Constitution of The Snakes

This constitution sets out the government structure and process of The Snakes.

Structure of The Snakes government:

Highest rank: WA delegate. The WA delegate is elected by endorsements during the elections.

Second rank: Delegate-vizier. The delegate-vizier is the person with the second-highest number of endorsements during the elections.

Third rank: Viziers. There are 5 viziers at any time:

- World Assembly vizier
- Diplomacy vizier
- Military vizier
- Security vizier
- Internal Affairs vizier

Viziers are elected during the Viziers elections which occur every 2 months. All nations in The Snakes can run for vizier and all nations in The Snakes can participate in the elections. Vizier elections are every first day of a month in GMT time. Elections happen in the form of a vote on the Snakes Government RMB.

How important decisions and legislation are made:

The delegate and delegate-vizier can propose legislation in any department, and the viziers only in their respective departments. When a proposal is made, a legislation vote is done, which must be public - any nation, even if not in the government must be able to see and participate in the discussions. The delegate has a vote of value 2, the delegate-vizier value 1.5 and most viziers value 1, however if the decision being voted on is the office of the vizier, then that vizier's vote increases to value 2. If the decision cannot be classified into the viziers' departments, every vizier's vote value increases to 1.2. After the votes are processed, if (and only if) the majority of votes are for, then a referendum must be held. This happens in the form of a regional poll. All nations in The Snakes may vote "Aye" or "Nay". If, and only if, the majority of members vote "Aye", the legislation is passed.

Enforcement of legislation

Legislation can only be enforced after a fair trial. The majority of the process revolves around judges, who are 5 members who are democratically elected during the vizier elections. This is the process for a trial:

- Any member of The Snakes may accuse someone of a crime
- The accussed, accuser and the judges choose a time to do the trial. The trial lasts in total 48 hours.
- During the trial, the accussed and the accusser choose one of the judges to be their lawyer. The lawyers have 24 hours to develop a "speech" supporting whom they are working with.
- The other 3 judges (apart from the lawyers) have another 24 hours to cast their votes for or against the charges. Judges may abstain if they so wish, and under exceptional circumstances may vote against the law (e.g. jury nullification)

This constitution can only be changed or removed if at least 60% of WA nations in The Snakes approve.
