Outline:
Furthering democracy in the region by making the highest position electable.
Reasoning:
Laraniem has been a democracy since its foundation. However, the position of Viceroy - the highest position it is possible to hold other than that of Founder - is not democratically elected. This resolution aims to extend democratic elections to this position.
This resolution:
Defines a "democratic election" as an event in which the citizens of a nation are given a fair vote for the people who lead them;
Argues that the position of Viceroy being occupied by one nation for the entirety of the position's existence is tyrannical and authoritarian;
Notes that this goes against the core values of Laraniem;
Realizes that for a democracy to truly be in place, all positions of power must be democratically elected;
Therefore mandates that the position of Viceroy be electable;
Hereby rules that:
The position of Viceroy shall be elected democratically from the passing of this resolution onward;
Viceroy elections will be held alongside usual, periodic elections;
Viceroys will be elected in accordance with election rules.
