two voting options: AYE or NAY. No abstentions are allowed.

• A bill can only pass with 3 members of the Senate who voted voting AYE.

• No non-Senatorial figure can vote on a bill.

• For each bill, the Senate will have as much time as needed to vote on it, until either three members have voted Aye, or 3 members have voted Nay

Section III - Documentation and Administration

• The bills produced by the Senate will be documented in a dispatch that belongs to the Prime Minister, passed on to each Prime Minister.

• The Prime Minister will administrate the Senate, on a separate region with an embassy.

• All bills passed by the legislate will have to be written up in a dispatch by the Prime Minister or someone chosen by the Prime Minister to do so. This person can be removed only by the Prime Minister or the Senate.

BRANCH III - CITIZENSHIP

Section I - Granting Citizenship

• All nations residing in the region are automatically declared citizens

• Owning the title as a ‘citizen’ allows you entry and re-entry to the region.

Section II - Revoking Citizenship

• The title of ‘Citizen’ can only be revoked by his Majesty.

• If Citizenship is revoked; the nation no longer has permission to enter the region.

• His Majesty is the only nation who can grant citizenship to a nation whose citizenship has been revoked

BRANCH IV - CONDUCT

Section I - On the Regional Message Board

• A citizen is expected to abide by the rules of Nationstates, by punishment of the possibility of Mod Intervention and Revoking of Citizenship.

• Any Citizen embassy ally may post on the regional message board, however they may not advertise joining a different region.

• No nation is expected to ‘Spam’ in the regional message board, this includes members of an outside region

• Nazi propaganda is prohibited on the regional message board. Nazi views are tolerated, but propaganda is dangerous.

Section II - Off the Regional Message Board

• On the discord, all rules to discord itself applies, though further freedom of speech is tolerated, as Nationstates rules do not apply.

• Regardless of site rules, Nazi propaganda is still prohibited on the discord

BRANCH V - BASIC FREEDOMS

Section I - Basic Freedoms

• Every Citizen has the right to a fair trial when prosecuted by the immigration minister

• Every citizen has the right to freedom of press, and report on government events, whether true or untrue

• Every citizen has the right to full disclosure of Senate events

• Every citizen has the right to distrust or petition against the government or monarchy

• Every citizen has the right to not be discriminated against by another member of the region

BRANCH VI - POLITICAL FREEDOMS

Section I - Political Freedoms

• Every citizen has the right to speak their minds to the extent that it is not a violation of Nationstates Rules.

• Every citizen has the right to hold any political view they so desire.

• The discussion of Nazi politics is something to not be shared. This should be done privately or kept within reasonable boundaries.

BRANCH VII - THE CONSTITUTION

Section I - Ammending the Constitution

• It is every established political citizen’s right to have the ability to alter, delete, or add to parts of the constitution, as long as it is a democratic process.

• The constitution may be amended by the Senate.

Section II - Supremecy of the Constitution

• The constitution will be regarded as the main source of the ‘Dos and Don’ts’ of the region.

• Though alterations can take place, the constitution will not be disobeyed, to keep the order of the region

Section III - Violation of the Constitution

• The violation of the constitution is a serious crime in the region and will be treated as such.

• In line with the monarchy and the MOI’s perspective, violating the constitution can result on the revoking of your citizenship

BRANCH VIII - MONARCHY

Section I - Role of the Monarchy

• The role of the monarchy is to provide the region with monetary, administrative and overseer support, as well as ensuring peace and stability of the region.

• The Monarchy are expected to act professionally and eloquently when on the site.

• The Monarchy are expected to Upkeep the roleplay with help if needed.

• The Monarchy are expected to oversee full development of the region for the first startup period of its development, then loosen the control somewhat when order sets in.

Section II - Rights of the Monarchy

• The monarchy has every basic and political right shared with the citizens.

• The monarchy also has the right to edit and provide for the region when it is so required.

• The Parliament will be made up of a minimum of 6 nations, chosen by the amount of votes received by a house. (For example, if House Progressus received 10 votes in a 60 vote election, they will have 1 seat in Parliament to distribute through a democratic process).

• No independent nation can run for a parliamentary position.

Section II - Voting

• Whenever a bill is submitted, which can be done by anyone, the Parliament have only two voting options: AYE or NAY. No abstaintions are allowed.

• A bill can only pass with 2/3 of the Parliament who voted voting AYE.

• No non-parliamentary figure can vote on a bill, nor debate a bill.

• For each bill, the Parliament will have 2 days to debate it, then a following 2 days to vote on it, or until everyone has voted, or 2/3 of the Parliament’s capacity have voted aye.

Section III - Documentation and Administration

• The bills produced by the Parliament will be documented in a dispatch that belongs to the Prime Minister, passed on to each Prime Minister.

• The Prime Minister will administrate the Parliament, on a separate region with an embassy.
