Pandemic Protocols

Since the emergence of numerous diseases that could potentially trigger a pandemic, it has become clear that the government of this Empire must prepare for the prospect of a pandemic. As a result, the viceroys, top scientists, top military leaders, and the Emperor himself have organized a series of guidelines that would go into effect should a pandemic occur in Imperial Akatsuki.

In the event of a pandemic, the following steps must be taken:

Preemptive Measures:
+ The ministry of health will organize a task force headed by the minister of health to begin an investigation into the potential pandemic.
+ The viceroys will all be summoned to the capital for a meeting with the Emperor and the director of infectious diseases that will address prevention as well as their capabilities in a pandemic.
+ The top leaders of the military, law enforcement, and secret police agencies will all be summoned to the capital in order to be briefed on maintaining order and upholding the guidelines of pandemic response.
+ The heads of the penal system will be summoned to the capital in order to be briefed on prevention within the penal system as well as potential purges to be carried out to slow the speed of infection.

Guidelines:
+ The military and police will enforce a nationwide curfew in hardest hit sectors. All who defy the curfew will be executed.
+ The borders of Imperial Akatsuki will be closed in certain sectors depending on the scale of the pandemic.
+ All non-essential economic activities will be halted until an order to resume is given by a viceroy or the Emperor.
+ Military grade masks will be mass produced for the populace in order to slow the infection.
+ The navy will repurpose its carriers into hospitals if need be.
+ Parts of the empire can return to normalcy only if the number of deaths and infections have flat lined. The viceroys will receive this information on a daily basis.

Essential Services include the following. Anything not listed will need to be shut down during a pandemic.
+ Military infrastructure
+ Police, Fire, and medical services
+ Government offices and agencies
+ State-owned technology industries
+ State-owned manufacturing industries
+ Education services

Expectations for citizens:
+ Do not attempt to protest against these expectations for any reason. Let the Royal Oak Square incident serve as an example of what happens when you defy the unparalleled authority of His Almighty Majesty and Emperor of the galaxy Vlad Zi Bysstania
+ Maintain a distance of at least seven feet from anyone
+ Avoid gatherings of more than fifteen people
+ Keep an eye out for updates from your viceroys
+ If the Emperor invokes the Edict of Collective Wellingness, all subjects will be required to wear a mask to stop transmission of an airborne infection. Anyone who does not comply with the edict will be apprehended and punished by the State Security task force that will be formed to enforce the edict.
