"As you can see," a light-pitched, stuffy voice begins, "from preliminary reports alone we have discovered several points along each island's coastline that would be easy for our military to setup shop in. Looking at what we know of the native Qe'dish people's tribes and their territorial bounds, even if we began heavy de-forestation and in land exploration tomorrow it would likely take the better part of a year or two until we ever come into contact with them, that is, unless we choose to expedite our contact protocols and seek them ourselves..."
Vocally aged and scratchy, a member of the table speaks up, "We're acting as if these people never visit their own coastline! Have we never observed them fishing or travelling between their own islands?"
The presenter in turn responds, "No, *ahem* Honorable Speaker. While there are documented cases of the Qe'dish on the coast and setting up prolonged fishing camps, never has a coastal settlement of any kind been observed by Dynetian scholars, and we currently have no reason to suspect that any native will just stumble upon our teams before we--."
Hawkishly a middle-aged man interrupts in annoyance. "We're hear to discuss Stage #5 of my plan you realize, how it can be carried out, why are we talking about how long we can avoid it? We are a millennia ahead of those savages in technology let alone weaponry why can't we jus--?"
"You speak as though this is all a military operation," a surprisingly young male voice adds into the interruptions, "we're telling the entire world this is a mission for economic development and the peaceful, societal uplifting of stone-age tribals. Yet here you sit trying to justify geno--!"
"Now now, brother," yet another teenage voice chimes in, "This is, a military operation, true?" He looks around the room to some nods, "It's not like anyone expects the Qe'dish to just, roll over and accept annexation. Stage #5 hasn't been released publicly because of how bloody things could get. What we need is two plans, one to incorporate as many native tribes and clans as possible, and another to force compliance from uncooperative populations."
