ACT: The Provinces Recognition and Autonomy Act of Townsvalley
Enacted by the Parliament of the Republic of Townsvalley

WHEREAS the desire to establish a harmonious and unified Republic that recognizes the diversity and autonomy of its provinces;

AND WHEREAS the need to delineate the powers and boundaries of the provinces to ensure a balanced and fair governance structure;

NOW, THEREFORE, the Parliament of Townsvalley, in assembly, enacts as follows:

Section A: Title & Definitions

This Act may be cited as the "Provinces Recognition and Autonomy Act of Townsvalley, #01, 2024".

Definitions

  1. "Province" refers to any of the five provinces of Townsvalley as recognized under this Act.

  2. "Federal Government" refers to the central authority of the Republic of Townsvalley.

  3. "Semi-autonomous" refers to the status of a province that exercises self-governance subject to the Constitution and federal laws.

  4. "Autonomous" refers to the status of a province that exercises self-governance with broader legislative powers.

Section B: Establishment of Provinces

The Republic of Townsvalley consists of the following provinces:

  1. Southby

  2. Newlands

  3. Oxrose & Winport

  4. Stale

  5. Hekshire, further subdivided into East Hekshire and West Hekshire.

Section C: Governance and Autonomy

C1: Semi-Autonomous Provinces

  1. The provinces of Southby, Newlands, Oxrose & Winport, and Stale are hereby granted semi-autonomous status.

  2. These provinces shall have the power to legislate on matters including, but not limited to, taxation, education, and local infrastructure, in accordance with the Constitution.

  3. All federal laws shall have supremacy over provincial laws in cases of conflict.

C2: Autonomous Province of Hekshire

  1. Hekshire may be quoted as "State of Hekshire." If desired.

  2. The province of Hekshire is hereby granted autonomous status.

  3. The Governor of Hekshire shall be the representative of the President and shall ensure the province's compliance with the Constitution.

  4. The Hekshire Provincial Parliament may legislate on all matters not expressly reserved for the Federal Government.

  5. East Hekshire and West Hekshire shall be governed as a single entity under the Hekshire Provincial Parliament.

Section D: Federal Oversight

D1: The Federal Government retains the right to intervene in provincial matters if it is deemed necessary for national security, unity, or to uphold the Constitution.
D2:This Act may be amended by a two-thirds majority vote in the Parliament of Townsvalley.

This Act comes into operation on the day it is published in the Townsvalley Gazette.

This Act Abrogates previous Act: ALLOCATION OF TERRITORIES OF TOWSVALLEY. Thus this Act is enforced, Effective immediately.

Section A: FORMULATION
This Bill was introduced in place of previously passed act of provinces, The need for this bill arose due to excessive number of provinces, the ability of each province to work efficiently with stability was depreciating, even after rigorous efforts to solve the issue, the government was unable to. hence such reform was needed.
POWERS & DUTIES : The 300 provinces are now merged to form few Constituencies which are directly cooperating with the Central Government.
Definition of Constituency[p. Constituencies]: an area whose voters elect a representative to a legislative body. while in Townsvalley Law this is defined as: An area where voters elect a representative to a legistative body and the local government is empowered to exercise it's authority granted to it by the Constitution of the Republic.
Powers and Duties:
    • The Government of the Constituency can excercise all the powers previously given in the act of provinces with the following exceptions:

  • It cannot Declare martial law by itself without approval from Central Government

  • Each Constituency can only set 5 areas as Cities

  • It cannot Spend more than 150 Billion Hektes on any project without approval of Central Government

  • All banks are now answerable to The Republic bank and must follow policies of The Republic Bank

  • It cannot Charge tax on sectors or products to which the central government has already given subsidies.

  • All Companies of the Constituency must now be registered with Central Government

  • All the duties of The local government shall remain same but it shall also be in accordance with this law

Section B: FRAMEWORK
The Republic of Townsvalley is divided into 11 Constituencies Namely:

  1. Newlands (Grand Constituency)

  2. Hekshire

  3. Winport

  4. Southby

  5. Valencester

  6. West Goldburg

  7. Hillsbron

  8. Waltbury

  9. Menstin

  10. Stale

  11. Oxrose

Salient Features:

  • Each Constituency Elects several representatives for parliament

  • Each Constituency has local government and their own framworks

  • Tax net has been widened due to merger of provinces

  • Each constituency possesses several new courts of Justice.

  • Increases harmony among citizens living in Townsvalley
