[spoiler=Ministry review]The narrow scope of this resolution focuses on two areas - issue 
authorship and regional activity. The target's issue authorship, while 
extensive, is not unique enough to warrant Commendation from the 
Security Council. In the same vein, creation of a region-specific 
newspaper is neither noteworthy nor extraordinary, nor is hosting 
cross-regional events. Taken separately, the merits presented in this 
proposal are weak, and even when combined, they do not rise to meet the 
bar presented by the Security Council. Therefore, the Ministry of World 
Assembly Affairs recommends ABSTAINING from voting on this resolution.[/spoiler]
