Purpose

The amendment seeks to continuously confirm that the designated Backup Founder maintains access to the Assemblia Founder nation.

Passed the General Assembly on 15 January 2023. Required a majority in favour to pass.

1. A region named ‘Assemblia’ henceforth known as the backup region, shall be maintained for regional security and continuity purposes

2. The founder of the backup region, titled ‘Assemblia Founder’, henceforth known as the backup founder, shall be controlled by one citizen

   1. Current founders in control of ‘Leftist Assembly Founder’, henceforth known as the primary founders, shall be ineligible to hold the position of backup founder

3. If the position of backup founder is vacant:

   1. A replacement shall be nominated by the primary founders

   2. A majority of electoral citizens shall vote on whether to accept them in the following manner:

      1. World Assembly citizens shall be permitted to vote in a three-day poll

      2. Military Voting and Dual citizens shall be permitted to vote on the Regional Message Board in the same period

4. If a nominee cannot be decided by the primary founders:

   1. An election shall be held with a nomination period of five days and a voting period of five days

   2. The winner of the vote shall be elected as the new backup founder

5. The community shall only move to the backup region in the event that the security of the existing region is permanently compromised

6. The move to the backup region may be initiated by the following parties:

   1. The primary founders

   2. The Secretary

   3. The Speaker

   4. A majority of the Cabinet

   5. A majority of the General Assembly

   6. A majority of the Supreme Court

7. The government, Constitution, and Code of Laws of The Leftist Assembly shall apply to the backup region

8. In the event of a move to the backup region, a special election for three new founders shall occur through the following process once the Secretary has held the Delegacy for one week:

   1. An election shall be held with a nomination period of five days and a voting period of five days

   2. The winners of the vote shall be elected as the new founders

9. On the first day of each month and/or upon request at any time of the Secretary, primary founders, or Chief Justice; the backup founder shall confirm their access to the backup founder nation with the Minister of Information via the following method:

   1. The Minister of Information shall send a string containing ten pseudo-random alphanumeric characters to the backup founder nation

   2. The backup founder must send the string back to the Minister of Information via their primary nation within one week

   3. If the backup founder is able to send the correct string within one week, then the Minister of Information shall record this on a publicly available dispatch

   4. If the applicant fails to send a telegram containing the correct string to the Minister of Information within one week, then the Minister of Information shall record this on a publicly available dispatch and inform the region of this via the Regional Message Board
      

10. The following shall be considered gross criminal offences:

    1. Initiation of a move to the backup region in the absence of a legitimate threat to regional security, with intent

    2. Failure by an official listed in Section 6 to initiate a move to the backup region in the presence of a legitimate threat to regional security, with intent

    3. Failure by the backup founder to open the backup region for the resettlement of citizens upon legitimate instruction, with intent

    4. Failure by the backup founder to successfully confirm their access to the backup founder nation; either due to loss of access to the nation or with intent
