The Constitution of The Eternal Order


King Nephmir II wrote:We aim to establish a new world order across NationStates one region at a time.

The Eternal Order was founded on February 8th, 2022 by King Nephmir II. The region is derived from a combination of the strongest aspects of The Eternal Knights (December 30th, 2013) and Auralia (June 4th, 2015), whereas the government of The Eternal Order is split into two councils, one inspired by each respective region's government: The High Council and The Tribunal.

The Eternal Order (hereby referred to as "The EO") cannot run without all of its parts working together. This document serves to unite the citizens of The EO as one unit regardless of differences, and provide both structure and purpose to The EO for many, many years to come.

The EO derives its ideology and enlightenment from ideas that emerged from the regions leading up to this apotheosis, including The Anatomy of a Region and the Constitution of Auralia, as well as great minds and philosophers such as Unified Protectors, NoblePhnx, UltimaWeapon, Aramythia, and many more. Inspired by the free culture of Auralia and the perseverance and strength of The Eternal Knights, The EO believes:

  1. Our constitution is the strongest governing document for a region or organization in NationStates. We seek to establish and maintain a strong and lasting constitutional monarchy, where anyone that seeks to become a citizen and uphold our values and constitution can do so.

  2. Enlightenment is the strongest form of liberty in NationStates. We seek to enlighten foreign regions all across the realm of NationStates, through imperialistic means when necessary, establishing our unique democratic & monarchic government where and when it is needed, and primarily enlightening nations to the ways of the world.

    • Defenders are a great threat to liberty. The best way to liberate other nations is to enlighten them to raise arms on their own. Defenders breed inactivity and decay across the realm of NationStates. By enlightening natives of regions on the mechanics of raiding and defending, more regions are secured from this threat through the establishment of raiding or defending military forces, mutually assured destruction, knowledge of self-defense, interregional defense treaties, or any combination thereof.

    • Feeders are a potential great threat to liberty. They impose their rule on the most vulnerable of NationStates, the newest nations, caring for nothing more than to gain more power with false liberties to maintain power of a select few, and early indoctrination to capture thousands upon thousands of nations.

  3. Freedom of speech is important in order to maintain liberty and freedom of thought. We seek to allow respectful freedom of speech within the bounds of this constitution and the rules of NationStates within The EO and its territories and colonies.

  4. A region or organization that levies an army to defend their way of life deserves respect and the freedom to live that way of life. Though we believe our form of government is the strongest in the history of NationStates, we seek to honor treaties and our allies, unless these allies threaten our way of life or overall liberties as defined above across NationStates. A region that refuses to levy an army, relying on the strength of defenders, the World Assembly, or a founder alone has a weak way of life that is not worth defending.

  5. The ultimate establishment of a new world order under or inspired by our constitution and example is necessary. We seek to change "the meta" of NationStates, both on the battlefield and culturally, whether it be by force, example, or influence as is deemed appropriate by The High Council. We seek to free the world from the tyrannical rule of a select few disguised as "democracies", and enlighten as many nations as possible.

It is therefore necessary that these purposes are fulfilled in all forms of houses and government. This constitution hereby governs The Eternal Order and all territories and colonies thereof.

Article 1: Membership & Citizenship

I. A member is defined as:
  1. A nation residing in the region "The Eternal Order".

II. A citizen is defined as:

  1. A member nation that is a part of the World Assembly (WA), who is endorsing the standing/elected Sage (WA Delegate), and maintains this status, or

  2. A High Council or Tribunal member, or

  3. A member of a military division (henceforth referred to as a "house") of The EO, including honorary knights:

    • The Eternal Knights

    • The Auralian Knights

    • The Dark Fliers

    • A member of a house established in an official territory, or

  4. A WA nation residing within a region that is official territory of The Eternal Order, whereas "territory" is defined as:

    • A region in which a new government consisting of native members of the region have established a constitutional monarchy underneath this original document of The Eternal Order, with or without assistance or influence from the houses of The Eternal Order or existing territories.



Article 2: Citizen Rights

    I. Citizens of The EO have the following rights:
    1. Right to freely vote in the World Assembly

    2. Right to freely run their nation

    3. Right to converse on the Regional Message Board (RMB) and other platforms under The EO without fear of censorship, provided:

      • No real-life violence is incited

      • No Nazism/racism of any kind is used or implied

      • The rules of NationStates are followed

      • Civility and respect is kept in mind at all times

    4. Right for member citizens to vote in polls and elections

    5. Right to campaign for governing positions on The Tribunal, except when:

      • Said citizen is inactive

        • "Inactive" being defined as more than 1 week (7 days) since the last activity

      • Said citizen is also a member of an enemy region during a time of war

      • Said citizen may pose an immediate or imminent threat to regional security

      • Said citizen is already serving on The High Council

      • Said citizen is a member nation of a territory, in which they must campaign for their home region's government instead





Article 3: Powers & Positions of The High Council

The High Council governs all foreign affairs, military affairs, recruitment, and some World Assembly affairs. The High Council shall consist of the following seats:
  1. King or ♕ Queen - Either a King or a Queen, that serves an indefinite term, and oversees the enforcement of this constitution, The High Council, and all foreign affairs.

  2. Bishop(s) - No less than one and no more than two Bishops, who wield a strong power within The High Council and aid the King or Queen in foreign affairs, maintaining the houses, and maintaining the enforcement of the constitution and morale within the houses.

  3. Lords - No less than two and no more than three Lords, each having command over an individual house, responsible for maintaining the orderliness, function, and purpose of the house. The Lords may appoint a Knight of their respective house as a second-in-command, who shall not hold power within The High Council, but be next in line as a Lord should the Lord need to step down or be promoted to Bishop.

The High Council shall always consist of a King or Queen, and either one Bishop and two Lords, or two Bishops and three Lords. The High Council may never consist of an imbalance of two Bishops and two Lords or one Bishop and three Lords.

The Bishops and Lords may propose a vote for implementing or repealing a military policy or foreign policy outside of this document, establishing how to acquire a new territory as outlined within the Preamble, approving an alliance or embassy application, or to declare war, where the majority vote wins. (2-1 or 3-2 as appropriate to council size). The King may override this vote provided:

  1. There is a constitutional violation.

  2. The proposal or change takes the region in a direction that would ultimately cause harm to The EO or go against the founding principles of the region.

  3. The proposal or change enforces, implies, addresses, or fights a real life political ideology of any kind.



Article 4: The King/Queen

The King or Queen serves an indefinite term. The King has the following power, duties, and restrictions:
  1. The King/Queen has the power and responsibility to protect The Eternal Order and uphold its constitution first and foremost.

  2. The King/Queen may freely alter the WA Delegate and Regional Officer access to regional controls without any justification, provided under such situations as, but not necessarily limited to:

    1. The Delegate falls below or reaches a reasonable amount of endorsements

      • Whereas "reasonable" is determined by the King/Queen based on the region's population and the likelihood of an internal coup attempt or foreign military force seizing the delegacy en masse.

    2. An immediate threat to The Eternal Order is evident, such as the Delegate having enough influence to refound the region.

    3. A Delegate or RO abuses his or her power, failing to uphold the constitution of The Eternal Order.

  3. The King/Queen may freely appoint the Bishops and appoint the Lords as outlined in Article 15 from within the members of The Eternal Knights house.

    • This will almost always entail an existing Lord being promoted to Bishop, and an existing second-in-command (hereby referred to as a "Knight Commander") to Lord.

  4. The King/Queen is the highest commander of the military forces. Only he or she may initiate long-term military operations that seek to have long term effects and goals, with advisement from the Bishop(s), such as the creation of new tools & projects, long-term recruitment initiatives, long-term infiltrations of powerful or prominent regions, and anything that seeks to promote the constitution and values of The EO over the course of many years.

  5. The King/Queen may freely utilize the regional controls.

  6. The King/Queen may ban, eject, or banject any nation at any time without providing a public reason should they choose to not provide one, without invalidating Article 2.

    • "Public" being defined as anyone other than the Bishop(s).

  7. The King/Queen may freely approve and deny military applications for all houses.

  8. The King/Queen may establish a third invite-only house, The Dark Fliers, and appoint a Bishop and Lord as appropriate on the establishment of this house, when both existing houses have enough active members to sustain a third house.



Article 5: The Bishops

  1. The Bishops aid the King or Queen in long-term operations and policies by directing the day to day operation of houses of The Eternal Order. The Lords maintain the houses and run operations, however the Bishop is responsible for maintaining the direction of the operations as they fit into standing declarations of war, this constitution, and long term operations, as well as maintaining morale within the houses and The EO in general.

  2. The Bishops may work with a Lord of any house to lead an operation when necessary as they fit into ongoing higher-up operations, while respecting the Lord's abilities to run day to day operations such as training raids, annexations, etc. as their house operates.

  3. The Bishops advise the King or Queen on actions and policy before they are implemented and are still being discussed.

  4. The Bishops may propose additional policies as described and outlined in Article 3.

  5. Should the King or Queen step down, a Bishop is chosen as next in line for the throne.



Article 6: The Lords

  1. The Lords are responsible or maintaining their dedicated house, including:

    1. Appointing a willing and active veteran knight as a Knight Commander to assist them (who would be next in line for Lord should the Lord be promoted or step down), to prevent burn out.

    2. Training new members for their respective house, and reaching out to those who show interest in joining their house.

    3. Running enough operations with assistance from the Knight Commander and veteran knights willing to volunteer to lead minor operations to maintain minimum levels of activity.

    4. The option to run non-military community events within their house.

  2. The Lords may also propose military or foreign policy to The High Council as outlined in Article 3 to be voted on, and vote on such proposals.





Article 7: Powers & Positions of The Tribunal

The Tribunal is an elected council that represents the citizens of The Eternal Order and governs all internal affairs and most World Assembly affairs. The Tribunal shall consist of the following seats:
  1. Sage - The elected World Assembly Delegate, and representative of the citizens. Represents the citizens in the World Assembly, runs the elections as outlined in this document (including appointing the elected officials), and enforces the constitution. Serves a three (3) month term, limited to up to four (4) consecutive terms.

  2. Shaman - An in-character elected official that can propose or repeal legislation for in-character national roleplay through 2/3rds citizen vote, settle roleplay disputes, and access an additional international military force ("Auralian Peacekeeping Force", the APF) for forcibly maintaining peace between up to 4 warring nations. Can appoint an RP Mentor for assisting new citizens that serves as a council sub-seat. Serves a three (3) month term, limited to up to four (4) consecutive terms.

  3. Scribe - The driver and preserver of The EO culture. Oversees such things as disputes in the map claims, featured RP, featured discussion, community events, and more. Can freely pin community cultural dispatches under the World Factbook Entry (WFE). Leads the citizens during the Z-Day event and similar NationStates events. Serves a three (3) month term, limited to up to four (4) consecutive terms.

The Tribunal is to be completely run and maintained as outlined in this constitution by the citizens. The King/Queen and The High Council plays no role in this process beyond enforcing this document.



Article 8: The Sage

The Sage/WA Delegate is the voice of the citizens, and holds great power in the World Assembly. Serving terms starting on the 1st of January, April, July, and October, The Sage does the following:
  1. Aids the King/Queen in enforcing the constitution.

  2. Runs all Tribunal elections as outlined in the "Elections" section in this document. This includes:

    1. Creating polls when and as applicable to determine the next election cycle.

    2. Appointing the next Sage and ensuring a secure and peaceful transition of the WA Delegate seat to the Sage without resigning from the World Assembly, unless the next Sage has the second highest endorsement count.

  3. Can freely vote on resolutions and approve proposals in the World Assembly. The choice of freely voting or voting in line with citizen votes is up to the elected Sage. Exceptions to this include:

    1. Security Council Liberations - this crosses into the realm of military and foreign affairs since this proposal affects game mechanics and potentially the military of The EO or its allies, and must be decided by The High Council on which way the Sage must apply the vote. Citizens can still vote freely but will be encouraged to match this line of voting.

      • This also includes any Security Council proposal types implemented after the establishment of this document that affect out-of-character game mechanics.

  4. Can speak on an official capacity on behalf of the citizens of The EO in the General Assembly and Security Council.

  5. Can freely campaign, in line with the rules of NationStates, for proposals submitted by the Sage to foreign WA Delegates or World Assembly members as appropriate.

  6. Can send out a mass-regional telegram up to once per month of the term. These telegrams do not have to be spaced out every 30 days, but rather once per calendar month. This telegram can be for any of the following:

    1. Encouraging a vote on an important resolution.

      • This can be done on the Regional Message Board freely for new resolutions at vote.

    2. A monthly regional newsletter or update.

    3. A campaign for re-election, farewell address, or newly appointed goals address.

      • This cannot be done if all three telegrams have already been sent for the elected term.

  7. Can freely reach out to active non-WA members that are also not a member of a house through telegram, encouraging them to join the WA or a house and become a citizen.

  8. The Sage may ban members or citizens without seeking permission or approval from the King/Queen or High Council member, provided the member or citizen has:

    1. Violated NationStates rules (such as WA multiing, spamming, or threatening other region members) and has received a warning without showing signs of ceasing.

    2. Posted advertisement spam to recruit for another region on the Regional Message Board or off-site platform of The EO or its territories or allies.

    3. Solid evidence indicates that said nation has been leaking information (out-of character) to enemy factions, organizations, regions, or nations.

    4. Said nation has shown repetitive or moderate to high levels of disrespect towards the government, its members, citizens or members of The EO, or the region's allies.

  9. The Sage shall appoint a Mage (Vice-Delegate) within the first three days of office to assist them as a sub-seat to The Tribunal, who shall serve the same term as the Sage. The Mage may accumulate the second highest endorsements in the region, and will take the place of the Sage if a special or emergency case should occur. Citizens also maintain a right to unendorse the Sage and endorse the Mage at any time should the Sage go inactive or abuse his or her powers. The Mage may be any active citizen eligible for a Tribunal position that is willing to become Mage and has been a citizen for longer than one month.



Article 9: The Shaman

The Shaman is the arbiter of the laws of national role play within The EO. Serving terms starting on the 1st of January, April, July, and October, The Shaman has the power to:
  1. Propose or repeal legislation from previous Shaman that determines in-character role play laws and actions, outside the dedicated election time periods. This can be determined by the following, where a 2/3rds vote wins:

    1. Starting a new region poll.

    2. Restricting this poll to "Residents" and "WA Members" to ensure non-citizens cannot vote.

    3. Counting votes publicly submitted by house members that cannot vote with WA status.

  2. Settle an out-of-character dispute regarding roleplay.

  3. Gain additional support to settle in-character dispute through use of an additional force, the Auralian Peacekeeping Force (APF), for forcibly maintaining peace in up to 4 nations at a time when deemed appropriate.

  4. Appoint a willing RP Mentor if desired, directly appointed by the Sage as a Regional Officer with polls authority, who shall act as a sub-seat to The Tribunal, that can aid the Shaman in assisting new members to getting involved and interacting with the existing RP community. The RP Mentor may serve the same term as the Shaman.



Article 10: The Scribe

The Scribe is the driver and preserver of culture in The Eternal Order. Serving terms starting on the 1st of January, April, July, and October, The Scribe drives and preserves the culture in ways such as, but not necessarily limited to:
  1. Engaging in, creating, and featuring roleplay, including featuring an RP thread within one of the NationStates RP Forums run or started by The Eternal Order in the World Factbook Entry (WFE).

  2. Featuring any interesting and relevant active discussion thread from the Arts & Fiction forum in the WFE to generate discussions or point to interesting topics.

  3. Compile, highlight, or feature community efforts through pinning dispatches under the WFE. Some example dispatches from the initial incarnation of Auralia include:

  4. Can choose to create and coordinate special events.

  5. Settles map claim disputes that involves the map creator/organizer - if a dispute does not involve the map coordinator, he or she may settle the dispute.

  6. Leads the region in the cure or anti-zombie effort during the yearly Z-Day event in NationStates.

  7. Oversees and encourages NationStates events, such as the April Fools events when applicable, card trading, challenges, and any other NationStates event.





Article 11: Polls & Elections

Elections, overseen by the Sage, are to take place on the third week of March, June, September, and December. Polls should:
  1. Last 4 days each.

  2. Be restricted to "Residents" and "WA Members" to ensure every citizen gets one vote

    • Citizens of a house may cast a vote by sending a telegram to the Sage with who they are voting for if in an ongoing operation & posting their vote publicly on the RMB for transparency in vote additions. Otherwise, they must join the WA during the poll to vote.

  3. Always start with Sage election first, so that the transition to the new Sage can be facilitated in a timely manner for the start of the term on the 1st of the next month.



Article 12: Campaigning

Campaigning is prohibited until the month of elections. During an election month, citizens may freely announce their intent to run for a position and campaign for it on a dispatch and/or the RMB. This gives everyone 2 weeks to announce their intent to run for an office, and plenty of time to plan a campaign beforehand.

Telegram campaigning is prohibited except in the one case detailed in Article 8 for the standing Sage, and campaigning on off-site platforms of The EO is prohibited unless otherwise noted in places as appropriate.

Opposing candidates may debate freely and civilly, and cannot engage in smearing or political assassination. If there are an abundance of candidates running for a position (more than 12 candidates), nominations may be held during the second week of the election month to narrow down candidates to the top 4 candidates.



Article 13: Political Platforms & Parties

Political parties involving real-life ideologies are prohibited. Political parties engaged around constitutional interpretation, NationStates out-of-character mechanics, interregional politics, raiding & defending, or World Assembly affairs can be established if desired or necessary, but at the cost of only allowing one nomination per political party to run, and not requiring members to be affiliated with a party to run. Nominations for all positions must be established before elections begin, as citizens that fail to be elected for a position may not run for another position during the same election month.

The one exception to this rule of political platform is the Shaman. As the Shaman is an in-character position, the Shaman may use in-character arguments, including ideological arguments as appropriate, to campaign for office.





Article 14: Houses

Houses are the foreign military division of The EO, of which protect the region's way of life and influence on the interregional platform. Houses are run exclusively by The High Council, with a Lord overseeing each house respectively, and the King and Bishops directing longer term strategies and operations with all houses. There are three houses, each one inspired by the legacy of The EO pre-founding:
  1. The Eternal Knights

    • Based off of The Eternal Knights (TEK) region, founded in 2013, whose legacy as the first region to raid raiders since the dawn of raiding in 2003 established the foundations of the meta to establishing a new world order, and of which introduced many to the raiding and defending scene. The EO derives many of its aspects from TEK, including the flag, High Council, and an early form of annexing.

  2. The Auralian Knights

    • Based off of the military force of the region Auralia in its original establishment in 2015, Auralia reached almost 300 WA nations at its height, boasting a strong constitution & Tribunal, and known for providing strong assistance to allies during occupations of regions, with over 30 pilers.

  3. The Dark Fliers

    • Inspired by the legacy of The Shadow Nexus, a short project in 2019 that tested new tactics and engaged in stealth raiding, including the occupation and refounding of a region with an active founder, word of which quickly spread across NationStates.

The EO was designed before its founding to be an apotheosis and final form of all regions preceding it, each one having contained a part of a whole. The Eternal Knights house is where High Council members are chosen based on skill, activity, and merit.

This document hereby establishes these former factions as houses of The Eternal Order.



Article 15: The Eternal Knights House

The front lines of The EO, The Eternal Knights (TEK) engage in major operations, including annexing, stealth occupations, and update operations. TEK's main purpose is to enlighten natives across NationStates and fight for the glory of The EO while doing so, and fight enemies head-on on the battlefield.

  1. TEK is open to any member of The EO to join, and membership is automatic citizenship.

  2. New members of the house are promoted to "♙ Squire" until basic training has been passed and demonstrated.

  3. All members of the house that have passed training are ranked "♘ Eternal Knight" and are official members of the house.

  4. All members are valued for their contributions equally, and this combined with the multi-house system negates the need for a rank system beyond what is listed above.

  5. Prominent members of the original TEK government from 2013-2014, former retired High Council members, close allied members, or inactive knights that have contributed a lot to the region can receive the "♘ Honorary Knight" role, at the discretion of the King/Queen. This is a ceremonial role that has no additional benefits over Eternal Knight status.

  6. The Lord of the house may also appoint a second-in-command, "♘ Knight Commander", which can assist them in planning and executing operations and be next in line for the Lord position in the event the Lord must step down or retire, or be promoted to Bishop.

    • The Knight Commander must also be approved by the rest of The High Council through a majority vote in order to obtain the Lord position. If denied, the King/Queen may appoint a different Knight as a Lord.

    • The Lord may appoint additional Knight Commanders upon approval of the King/Queen if the population of the house requires more officers to maintain it. In this case, The High Council may vote on which Knight Commander to obtain Lord status.

    • Promoting Lords to Bishops is at the sole discretion of the King/Queen should a Bishop position be available.

All High Council members are promoted from within The Eternal Knights house.



Article 16: The Auralian Knights House

The Auralian Knights (TAK) house is open to any member to join, and membership is automatic citizenship. TAK's purpose is to provide foreign aid to allied military forces during occupations, or to provide reinforcements to occupations initiated by another house. All houses play an important role in the success of The EO, and TAK provides the sheer military might and defensive wall that makes large scale operations possible.

The Auralian Knights, being an important part of how other regions see The EO interregionally:

  1. All fly an approved flag of a house or the region to show unity and the might of The EO,

  2. Are added to a WA Registry to easily keep track of participants and participation.

There are no ranks in TAK house, all new members are "♙ Auralian Knights" and participation in operations is rewarded in different ways, such as, but not limited to:

  1. Operation achievements

  2. Occasional limited time cosmetics (alt flags, banners, medals, etc.) for participation in high-profile operations

  3. Displaying a leaderboard for most operations participation

The Lord of this house oversees the fast and efficient mobilization of the forces, and encourages house membership from new members of The EO, and may appoint a Knight Commander to assist with this. The Lord of this house may also assist allies as a Regional Officer in occupied regions when applicable.



Article 17: The Dark Fliers House

The Dark Fliers (TDF) house is an invite-only house that engages in long-term operations, directed by the King/Queen, such as espionage, native revolutions, or coups. The Lord of this house ensures that all operations are being carried out in a decent time frame and progressing as intended. Every "☤ Dark Flier" engages in an operation in a foreign non-allied region, or is partnered with someone engaging in an operation. Membership of this house entails long-term investment of WA status, meaning the member can no longer engage in operations with another house is most cases. More details on this house are provided to those that are invited to join from The Eternal Knights house.

Successful operations in this house are sometimes rewarded with the opportunity to become the leader of a foreign region, a higher chance of becoming a Lord on The High Council, a permanent place in Eternal Order and NationStates history, or other natural benefits that come from the nature of the operations engaged in.



Article 18: Foreign Houses

Foreign houses may be established in regions that are not allied with The EO within territories of The EO. If a region has become a territory, a single house may be established within that region by The High Council or the designated leader from TDF to levy an army to defend the territory and support The EO abroad. This house would combine the nature of both The Eternal Knights and The Auralian Knights houses, with a theme that preserves both the territory and EO's culture.




Article 19: Types of Territories

A territory is defined as:
  1. A region that has been annexed,

    • These territories are not considered "official territories" in the sense that they have any territorial rights or leadership; it is up to the natives of the region to arm themselves and choose their fate.

  2. A region that has been subject to native revolution, enlightenment, or a coup to adopt this constitution and establish a house, or

  3. A region that is being occupied by one one or more houses of The EO.

    • This region gains official status upon the successful conclusion of the operation.

All territories are governed by The High Council unless a leader (a territorial Lord that is not a member of The High Council) is designated to maintain leadership over a territory, in which the territory may remain a sovereign region, but governed by this constitution with the establishment of a house as outlined in Article 18.



Article 20: Jurisdiction of Territories

  1. Territories must:

    1. Uphold and display this Constitution, within the World Factbook Entry or pinned directly beneath it.

    2. Maintain the establishment of a house under the jurisdiction of the Lord of the house.

    3. Establish a government that resembles and operates like The High Council or Tribunal, or both when possible.

  2. Territories have the right to:

    1. All constitutional rights granted to citizens within this constitution within the borders of the territory.

    2. Maintain a sovereign government, banner, and flag, unless chosen otherwise.

    3. Freely establish alliances with any territory, ally of The EO, or region or organization that does not directly oppose The EO.

      • This does not qualify as an embassy or alliance with The Eternal Order itself.

    4. Operate their house to serve a purpose or engage in an operation that does not go against this constitution, or mobilize the house to assist allies of the territory, provided:

      • The house is not currently engaged or planned to engage in an operation assisting a house of The EO.

  3. Territories can not:

    1. Operate against The EO or any of its allies.

    2. Declare war.

    3. Close the embassy between The EO.

    4. Establish a territory. This would instead become a new territory directly under The EO and must be approved by The High Council in advance.





Article 21: State of Emergency & Refounding

  1. The following is classified as an active "state of emergency":

    1. If the founder nation has Ceased to Exist (CTE) for more than 12 days, the next in line for the founder nation is as follows:

      • The current King/Queen - if the King/Queen ceased to exist with the founder account or is inactive for more than 12 days without prior notice of inactivity, then

      • The next Bishop chosen to be King/Queen - If none were chosen, The High Council may vote to determine which Bishop becomes King/Queen,

      • If the Bishops cannot step up to be King/Queen, the citizens may vote on a Lord to become the next King/Queen,

      • In an extraordinary event that no Bishop or Lord can step up to become the next King/Queen, the elected Sage will be declared the new King/Queen.

      • If the Sage is inactive, the citizens may campaign for and elect a new King/Queen, from anyone active and willing to become King/Queen that has had citizen status for a year or longer.

    2. A non-tribunal member is elected Sage outside of elections. Should this happen, the King/Queen may temporarily restrict WA Delegate executive powers until the Sage is reinstated.

    3. The Sage CTEs or resigns from the World Assembly. Should this happen, the Mage will become the new Sage, and WA Delegate position may have executive powers removed temporarily if necessary.

  2. A refound may be facilitated if all of the following requirements are met and a refound is deemed necessary by The High Council:

    1. The founder has ceased to exist for more than 14 days.

    2. There is no way for founder succession to occur.

    Should a refound be necessary, The High Council may initiate a refound operation and mobilize houses within the region to assist in the effort. A Bishop may be elected WA Delegate if or when necessary in this case.



Article 22: Endorsement Caps

The Sage can enforce an Endorsement Cap that may be no less than 40% and no more than 70% of the Delegate's endorsements (70% to 80% for the Mage) under such situations as:
  1. The region is in danger of a major internal security threat such as rebellion or foreign aggression.

  2. There are nations with a high level of endorsements that threaten to overturn the elected Sage.

This article is deemed null and void during an active state of emergency or refounding as detailed in Article 21.



Article 23: Frontier & Stronghold Status

Article 24: Adding and Repealing Addenda

Addenda may be added to this Constitution that adds additional articles, or additional lines or modifiers under an existing article, provided the document does not repeal or invalidate an article of this constitution other than previously passed addenda. The process to add an addendum is as follows:
  1. A Tribunal or High Council member proposes an addendum to both councils.

  2. The High Council and The Tribunal must vote on the proposal in two separate votes to make it official by majority vote.

    • If the vote is 100% approved across both councils, it will immediately take effect without a need for a citizen or territory vote.

  3. Citizens of The EO and WA Delegates of official territories then vote on the proposal, in which 2/3rds vote is needed to ratify the addendum.

Votes to repeal previously passed addenda may be submitted and voted on, but no existing article in this document may be repealed.



Article 25: Constitutional Integrity

This constitution may not be copied, transitioned to any other owner, or modified. The original constitution is published under the first King so that it may not be altered by future High Council or Tribunal members in any capacity other than addenda. Any dispatch containing this constitution that is not the original dispatch is invalid due to the potential of being altered.

Article 26: The Citizen's Assembly

  1. The Citizen's Assembly shall be a region separate from The EO.

  2. The founder nation will be a separate puppet, and will serve no purpose other than regional administration, such as appearance authority.

  3. Each assembly member nation will create a voter puppet to put in the region.

    1. “Voter puppet” is defined as having the name, acronym, or denomination of the main nation as well as the text “Assembly Delegation” in the nation
      name.

    2. The flag of the puppet nation must be that of the member nation's main nation or an official flag of The EO.

  4. The Regional Message Board (RMB) of The Citizen's Assembly shall only be used for suggested/proposed legislation or announcements of legislation entering the voting floor.



Article 27: Leadership of The Citizen's Assembly

  1. Founder

    1. The founder nation will have no voting authority.

    2. The founder nation shall be jointly controlled by The Tribunal and the king, both entities having equal access.

    3. The founder nation cannot join the World Assembly at any time for any reason.

    4. The founder nation will be solely in charge of all executive matters other than polls for the sole purpose of enforcing the constitution and integrity of The Citizen's Assembly ("The Assembly").

  2. Assembly President

    1. The Assembly President will be elected once every three months by all member nations of The Assembly.

      • The election shall take place alongside Tribunal Elections utilizing the poll system within The Citizen's Assembly region.

    2. The Assembly President will hold double voting power.

    3. The Assembly President shall be the primary force of resolution creation, and all resolutions must be approved by The Assembly president to be
      within the boundaries in this document.

    4. The Assembly President is responsible for sending resolutions to the floor once they are approved.

  3. Minister of The Assembly

    1. Minister of The Assembly is a selected Citizen's Assembly member nation that serves as a representative and ambassador, reporting to The EO on passed or defeated laws.



Article 28: Assembly Membership

  1. Any active citizen of The EO may apply to become an Assembly member. Membership as well as voting on specific laws is voluntary.

  2. Member nations may resign from the Assembly by telegramming the founder nation.

  3. Nations with access to the founder nation shall manage the applications to become a member of The Assembly.

  4. Assembly applications shall be run through Linkthis form.



Article 29: Laws Passable by The Assembly

  1. The Assembly may pass any laws (provided they do not increase the power of The Assembly itself, which would require a traditional constitutional addenda or amendment) pertaining to the following categories:

    1. Free trade agreements

    2. Treaties between nations of The EO

    3. Role Play (RP) legislation

      • RP legislation must be approved by the Shaman, and the Shaman may still declare RP legislation as outlined within this constitution. The approval should
        happen before the legislation is sent to vote.

    4. Ejections/bans

      • Any member of The EO's government with Border Control authority may eject and/or ban nations if they have reasonable cause to believe the offending nation is breaking a law of The EO or a NationStates rule. Bans made by The Assembly may be overturned by The Assembly through voting.

    5. Official NationStates limited-time events strategies

  2. The President of The Assembly is responsible for making sure that laws that enter the voting floor fall under the aforementioned categories of legislation.

  3. At any time a unanimous vote by a joint session of both The Tribunal and High Council may declare any law passed by The Assembly null and void provided they have reasonable cause to do so.



Article 30: Ejection or Dissolution of The Assembly

  1. The Tribunal or High Council may vote to eject any Assembly member nation from The Assembly for any specified amount of time by majority vote.

  2. A combined session of The Tribunal and High Council may dissolve the Assembly for any pre-specified amount of time by unanimous vote.
