Will there be blood?

The people of Anecho are debating the adoption of a new religion. Many of them profess a deeply-held belief that others consider immoral and illegal. Stewart Jamison sums it up thusly:
"From birth we honor and revere Quetzcoatl, chief of the gods. Our prayers and offerings sustain him and nourish him as he struggles for dominion over the earth with the lesser djinn and daemons. But now that is not enough.
"The recent disasters in Anecho and around the disc have shown that our worship is not enough. Quetzcoatl's rivals are striking the Earth in an effort to weaken his support. Their attacks will only get worse, and the disasters will only intensify, if his strength is not reinforced.
"Clearly, we need to redouble our efforts. Both the quality and quantity of the offerings to our glorious champion must increase. We must hold mass worship and widespread prayer. We must build more and larger monuments. Above all, we must give him strength. We must give him blood.
"Blood sustains him. Ours, theirs, any and all blood. Blood of the faithful, blood of heathens, blood of uncaring prisoners. Our champion must have all the blood!"
