Constitution of the Royal Federation of United Monarchies

The Royal Federation of United Monarchies hereby establishes its constitution with the purpose of securing a stable and prosperous region with fair governance.

Section I: Name

1. The official name of the region shall be the Royal Federation of United Monarchies.

2. The shorter forms "the Royal Federation" or "the RFUM" shall also be accepted.

3. The corresponding adjective for the Region's institutions shall be "royal".

Section II: Nature of the Region

1. The Royal Federation of United Monarchies is a federal semi-constitutional monarchy composed of several sovereign Member States.

2. Its founder and head of state is the High King, who cannot be overthrown under any circumstances and is responsible for overseeing the region's peaceful and stable functioning.

3. The High King has the authority to intervene in the proceedings of the region's democratic government and install a temporary royal autocracy if the region's stability and integrity are threatened.

Section III: Legal Code

1. The Legal Code of the Royal Federation of United Monarchies shall serve as the guideline for the community of its Member States.

2. All laws and institutions within the Royal Federation must adhere to the Constitution. Laws cannot conflict with the Constitution.

3. The High King has the right to punish Member States who break the laws according to the punishments listed in the Code.

Section IV: Neutrality

1. The Royal Federation of United Monarchies shall not participate in acts of raiding, defending, or joining alliances.

2. The Royal Government and the Member States are strictly prohibited from taking part in any of these activities and as a consequence tarnishing the reputation of the Royal Federation.

Section V: Freedom of Speech and Participation

1. All Member States with WA membership have the right to send delegates to participate in regional politics as long as they do not break any laws.

2. All Member States are allowed to share their opinions without the fear of repercussions as long as they don't promote hate towards others based on their race, ethnicity, beliefs or subjective opinions.

Section I: The Royal Senate

1. The Royal Senate is the legislative body and electorate of the Royal Federation.

2. All Member States with WA membership can apply for senatorship and send a senator representing their nation. Seats are not limited.

3. Senators are not allowed to promote extremist ideologies like fascism or communism.

4. Being a senator is a prerequisite to assuming any further political roles.

5. Senators can optionally form Political Parties under a Party Leader to represent their interests better.

6. Senators, including those holding political offices, will automatically be dismissed after two weeks of failing to log into NationStates.

Section II: Senate Resolutions

1. As the legislative body of the Royal Federation of United Monarchies, the Royal Senate can pass four types of resolutions: General Resolutions, Legal Amendments, Constitutional Amendments and Motions of No Confidence.

2. All senators and the High King can propose any of these resolutions.

3. General Resolutions are policies regulating the internal affairs of Member States, such as economic policies or safety regulations, or diplomatic stances or actions of the Royal Federation on the interregional stage.

4. General Resolutions need 50% + 1 vote in the Senate to pass, and can be vetoed by the High King and the Chancellor.

5. Repeals of General Resolutions can also be proposed and passed the same way.

7. Legal Amendments are changes regarding the Legal Code. They need 50% + 1 vote in the Senate to pass, and can be vetoed by the High King and the Chancellor.

8. Constitutional Amendments are changes regarding the Constitution. They need the support of two thirds of the Senate to pass, and can be vetoed by the High King and the Chancellor.

9. Creation or abolishment of new governmental institutions and positions, such as ministries, are also done through Constitutional Amendments by adding or modifying sections concerning the institution or position in question.

10. Motions of No Confidence are aimed at removing the current Chancellor and Cabinet. If it passes, the Chancellor must resign and the Senate shall elect a new Chancellor. They need the support of two thirds of the Senate to pass.

11. Specific resolutions that fail to qualify for any of the mentioned categories shall automatically classify as General Resolutions.

12. The vetoes of the High King and the Chancellor are absolute and cannot be overridden.

Section III: The Royal Cabinet

1. The Chancellor is the head of government and the leader of the Cabinet, and has the authority to appoint or dismiss Ministers to and from Ministries defined by this Constitution.

2. The Chancellor is responsible for organizing and implementing the broader policies of the Cabinet and its Ministries.

3. The Chancellor is the region's WA delegate, and endorsement limits might be enforced to preserve this status.

4. If the Chancellor resigns or is removed for some other reason, the entire Cabinet is disbanded, and the High King shall assume the responsibilities of the Cabinet until new elections can take place.

5. The Minister of Internal Affairs oversees the internal stability of the region and enforces punishments according to the Legal Code.

6. The Minister of External Affairs oversees relations and communication with other regions and helps the rest of the government stay in contact with them.

Section IV: Elections

1. Elections to select a new Chancellor shall occur every three months or when the previous Chancellor is ousted.

2. All Senators of the Royal Federation have the right to vote for the new Chancellor.

3. A Chancellorial candidate can be the member of a party or have the official support of one or multiple parties. Negotiations among parties to support a common candidate are allowed, and deals can be made about the distribution of ministries.
