Treaty of The Pact of Steel [SUSPENDED]

CHAPTER I - MEMBERSHIP
Section 1 - Membership

1. The Headquarters of the Pact of Steel will be in the city of Moscow in the Sovietyeto.
2. Members of the Pact shall send one representative to any and all meetings of the Pact. To forge bonds between members it is encouraged that the leaders of Pact member nations are their nation's representatives.
3. The representatives of the Pact shall vote on legislation of the Pact, amendments to the Pact's charter, and any other motions passed by representatives or the leaders of Pact call for. For any motion to pass a majority of Pact representatives must vote to approve the motion. Representatives may vote yes, no, or abstain from voting.
4. Pact meetings are to be held other week. Representatives of the Pact of the leaders of Pact member nations may call for emergency meetings which shall be held as soon as possible for a reason which requires the Pact's immediate attention.

Section 2. Joining the Pact of Steel
1. To join the Pact an application to join must be filed. This application must contain the name and full title of the applying government as well as the signature of the person or persons approving such an action in the government applying for entry to the Pact.
2. The Pact must approve entry by passing a motion approving entry into the Pact. All applications to join the Pact must be recognized and judged by the Pact. Applications from nations that have sent an application before within the last thirty (30) days need not be recognized.
3. By applying and gaining entry to the Pact the applying government must be prepared to accept the Charter of the Pact of Steel and must be prepared to accept it and its requirements, restrictions, responsibilities, and so on before applying.
4. Non government entities such as corporations, interest groups, ect may not apply for membership in the Pact. Only government entities may apply. Already existing members of the Pact may not apply for membership since they already posses it.
5. Before applying to the Pact a government must be in a position to make the required contributions that may be required by the Pact. It must be a sovereign state. An applying government must also be a developed nation with a post industrial economy (a highly developed economy and advanced technological infrastructure relative to other less industrialized nations, as considered by the Pact).
6. The application few for entering the Pact is five million (5,000,000) NSD or a sum equivalent to five million NSD.

Section 3. Miscellaneous Regulations and Requirements
1. If a member nation wishes to leave the Pact then the Pact is not required to make any concessions to that member which wishes to leave.
2. Members of the Pact are encouraged, although not required, to share scientific and technological advancements and data with one another.
3. Citizens of members of the Pact may travel freely between member states without the requirement of visa or passport unless the citizen is found in possession of illegal narcotics or other mind altering substances, in possession of over ten thousand (10,000) rubles worth of cash undeclared to customs, wanted by the Pact or any of its members, or in possession or illegal and or unstated firearms or other lethal or potentially harmful weaponry or substances.
4. All legislation and resolutions passed by the Pact of Steel must be held to each member nation's fullest extent.

CHAPTER II - MILITARY
Section 1. Non Aggression Between Signatories

1. Members of the Pact of Steel may not declare war on any other nation of the Pact.
2. In accordance, no other form of military campaign of malicious intent may take place against other Pact members.
3. Blockades, No Fly Zones, and other campaigns against halting movement in and out of a member nation is prohibited.

Section 2. Freedom of Movement
1. All Pact member's land, territorial waters, and airspace are open to the militaries of all Pact members.
2. Movement between member nations must stay in communication while moving through and also must give advanced notice of moving in unless it is impossible to do so.
3. While movement is allowed military occupation or garrisoning is not without the consent of all nation's involved.
4. Major population centers, important areas of interest as defined by each nation, and so on, may not have military united moved through them without the consent of all nation's involved.

Section 3. Support in the Event of Conflict
1. In an event or crisis which require military intervention of any kind or could lead to required intervention, or events which have or may escalate to great conflict, member nations of the Pact of Steel shall come to the aid of the require member or members who call for such aid.
2. If war is declared on a member nation of the Pact then all other members shall aid the other member of the Pact and also declare war with the hostile faction.
3. In the event of a blockade, no-fly zone, or other sanction imposed on by other non-Pact nations that involves the use of said nations military then members of the Pact of Steel will come to assist that nation (but not a declaration of war unless it is called for).
4. While assisting in defensive action is always required Pact of Steel members may choose whether or not they wish to be involved in offensive movements or actions.

Section 4. ADON
1. ADON is a network of radar, SAMs, ICBM, sensors, anti stalite weaponry, orbital kinetic bombardment systems, and so on which is posses and operated by the Pact of Steel.
2. ADON will automatically de text and defend against intruders in nation of the Pact of Steel.
3. The two master operators of ADON are the Sovietyeto and Absurrania. While all nations shall have ADON installed and serving them offensive actions may only be carried out with the authorization of these master operators.
4. In the event of nuclear war ADON serves as a complete deterrent as it can sense and retaliate to nuclear strikes even if the command and or leadership of a nation is down. This MAD setting is only active during times of crisis.

Section 5. Mutual Consultation and Information
1. Military intel shall be shared with all Pact members. Communication between Pact member's militaries in joint movements, conflicts, excecises, ect is also required to ensure maximum cooperation.
2. Before engaging in any major military move (as defined by the Pact member making the move) the move must be announced in advance to all other Pact members.
Section 6. Joint Exercises
On occasion a member of the Pact of Steel or a resolution may call for a joint military excercise between members. All members must participate but may choose in what form and how they do so.

CHAPTER III - ECONOMIC
Section 1. Anti-Sanction Movements

1. No Pact member may place another nation under economic sanction, such as an embargo or a blockade.
2. No quota system may be used to limit the number of imports or exports a Pact member has.
3. Travel bans between member nations in the Pact of Steel are forbidden.

Section 2. Free Trade
1. No Pact nation may place tariffs on imported or exported goods or services to other Pact members.
2. To move goods across Pact nations all members shall allow each member's goods to move freely throughout their nation.
3. Imports and exports between Pact nations shall bear the full protection of the Pact of Steel from piracy and any other attempts to disrupt the flow of trade.

CHAPTER IV - DIPLOMATIC
Section 1. Cooperative Foreign Policies

1. It is advised but not required to discuss diplomatic actions which could reasonably affect other Pact members.
2. Major diplomatic actions (foreign and military policies) should be (first) made together with all member states. Trying to have an common military and foreign policy towards other states. Voting on such matters should be with consensus/thirds majority, otherwise (by no consensus) every meberstates is allowed to implement its own policies.
3. To promote good relations and maximize the ability to effectively communicate, all nations in the Pact of Steel must establish embassies with all other Pact members.

Section 2. Recognition of Other Pact Members
1. Each member of the pact must recognize the sovereignty of each other Pact member and its authority to govern itself.
2. The territorial boundaries between all Pact members must be recognized by all Pact members.
3. In the event of dispute of territorial boundaries or recognition between governments the matter will be settled by a resolution passed by the Pact of Steel.

Section 3. Asylum
1. In the event of a major catastrophe in which military, government, or civilians require asylum in another Pact nation then that nation must make all possible accommodations to grant the requested asylum.
