President of Egypt Furthermore the President de facto leads the 'secular' aspect of the national Government, via the appointment of the Council of Ministers (the Egyptian equivalent of a government cabinet) as a civilian (not religious) institution. Such appointments require the approval of the National Assembly. Husam Al-Alidi served as the first President, following the 1975 revolution. The President of Egypt is elected for a five-year term by direct vote and not permitted to run for a third term or serve for more than 10 years in the office. Riyad Al-Qazzaz serves as the current incumbent President.
The President (Arabic: ارئيس , Transliteration: A'Rā'ees) is the head of government in Egypt. It is the highest ranking official of Egypt, however is still subordinate to the Supreme Imam. The position of President is determined via democratic elections. The President is expected to preside over the National Assembly and the civil institutions of Egypt, however, the Supreme Imam can dismiss and overrule the incumbent President at any time and on any matter. The position of President is responsible for carrying out the orders of the Supreme Imam, such as : the signing treaties with foreign countries and international organizations; and administering national planning, budget, and state employment affairs.
Legal and Civic Duties
Presidential duties include the following, subject to supervision and approval by the Supreme Imam :
• Second in Command (below the Supreme Imam) of the executive branch of government and chairman of the Council of Ministers.
• The deputy commander-in-chief of the Egyptian Armed Forces.
• Declaring a states of emergency suspending all laws or enacting a state of martial law.
• Presiding over the National Assembly.
• Assuming the nomination of the Vice-President and members of the Council of Ministers.
• Sending and Receiving all foreign ambassadors.
• Issues government pardons.
• Issues executive orders.
• Issues medals and awards in service of Egypt.
Qualifications
The President is legally bounded to his position pending qualifications outlined in the Egyptian Constitution :
• Solely retain Egyptian citizenship.
• Gained a simple majority in national elections.
• Have a good past record.
Since the declaration of the Islamic Republic it is no longer a requirement for the President to 'maintain piety & recognize the teachings of Imam Abbas'.

" I, as the President, upon the Holy Qur'an and in the presence of the Egyptian Peopke, do hereby swear in the name of Allah to safeguard the official Faith, the system of the Islamic Republic and the Constitution of the nation; to use all my talents and abilities in the discharge of responsibilities undertaken by me; to devote myself to the service of the people, glory of the country, promotion of religion and morality, support of right and propagation of justice; to refrain from being autocratic; to protect the freedom and dignity of individuals and the rights of the Nation recognized by the Constitution; to spare no efforts in safeguarding the frontiers and the political, economic and cultural freedoms of the country; to guard the power entrusted to me by the Nation as a sacred trust like an honest and faithful trustee, by seeking help from Allah and following the example of the Prophet of Islam and the sacred Imams, peace be upon them, and to entrust it to the one elected by the Nation after me. "
