Preamble: Noting the following:
that the House of Commons and Senate have 11 and 7 available seats respectively,
that 18 candidates ran for the House of Commons as their first preference or ran for the executive whilst running for the House of Commons as their second preference,
and that 13 candidates ran for the Senate as their first preference or ran for the executive whilst running for the Senate as their second preference.
Reminding itself that in order to expand Congress, two thirds of both chambers must approve followed by a regional referendum, also requiring two thirds' support,
Congress hereby agrees to the following:
Section I - The House shall be expanded to 15 seats.
Section II - The Senate shall be expanded to 9 seats.
