The New Democratic System

On the New Democratic System

The new system of governance will consist of separate houses for the enhancement of democracy.

The political bodies will be as follows:

    -The Cabinet
    -The Assembly
    -The Region

The Cabinet:

The cabinet will be voted by the people in three-monthly elections using the SCSTV system. The winning party will appoint their members to the cabinet, with other parties filling in any gaps left by lack of membership.

The roles of the Cabinet are:

    -To draft legislation
    -To uphold the offices they are appointed to as defined in dispatch on officer roles

Any legislation drafted by the Cabinet are to be sent to the Assembly for the next stage of the process.

The Assembly:

The assembly will be voted by general consensus in three-monthly elections using FPTP, staggered so no overlap will occur with the Cabinet elections. Any regional member can enter the race, and the top 7 will be elected to the Assembly, with the most popular candidate becoming the Leader of the House, and the other 6 becoming MPs. These elected officials will send a secondary nation to the assembly region.

The roles of the Assembly are:

    -To debate legislation provided by the Cabinet
    -To approve new Cabinets
    -To provide a check on the Cabinet’s power, including the ability to call no-confidence votes on cabinets if a 2/3 majority is achieved
    -To edit and vote on Cabinet legislation

Legislation passed by the Assembly has two potential destinations. If the bill is passed by over 67% then it is enacted into law. If not, then it is sent to the region for a final vote

The Region:

The region will consist of all the registered nations in the region (1 primary plus up to 4 secondary nations per player).

The roles of the Region are:

    -To have the final vote on legislation passed through the Assembly for close decisions
    -To provide scrutiny for the other houses, including the ability to call no-confidence votes on Assemblies with a 2/3 majority
    -To elect the Cabinet and the Assembly

If a bill is passed through this house, the Supreme Leader must enact it into law.
