Within Urban Islands, there are usually 50 zones, within these 50 zones there are 50 Arcologies (Also known as Edifices due to their imposing structures.) and these arcologies have 100-300 floors (yes ik impossible but hey you twist the building around, make it skinny to the top, add insulating materials to it, put windmills on it, etc. And it will probably work and get itself powered. Arcologies being self-sustainable megastructures often envisioned in the science fiction realm.)
Oftentimes Zones maybe designated for a mega-airport, Huge ports, and large transit stations designated for city-to-city transportation. Arcologies often have their own public security, firefighting squad, hospitals, residential, leisure, commercial, agricultural facilities. In some Zones there are a few Edifices dedicated to commercial, agricultural or leisure activities in the case of an Arcology unable to sustain it's dense population.
