Official Alnobian Delegate Policy

Introduction
In Alnobia, we have an executive WA delegate. This law creates a set of rules and regulations for how the delegate should act as an unelected officer of the Alnobian Government.

Becoming the WA Delegate
Anyone can become the WA delegate, assuming they are not a raider. They must immediately announce on the RMB within 24 hours, and telegram the president. They also must publicly accept these rules. If they do not it is a major rule violation. The former delegate must send them this dispatch in a telegram.

Rule Violation
There are two types of rule violations the delegate can commit, major and minor. Major rule violations should result in immediate expulsion from the delegacy. Minor should result in a warning, then after a second warning within 3 months, expulsion. A trial should be held after expulsion for a major, and before a warning for minor.

Appointments
Immediately after elections end and they log on (They must log on within 24 hours after the completion of the election, or it is a minor rule violation, if it has been 48 hours, a major rule violation), the delegate must put in power the new government. Failure to do so in 12 hours should result in a major rule violation. If a mistake is made, it is a minor rule violation and must be corrected within 24 hours of when it is brought to the delegate's attention (Through the RMB and a Telegram) or it is a major rule violation. All appointed officers must be appointed under their official name (Or a recognizable substitute with the appointed nation's approval).

Misuse of Appointments
A delegate is not allowed to appoint a non-elected official or add/remove powers to an elected official. If either occurs it is a major rule violation. However, if this occurs within 24 hours of an election it is considered a mistake (See section above). A delegate is not allowed to appoint them self to a position (unless they are elected), even if they do not use the power or give themself little power. This includes changing the authority of the delegate. If this occurs it is a major rule violation.

Emergency Powers
If Alnobia is raided (or a different emergency of this magnitude), the delgate may take executive action to banject the raiders (or fix the problem if it is not as above). They may not: banject random Alnobians, refuse to give up power, dismiss elected officials (unless the problem is an elected official and there is a reason), or other misuse of power. Once the problem is solved they must immediately remove the powers they took. If a delegate misuses this power or declares an emergency when their is no danger, it is a major rule violation. After the emergency, a trial must take place (Even if the delegate follows all the rules) to ensure the power was not misused. The delegate does not have to declare emergency powers, even if their are raiders. It is the elected governments duty, however if an elected official declares an emergency, the delegate must comply (unless it is illegal, such as a official asking the delegate to help them lead a coup). The delegate should avoid taking emergency powers unless Alnobia will fall.

World Assembly Power
The delegate has real responsibilities as the representative of Alnobia in the WA. However, they may enforce their own policies for how to vote in the WA. But, they must be active at voting and approving proposals. They are highly encouraged to check the WA at least once a day, unless they have submitted an absence request. They are encouraged to vote with Alnobia, but it is not a requirement. They must vote on all WA proposals unless they have submitted an absence request. Failure will result in a minor rule violation. If the government put up a poll about a WA proposal, the delegate must comply with the result.

Absences as Delegate
The delegate at any time may submit an absence request for up to 3 weeks. They may do this for any reason. There position as WA delegate is not secure while absent, but it is not a rule violation to be absent. A delegate may do this by announcing on the RMB, and if they want proof for legal reasons (Helpful in a trial) they may write a factbook saying they will be absent. They may not be absent during an official election season, or it is a major rule violation. If a delegate can not help this, they must step down.

Conclusion
This law should be approved by a 5 day long referendum only open to Alnobian WA members. There should be 3 options on the poll: yes, no and abstain (If the poll is created in a puppet region, a fourth should be added for non-alnobians). This law may be repealed/amended by a law in the same format. This law takes effect immediately after passing.
