Declaration of the Organization of the Severograd Treaty

This document was prepared by the Imperial Chancellery on the basis of the ratified resolution No. 1918, adopted by both chambers of the Imperial Parliament on September 29, 2022.

This document forms the basis for the creation of a new international organization - the Severograd Treaty on Mutual Assistance and Cooperation, or, officially, the Organization of the Severograd Treaty (hereinafter - OST).

The following will list the provisions of the declaration, officially establishing its structure, goals and policy:

1. The composition of the organization at the time of signing the contract:
- the Imperial State of Dyingador
- the Kingdom of Kneda (R.I.P)
- the Protectorate of Urania
2. The initial date of the agreement is from October 1, 2022.
3. The OST is a comprehensive union agreement on mutual assistance and cooperation between the three participating countries within the framework of ensuring stability and inviolability of territorial integrity, national sovereignty and non-interference of external forces in the designated part of the region.
3. The following provisions of the agreement will apply between the OST countries:
- Military cooperation, which includes points on mutual protection and the creation of international brigades on the basis of Dyingador military formations, as well as joint military exercises, exchange of military technologies and supplies of military equipment.
- Economic cooperation, namely the creation of a common economic zone with free passage of goods without customs restrictions. Also, there are points on mutual economic assistance, support for allied industries and the desire for collective economic mutual development.
- Political cooperation, which includes, first of all, provisions on mutual provision of political isolationism from external enemies (countries or military-political blocs), protection from their military, political and economic influence on the countries participating in the treaty, prevention of external aggression and mutually beneficial common political course in the international and domestic arena, maintenance of internal stability of states.
4. The supreme governing body of the organization is the general headquarters located in Severograd. The General Staff consists of an administrative resource provided by Dyingador as a means of structuring the organization, as well as a set of authorized delegates from three countries who will gather together at the headquarters at regular congresses, at which pressing issues of the common foreign and domestic policy of the three states will be discussed. All decisions put forward at the congresses by delegates must pass a general vote and be adopted by a majority of votes. At the time of the creation of the organization, Dyingador has 40% of the delegates' votes, the other two countries - 30% each.
5. The nominal leader of the organization and its guiding force is Dyingador, on the right of the most powerful party to the treaty.
6. In case of non-compliance by one of the participating countries with the provisions of the current treaty or the decisions of the Severograd Congresses, the members of the organization have the right to impose sanctions or other coercive means up to the introduction of an army to restore order.
7. In the event of a threat to one or more countries participating in the treaty, the other countries are obliged to defend it. To the same extent, the participating countries should ensure each other's sovereignty, economic prosperity and protection of international rights before other countries.
8. All obligations to maintain peace, order and stability are assumed first of all by Dyingador, and only then by other countries participating in the treaty.
9. Dyingador provides a broad investment program to support the Allied armies, economy and infrastructure. At the same time, the other countries provide each other (but primarily in the interests of Dyingador) with the supply of the missing elements to the national markets.
10. The term of service of this agreement is by default indefinite, but may be terminated by a decision of the Severograd Congress by voting.
