Bureaucratic Simplification Amendment to the Constitution



Amendment:

  1. Article III, Section 4 shall be completely struck from the Constitution.

    1. Article IV, Section 3 and all subsequent clauses and subclauses shall be completely struck from the Constitution, replaced with a new Section 3 with the following text: "The President may create, modify, and remove ministries at any time."

    2. Under Article IV, Section 3, Clause a will be created, stating "The President must define each ministry's function. Each ministry’s name and minister title must accurately reflect the ministry’s function.

    3. Following IV.3.a, IV.3.b shall be created, stating "Each ministry shall be led by a Minister, nominated by the President and approved by a majority vote of the Citizens’ Assembly, who shall serve at the discretion of the President. The Minister must be a citizen of the region."

    4. Following IV.3.b, IV.3.c shall be created, stating "The President shall assign regional permissions to a minister at their discretion."

    5. Following IV.3.c, IV.3.d shall be created, stating "Each Minister may appoint one Deputy Minister, to act as the second-in-command of the ministry, who shall serve at the discretion of the minister. The Minister, President, or Vice President may dismiss a Deputy Minister at any time."

    6. Following IV.3.d, IV.3.e shall be created, stating "Each ministry shall consist of staff members appointed by the minister. Ministry staff shall assist in performing the ministry's function. Ministry staff must be citizens of the region. The Minister, Deputy Minster, President, or Vice President may dismiss a staff member at any time."

    7. Following IV.3.e, IV.3.f shall be created, stating "Ministers, deputy ministers, and ministry staff may be removed from office by the Supreme Court upon criminal conviction."

    8. Following IV.3.f, IV.3.g shall be created, stating "The President may choose to appoint citizens to serve in their cabinet in non-ministerial positions, subject to approval by a majority vote of the Citizens’ Assembly."

  2. Article IV, Section 4 shall be amended to strike the phrase "and shall be elected alongside all other Ministers."

  3. Article VIII, Section 5 shall be amended to strike the word "Ministers".
