Universal Nagathar Healthcare Programme:

The first debate since the Technology Ban is a fiery debate over the merit of Universal Health Care within the Empire. To the left is the Standard of the Imperial Council, to the right is the support for the bill among those in the Council. Below, you can find the comments of different Councillors and their stances on the Bill, its merits, and why it should, or should not be passed into law. Opinions from both sides considered. The largest proponent of the bill cited insurance premiums, ethics and issues capitalism as reasons the bill must be passed. Her quote:

                  “The problem certainly is capitalism,” says Miss Vaani Selviginesh, a socialist member of the council and one of its only 9 women. “But outlawing the insurance industry will not solve the main problem: the healthcare system itself! It’s disgusting! I’ve seen paramedics check wallets before injuries! We must introduce a national health service and put some healthy investment into medical colleges, hospitals, and the likes. Then we’ll have an over-abundance of competent doctors! The insurance industry won’t be able to raise a finger to it and the citizens won’t have to pay for treatment. Except through tax, of course, which will be fronted by the wealthy Chettiar Merchant Class. They do not deserve as much money as they have.”

However, the view of the main opponent is clearly stated to be:

                  “This woman does not understand what she is talking about,” says RG Veremurthi, a CVC Party Leader and member of the council. “The idea is nothing but idealism. We would be giving something which is not a right to everyone at the expense of the Vaishya Chettiar Caste, and, perhaps, the Divine Emperor. It is absurd. The tax increase necessary for it would be so great - something a nation with an already high tax rate at over 85% cannot afford.”

                What the Law Would Do:

                The Law aims to alter Nagathar Law, and the Declaration of the Rights of the People to do several things. The bill aims to:

                • Declare Healthcare & the ability to find safe and high quality medical care to be a Right of the People - altering the Declaration of the Rights of the People to fit such an idea.

                • Create a Bureau of Provisional Clinics to set up and create one Large Medical Facility within 1 day's distance by bullock cart from every major population centre which exceeds 50,000 peoples, and a smaller clinic present in every village exceeding 10,000 over the next decade and a half.

                • Maintains that the standard of healthcare provided at the clinics will be equal across the board and at the level of what can be sustained with the budget of the Bureau.

                • Gives the Bureau 60% of the Healthcare Budget of the Imperial Government to work with for its endeavours, with it being able to request more should there be substantial reasons as to why it should require it.

                • Protects the right of individual doctors, such as village doctors to practice their craft in the private sector, creating a program in which they can register to be part of the Universal Healthcare Provider's Union and be paid to provide per-service by the Imperial Government without the end user having to pay for the treatment,

                • Maintains that both Ayurvedic, Divine, and Western Medicinal Practices will be used in the facilities directly run by the bureau in accordance with what works best on the given illness or at the digression of the patient.

                • Creates an incentive to study medicine at Noble Colleges by paying prospective students to attend such schools and finish their degree with a direct job in the National Healthcare service waiting for them at the other end.

                • Maintains a firm stance against electrical technology imported from off the planet being used in the facilities, although not prohibiting the procedures aside from the murder of an unborn child.

                The Final Vote & Decision:

                The final vote resulted in many crossing the aisle from their original point of view, and more still deciding to side in Favour. The result was a close 161-139 votes. The bill went to the Emperor's table, and after great deliberation, he decided to make some small altercations, and then sign it. The Universal Healthcare Initiative has been passed in Nagatar karumuttu chettiar, and the following policy instituted:
