FINDINGS
Seeing that the ACS has proposed a merger with the Republic, and
Knowing that such a merger would be beneficial to the conservative movement, and
Noting that the Republic and the ACS are nearly equal in population, and
Acknowledging that such equality means that any merger cannot be annexation, but rather must be a negotiated union, and
Emphasizing that the Republic is willing to negotiate, therefore be it
Resolved, the following provisions are adopted as the opinion of the General Assembly.
SECTION I
-The President shall appoint a commission of three, who shall serve as representatives of the General Assembly and the President, with such Commissioners subject to Assembly approval.
-The commission shall be styled as the "Republican Commission on Union", henceforth known as the RCU. The RCU shall be entitled to negotiate on behalf of the Republic, but all final decisions shall be made by the General Assembly.
-The Commission shall present two plans to the ACS, to be outlined further in this resolution in Sections II and III.
SECTION II
-The Republic joins the ACS, but shall request a constitutional convention to be held.
-The Republic's requests for a new constitution include but are not limited to: checks on executive power, a guaranteed democratic state, an elected head of state, a citizen's assembly for a legislature, and less emphasis on political parties in the political process.
SECTION III
-The ACS joins the Republic, and in return the Republic shall hold a constitutional convention, and allow for the ACS to make requests for the convention.
SECTION IV
-If either plan is adopted, the Republic proposes that both the ACS and the Republic shall appoint two citizens from each region to a Reconciliation Committee, which will draft a new constitution for the unified regions.
