The First Post-Raven Congress

When Raven was gone, the people cried. As the blackness lifted from the ancient civilization that had forgotten it's own name, it's own heritage and it's morals, the people were confused.
They could not fully grasp their newfound freedom, and they never would. Not today, not in any of the various alignments of time and space.

Before them stood a man. He was of greater stature than any other being they had ever seen. He looked to be one of their own, with his black, straight hair, milky white skin and dark eyes. But his movements, they way he stood at their front seemed.. different. He did not kneel before the tragedy. With a booming voice he told them of their future, of the worlds that would be theirs. Of the joys of a species forging their own destiny, without a god of darkness leading them along their way.
An old woman stepped forwards, questioning his legitimate right to rule over them, as there were no more nanobots to be distributed to create new Commanders. He only looked down with a kind smile and exclaimed that from now on, every house was ruled by itself. There would no longer be one single ruler, but a hierarchy of women and men that would come together to decide the best course of action.
What should we call you, mighty Prophet?, humbly asked the crowd.
I shall be your Reformer. The one who gave you freedom after you were released from the slavery of the ancient god. You see, my own homeworld has once been plagued by an ancient god. My people suffered greatly in his mighty shadow, before me and my army slayed him and his allies, one after another.

And so they assembled for their first meeting. The Reformer told them to build schools, he suggested resettlement of some who were willing in order to spread civilization across this new planet that was still only very recently a dead metal husk floating in space. With great determination, they went about writing new protocols, filling them with the ideas of the Reformer. But when no one was looking, he himself allowed the cheerful mask to crack sometimes. He watched the stars, knowing that one day, Raven would return. Beings with such unending powers could never be stopped. And even if there ever came such a possibility, it would consume all that he had built for these people. Gods were vengeful, hate-filled beings. There was no doubt for him that such power could only corrupt them. But not only does such a power corrupt gods, it also corrupts their pawns and contacts among the lower creatures. And the Reformer was planning on stamping out Ravens pawns first.
