In the late 1200s, an effort to clear up Cita Palote began. After 500 years, ruins covered by rubble were explored - many found riches and treasures, making the city much richer. In 1295, people from the North-East began a mass exodus to the newly refurbished city - however, they were much poorer than the 50,000 or so natives to the city - this began a hierarchy. The richer Natives, or Petrienne, agreed to split into two groups. One, with about 20,000 people, stayed in Cita Palote, while the other 30,000 went east and founded Grande Petro, the second major city of Santo Tarcuino. The Petrienne Council of Cita Palote (Petroconsella de Cita Palote, or PCP) now ruled over Cita Palote, which had a population of 120,000 by 1311. Every 7 years, they elected a new board, which had jurisdiction over the nearby area - this was called Isla Presca, meaning "Almost an island", due to the rivers almost completely encircling it. At the second board election in 1318, it was decided to establish Isla Presca as an official nation.
