Close-lands and Of marxist russian republics.

6th March 1970: The idea of unification is established in Moscow on a state visit. Both governments start to work on a possible agreement.

28th March 1970: This agreement is made by the Close-Landian government together with 1 other proposal. The government of the Marxist Russian Republics investigate both agreement.

14th April 1970: Reunification agreement is signed by both leaders in Dezjnjovgrad on the 67th birthday of our nation.

1st may 1970: All parts of the agreement will start at 10 AM. A military parade will be present with the new union's flag in both capitals and a new national holiday will be established on the 1th of may every year.

Close-Lands reasons: A strong will to reunited with our old mother land was present in the hearts of our people. The need for a strong military, big boost to our economy and a bigger present on the world stage also pushed our decisions.

Marxist Russian Republics reasons: All Russian people are our people, and when they asked for reunification? We could not look the other way. Also the vast recourses, man power and work force in their lands was too tempting to not have under our influence.

There will be 3 kind of governments.
The separate government controlled by The People's Republic of Close-Lands (the Close-Landian separate government) , the separate government controlled by The Dubčekist peoples state Of Marxist Russian Republics (the Marxist Russian separate government) and the united government of Russia-Alaska.

The separate governments have control over their part of the union. While the united government exists of representatives from both separate governments. A representative can’t have control over both the separate and united government. Only the 2 leaders of the separate republics are allowed to also be part of the united government.

Both separate governments are allowed to spend 23,1% of the national GDP every year on projects for their part of the union. If they wish or need to spend more, a request can be made for extra investments. If accepted, most times these investments will be slowly cut from future government allowance. If both governments agree that these investments are/were needed, those cuts can be left out. A government can chose to use its allowed projects money on expenditures. A project can be: new buildings, new factories, new mines, new roads, new schools, expansion of the army, expansion of land, expansion of cities, etc.

Both separate governments are allowed to spend 26,3% of the national GDP every year on expenditures for their part of the union. If they wish or need to spend more, a request can be made to up the government allowance for expenditures. A government can’t chose to use its allowed expenditure money on projects. A expenditures can be upkeep of: administration, the military, education systems, environment, healthcare, industry, law and order, public infrastructure, etc.

The united government is allowed to spend 24,6% of the national GDP every year on projects for the whole union. If they wish or need to spend more, a request can be made for extra investments. If accepted, most times these investments are/were needed and don’t need repayment. If the extra investments were accepted with the condition that it needs to be repaid? Small cuts will be made in future allowance of the united government. A project can be: new buildings, new factories, new mines, new roads, new schools, new technologies, expansion of the army, expansion of land, expansion of cities, etc.

26% of the national GDP will be spared for future investments or/and emergency situations.

There is no separate internal economy. All national money goes into one united economy. This united economy will formed out of both separate GDP’s. From this point on, this will be one national union bank. All expenditures and social profits will go or come from the national union bank. This national union bank will only be controlled by the united government.
International economy: While trade or other capitalist ideas are not fondly thought off, it is allowed for national gain. Not for personal gain! Trade for resources, technology, necessary products, weapons, luxury products (for the people) or to expand the national union bank is approvable, as long as the united government keeps being informed of all activities. If any product are sold to the outside world with government control, 50% of the income will go to the government and 50% to the workers that made it.

Both separate governments can make laws in their own respective republic. While the united government can make laws that apply for the whole union. The most strict, wide used or imported laws will be made by them. While the separate governments will mostly make small acceptations, regional laws or specify any bigger laws made by the union government. The national union court works for both republics separately under their laws.

Any politicians working for Close-Lands or the Marxist Russian Republics will from now on work for the united government of Russia-Alaska. Any statement, threat, complement, invitation or deal made/directed about/towards any of the 2 republics, will be directed to the union and not separately. If anything will be accepted or asked to other countries, it will be done by the united government, not by separate governments.

There will be one military united military for the union. The Marxist Russian Republics military (The Proletariats Army, The Workers Navy, Red Star (Russian Airforce)) will be taken and used for the foundations for the united governments military. Close-Landians will be conscripted to serve and join this army once it is handed over to the united government. This military will be used to protect and serve the union.

All technologic advancement made by the union will be shared between both republics. No technological advancements can be held only for one of the republics. Any research being made must be done under the union and not under the separate republics. If any republic is very interested into the research of any specific advancement the union will decide if this research is worthwhile.
