Created by Cerdenia on May 3rd 2020 with the start of the 3rd Thaecian Civil War and the New Rise of Liberalism in Thaecia, the index has the purpose of measuring how liberal specific thaecian politicians are, as such allowing the population to be well informed during election times so they won't fall for the trap of electing a liberal politician for government, as such preventing the total collapse of Thaecia. The index has 5 classifications, ranging from Definitely Liberal to Definitely Not Liberal, and has been praised by the Thaecian Health Organisation (THO) for helping keep Thaecia safer from diseases such as liberalism.

The TLI is headed by it's founder Cerdenia, who along with a team of qualified specialists on the issue, rank thaecian politicians taking into account multiple factors such as campaigning, voting, political affiliation as well as legislation proposals and any other form of confidential information discovered by the organisation which may exposed liberal tendencies. The index rates all politicians in the Legislature and Executive branches, and while it would like to rank Justices as well, it recognises that a liberal court could ban our organisation and so prefers not to get involved with judicial affairs.
