Emergency Population Warning in Ikheria (WIP)

In Ikheria, is very typical to see a siren or stacked speakers. Yes, these system is part of National Emergency Warning Dissemination System (NEWDS). The operator of these systems is Directorate General of Emergency Communication and Public Safety Interconnection of Ministry of Telecommunication and Press. NEWDS also interconnect various building emergency systems, radio networks, and many more systems, including NEIS (National Emergency Information System). These systems are sourced from local or foreign suppliers.

NEIS is a National Population Warning Broadcasting System, developed by the Ministry of Telecommunication and Press, the Ministry of Defence, the Ministry of Internal and Federal Affairs, and the Federal Television and Radio Regulator Agency. NEIS is the most advanced, state-of-the-art civil warning broadcast technology in Ikheria, combining EAS, Common Alerting Protocol, Cell Broadcast, and DTIS technology, allowing sending and broadcasting emergency information to population faster and easier.

NEIS works with originator stations (authorities or broadcaster), using a NEIS Encoder, Decoder, and Relay Controller Unit (NEDRCU), sending the emergency broadcast data to NEIS alert server pool via DTIS data call, satellite access, or IP-based network connection. In meanwhile, the originator send the activation tone (which contain information about the alert message) to downstream station via interrupting normal programming and playing the activation tone. In downstream station, the station NEDRCU monitor the signal from several other stations. If one of the stations monitored are broadcasting activation tone and match the downstream station triggering rules, the will system automatically disconnect audio and video from that station broadcast and in same time, calling the server pool and download alert information data from that server (if the NEDRCU was installed with a DVB-S/DVB-S2 receiver and decoder, is already set for receive NEIS IP multicast over satellite (including antenna setup), and is receiving an IP multicast over GSE, the calling step will be bypassed and only conducted if needed) and broadcast them. This will make a chain of activation, making any station can broadcasting them.

For some television and radio distributing systems (i.e. Satellite television), NEDRCU can be set, so they only broadcast national, regional, or province-level emergency messages. Any system capable of receiving emergency alert message can receive NEIS alerts and optionally, warn the user if the user already setting up the option, for example, automatically, waking up a TV or Radio and/or its set-to-box (as long that doesn't disconnected from power source), and tune to a national (mostly INRTN) channel, like Channel 1/2/3 TV Ikheria or Radio Federal Ikheria Broadcast Programme 1/2/3.

NEIS is mandated by the federal government from 1995 as they are needing a quick and assured system for distribute critical emergency information in Ikheria. In 2010, the next-generation of NEIS are launched and released to public to fix some major bug and adding some new feature. Currently, this system has satellite interconnection link via Ikheriasat satellites.

Siren in Ikheria is somewhat too much. Just in 4 square kilometer, there at least 2-6 siren nearby. The siren installed was manufactured from many companies, with private companies build most installed sirens. These siren was connected to regional activation point via wireline system, mobile broadband/satellite access, or some sort of radio and local control unit.

'Aurora' military situational status and 'Meteor' civil defence status are introduced at 20/06, 2020. This system are for replacing many 'DEFCON' codes, allowed uniform code for military and civil defence readiness status. 'Aurora' military situational status level mostly used together with 'Meteor' civil defence status level, but sometime, 'Meteor' civil defence status level are increased without its military counterpart incremented together. The code consisting from 10 codes, with the highest readiness being 1 (Supra Alpha) and lowest being 10 (Code Ground), namely 'Supra Alpha' (Nuclear war is on progress, the maximum readiness), 'Supra Beta' (Nuclear war will happen at least 24 hour from now), 'Supra Charlie' (Nuclear war will happen at least 48 hour from now), 'Code Alpha' (War is in progress), 'Code Beta' (War on Ikheria and/or its allies will happen at least 24 hour from now), 'Code Charlie' (War on Ikheria and/or its allies will happen at least 48 hour from now), 'Code Delta' (Large to Wide-scale instability, foreign nations are in war), 'Code Epsilon' (Medium to Large instability, foreign nation may declare war), 'Code Fox' (Very small to Medium instability), and 'Code Ground' (Normal and mostly in peace, the minimum readiness).
