Brief Purpose: To amend the constitution in accordance to the World Assembly Procedures Act.

RL-041., WA Delegate Vote Regulations Amendment Bill



Preamble:

ACKNOWLEDGING: that the World Assembly Procedures Act mentions a special set of procedure regarding the vote of the World Assembly Resolutions.

UNDERSTANDING: that the Constitution of the Free Nations Region contradicts with that Act.

FURTHER ACKNOWLEDGING: that there's a low participation in the debates and votes of the World Assembly Resolutions.

BELIEVING: that a temporary Deregulation in the voting authority of the WA Delegate would enable us to smoothly run the system while building a strong base of people who are interested in debating and voting for the World Assembly Resolution.

This piece of legislation hereby amends the following:

Section I: Article VI, Clause 4(a) and 4(b) of the constitution of the Free Nations Region shall be removed immediately.

  1. 4. The World Assembly Delegate is the region’s representative to the World Assembly (WA).

    1. When voting on a resolution, the World Assembly Delegate shall vote in line with the majority of the region.

    2. If a minimum of 3 citizens request a vote on a Proposal. The majority decision of that vote should be binding for the World Assembly Delegate.

    3. The World Assembly Delegate shall receive regional permissions to handle World Assembly, Communications, and Polls.

  2. The Article IV, Clause 4(c) of the Constitution of the Free Nations Region shall immediately become Article IV, Clause 4(a).

Section II: Removal of the third clause from the World Assembly Procedures Act

(i) "(3). The WAD is charged with ensuring that General Assembly and Security Council proposals are debated by members of FNR and that a democratic vote is held for each WA proposal that reaches quorum. Majority voting shall be based on >50%. Voting may take place with a Google form, Discord poll, off site forum poll or any reliable polling mechanism."

Section III: Addition of a clause in the WA Engagement Program in the World Assembly Procedures Act

(8). The Program shall publish vote recommendations for every World Assembly Resolutions that has reached the quorum or has been voted upon.

Brief Purpose: An act to promulgate the basic guidelines of WA procedure. The law designates procedures and gives the WAD certain flexibility while mandating important tasks.

Preamble:

ACKNOWLEDGING: the need for set WA procedures for the smooth operation of the World Assembly to gauge the voice of FNR based WA nations.

UNDERSTANDING: that no rules yet exist and that rules are needed to set quality standards for WA representation.

This piece of legislation hereby establishes the following:
The WAD:

  1. (1) The World Assembly Delegate shall become an ex officio member of the Cabinet upon being elected and the primary WA adviser to the FNR government.

  2. (2) The World Assembly Delegate may nominate a Vice Delegate who shall have the second highest amount of endorsements in the region and who may succeed the WAD in emergency situations such as CTE or removal from Office until a new WAD is chosen. The Vice Delegate shall be confirmed by the legislature.

WA Voting Standards:

  1. (3) The WAD is charged with ensuring that General Assembly and Security Council proposals are debated by members of FNR and that a democratic vote is held for each WA proposal that reaches quorum. Majority voting shall be based on >50%. Voting may take place with a Google form, Discord poll, off site forum poll or any reliable polling mechanism.

  2. (3) The WAD may assign some of these tasks to the Vice Delegate as work activity permits.

  3. (4) Discord channels shall be created and maintained to aid in these endeavors.

WA Engagement Program:

  1. (5) The WAD shall create and maintain a WA engagement or enrichment program with the sole purpose of attracting and retaining new WA nations outside and within FNR.

  2. (6) The program shall publish a monthly Dispatch report and may create awards for qualified WA nations to encourage participation.

  3. (7) In addition to these, the WAD is given flexibility in creating and maintaining additional programs to encourage and maintain WA authorship and NS issues writing.

  4. (8) The Program shall publish vote recommendations for every World Assembly Resolutions that has reached the quorum or has been voted upon.

Severability:

  1. (9) Any portion of this bill that directly conflicts with the Constitution may be rendered null and void. However, unconstitutionality shall only apply strictly to any portions that are unconstitutional and not this entire Act where portions are found to be constitutional and not conflict.
