"Renaissance" Constitution of The Raiders Commune
1.1 The Raiders Commune, also referred to as TRC, is the collective of nations and peoples — nations and their peoples signifying in game nations, their controlling players, their citizenry and not necessarily those established in reality — that inhabit the Nationstates region of the same name, or one of its designated branches, and who follow the principles and laws of the region.
1.2 TRC has 5 basic principles for its nations to abide by:
Solidarity; nations of TRC are comrades first until proven otherwise, and comrades support each other without unreasonable profit incentives and greed.
Labor; nations of TRC labor to create value and support the collective, and stand against exploitation of labor in all forms.
Equality; the common good comes before the good of one, and all humans are in that sense equal. A regime that worsens conditions for the majority, whether that be judged by the majority of regional comrades or the international community, is illegitimate.
Freedom; all nations and peoples deserve the right to freedom of choice and self-determination, as long as that right does not cause greater oppression on others or themselves. It is the responsibility of nations to liberate and emancipate as many as possible, whether through reform or revolution.
Science; the truths of the world and the peoples who live in it cannot be doubted, and denying reality in favor of utopian idealism is equal to blindfolding oneself. The nations of TRC put their faith in science, reason, and logic to draw their ideas of the world.
1.3 The de facto value and importance of each principle may rise or ebb with time, depending on the consensus of the peoples of TRC. It is the responsibility of officeholders to weight the principles based on this populism.
1.4 The nations of TRC are the ultimate decision makers in its affairs, and not external powers. TRC shall manage its relations with other entities, and any officeholder who subordinates the governing of TRC to foreigners against the will of the people is a collaborationist to imperialism, and regions who unreasonably attempt to control TRC's connections are imperialists and its enemies.
1.5 The anthem of TRC is the Internationale.
1.6 To gain citizenship of TRC, one must do at least one of the following:
Endorse the World Assembly delegate without intent to raid or subvert;
Be a member of the administration;
Be bestowed citizenship by The Governor or one of his appropriate delegates;
1.7 Citizenship is automatically revoked from those who display one of the following;
Disobedience of laws and the Constitution, unless pardoned by an appropriate officer;
Betrayal of the principles of TRC;
Intent to raid or subvert TRC;
1.8 Lost citizenship can be redeemed via a pardon from the Governor or an appropriate delegate of his.
1.9 Puppets of a nation already with citizenship are not counted as separate citizens for the purpose of statistics, but will have privileges of citizens.
2.1 The government of the TRC, colloquially the administration, is the group of nations that directly performs administrative functions in game and on offsite platforms.
2.2 The government of the TRC is composed of the Red Army, the Executive, and the Legislation.
3.1 The Red Army is the body of forces of TRC for raiding and defending.
3.2 In this Constitution, raiding and defending bear the following definitions:
Raiding is the action of seizing administrative positions in other regions or groups.
Defending is the action of defending a region or group from hostile raiders.
Subverting is the action of undermining an opposing region or group's credibility or power, through means other than raiding, although the two can be in conjunction.
Securing is the action of protecting a region or group from hostile subversion, as well as foreign collaborators.
3.3 The Red Army is the body representing TRC for raiding, defending, subverting, and securing regions and groups.
3.4 The head of the Red Army is the Militia Generalissimo, who has supreme authority over all aspects of the Red Army whose management aren't regulated by law.
3.5 The Militia Generalissimo can organize the Red Army as he wishes, unless contradicting the Constitution or other regional and interregional legal restrictions.
3.6 The Militia Generalissimo, when appointed, must publish a doctrine in the form of a dispatch, establishing the guidelines for Red Army activities under his reign, as well as finalize the structure of the Red Army, within a week of appointment.
3.7 The Militia Generalissimo, may change the structure of the Red Army and his raiding doctrine as he wishes after 3 weeks in office unless restricted by the executive.
3.8 Red Army activities are generally exempt from the 4th principle of TRC (freedom) unless they excessively contradict it. What qualifies as excessive is subjective to the people and administration of TRC.
4.1 The Executive of the government has the task of maintaining the region and carrying out laws.
4.2 The Governor is the supreme power in the region, and the head of the Executive body.
4.3 During a hostile occupation, the occupying "Governor" is not the legitimate governor for purposes of the constitution; that is the last appointed available citizen Governor.
4.4 All power not bestowed in the constitution or defined by laws is granted to the people and executive.
4.5 All power in the executive branch belongs supremely to the Governor.
4.6 The Governor can appoint delegates, which will be part of the executive, but can grant no power to these executives that is outside his own power.
5.1 The Legislation of the government has the task of drafting new laws and policies.
5.2 Representatives are decided by popular vote.
5.3 Legislatures can be formed and dissolved by Parliamentary Tribunals.
5.4 A Legislature can be formed by the Executive if no Legislature has existed for the past 14 days.
5.5 Legislatures can create laws for topics not already mentioned in the Constitution.
5.6 The Legislature is the interpreter of the constitution.
5.7 During a session of Legislature, if a simple majority agrees on a proposal or interpretation, that article bears the approval of the legislature.
6.1 A Council, colloquially referred to as a Tribunal, can be formed by the Executive or Legislative for the purpose of forming a popular position on a law, policy, or proposition.
6.2 The Executive can form a tribunal in an attempt to veto a legislative proposition. If more than 50% of citizens vote and 50% of voters are against that proposition, that proposition is vetoed.
6.3 The Legislative can mandate a tribunal to decide on a legislative debate if there is a tie in the legislature, or can do so to attempt to impeach a member of the administration. Impeachment requires a simple majority and 75% voter turnout as a percentage of citizens, or a 2/3 majority with 50% voter turnout.
6.4 Any citizen can petition an opinional tribunal with no legal legitimacy, and if the petition gains signatures from 15% of citizens than the executive is obligated to form a tribunal.
6.5 The executive can form an opinional tribunal with no legal legitimacy at any time, if there isn't a more important poll already in place or set to take place soon.
6.6 Tribunals will take place via a regional poll, and only citizen votes will be counted.
6.7 A Parliamentary Tribunal requires the approval of 1/3 of the citizenry to go to vote, and 2/3 to pass.
7.1 All citizens of TRC have the right to freedom of speech, if that isn't discriminatory, racist, or insulting in a way unacceptable to the object of said speech.
7.2 All citizens of TRC have the right to be equal protection.
7.3 All citizens of TRC have the right to equal opportunity regardless of membership in offsite platforms.
7.4 All citizens of TRC have the right to defame the administration.
7.5 All citizens of TRC have the right to bear the fruits of their labor.
Past Constitutions:

The Revolutionary Raiders' Commune
1) The region in Nationstates, "The Raiders Commune", shall be known colloquially in this article as (The) Raiders Commune, Raider's Commune, Raiders' Commune, Revolutionary Commune, Commune, and RC. (The) "Supreme Soviet" refers to the administration of the region.
2) In all titles or offices including the addresses, "Minister" and "Commissar", there shall be no difference between "Minister" or "Commissar"; the two are colloquial, including in this article.
3) A citizen is merely any nation which takes residence in this region, unless declared enemy of the state or declared to be an "Overflow Puppet" (see 3.2), or specially designated by the Supreme Soviet.
4) Persona non grata is synonymous with "enemy of the state", and are not considered citizens.
5) "Head of" is synonymous with "Chief of", if referring to an officer title.
1) The only legitimate government of RC is the Supreme Soviet, assuming that it abides to the constitution and has not been sabotaged by counter-revolutionaries, unless under martial law, which has its own rules on government powers. Its duties are to help achieve and advance towards the Ultimate Purpose of the region (see 2.2).
2) The Ultimate Purpose of the Raiders' Commune is to recruit and convert and recruit communists and other leftists to its cause, and to vanquish rightists and counter-revolutionaries, especially conservatives and fascists, including military intervention to achieve these aims. It also protects its legitimate citizens and allies, excluding those which have been deemed enemy of the state, and assists them in their revolutionary endeavors, unless doing this would be counterproductive to the ultimate purpose of the RC, or would put it at imminent and high risk of destruction.
3) If the Supreme Soviet neglects its duties and the constitution consistently or purposefully, or becomes sabotaged, it shall be declared corrupt and illegitimate. It is then the citizens' responsibility to call on allies and other communist/leftist military powers to liberate the territory from the counterrevolutionaries, and revolt against the oppressors of the proletariat.
4) Amendments to the constitution can only be made according to law (see Article 3), or by the founders International Soviet Socialist Republics and Tortlian. The founders have absolute power over all of the Supreme Soviet unless the region contains 40 or more citizens (and when that happens a constitutional referendum will be held), and "Article 2: Principles of the State" cannot be modified by and means, unless by Tortlian or International Soviet Socialist Republics. To amend the constitution, first one must inform the intent, and reason, to the Supreme Soviet who will consider it.
6) The founders of the RC are Tortlian and International Soviet Socialist Republics.
1) The judiciary branch of the Supreme Soviet, referred to as the "Red Court" consists of the governor, the head of the NKVD, and the militia generalissimo, along with the founders Tortlian and International Soviet Socialist Republics. If there are less than 40 citizens in the region, instead the founders, or if they are both non-existent, their successor as the head of the Supreme Soviet (the governor except in cases of sabotage), will have supremacy over both the Red Court and the Supreme Soviet. When the population of the region reaches 40, a constitutional referendum will be held.
2) In the case of high treason, all assets available to the Supreme Soviet previously owned/controlled by the criminal, both within and outside region bounds, will be seized and that individual declared an enemy of the state.
3) It is a duty of the Supreme Soviet and the Red Court to prosecute and punish enemies of the state.
4) Obstinate Bigotry, especially in the cases of racism, may be punished by shaming, withdrawal of awards, and if repeated, temporary (or permanent) exile.
5) Unorthodox and excessive punishments are permitted, as long as agreed on by the Red Court.
6) The law code is outside of normal amendment rules, as only the Red Court can decide and propose on amending it, instead of the whole Supreme Soviet.
7) The Red Court will be the interpreters of the law.
8) New additions to the law code come into effect 12 hour after being drafted.
9) The head of the NKVD reserves the right to hold in custody and arrest all deemed enemy of the state, sabotager, dangerous counter-revolutionary, or enemy spy, unless this will conflict them with the interests of the founders/the (unless sabotaged) Supreme Soviet. Any innocent detainee can appeal to The Supreme Soviet.
10) When in martial law, all allies will be called upon, and all laws except the martial law rules (not drafted yet) will be rendered void for the time being, and the founders' orders will be followed without question.
1) The Citizen has the right to appeal to an unfair sentence and custody via private telegram
2) The Citizen has the right to free, albeit non-propagandistic (unless supporting the region) speech and debate, except libel.
3) The Citizen has the right to turn down military duty, except during martial law.
4) The Citizen has the right to request help from the Supreme Soviet and the RC in external endeavors.
5) The Citizen has the right to freedom of movement.
1) The Officer has all rights of the citizen, except turning down military duty (unless unable to or on special leave)
2) The Officer has the rights to request special leave from military duty in dire circumstances (irl), and to appeal unfair turning down of this leave.
3) The Officer is expected to fulfill his duties thoroughly.
4) Duties of the Officers:
-WA delegate: Make sure that the RC's beliefs are represented in the World Assembly and the Security Council
-Vice delegate: Assist the WA delegate and be ready to take over their responsibilities; Amass influence in case of a security breach.
-Militia Generalissimo: Head the armed forces and organize raids/invasions and defenses, and dictate foreign policy along with the Commissar of Foreign Affairs
-Commissar of Foreign affairs: Head Foreign Policy along with the Militia Generalissimo, the latter will be more involved in hostile relations and military alliances, while the Minister of Foreign Affairs will be more involved in alliances (in general) and embassies.
-Sergeants (of the) (Land Corps, Air Corps, Marine Corps): Assist the Militia Generalissimo and be responsible, as well as jointly command the armed forces when the Militia Generalissimo is on leave or otherwise unavailable. Also persecute the Militia Generalissimo if corruption is suspected.
-Chief of (the) NKVD: Root out corruption and sabotage/espionage within the RC and the Supreme Soviet, and occasionally help in military operations (such as garrisoning a captured region).
-Ambassadors: Represent us and your region in diplomatic affairs
1) The Commune shall attempt to ally other like-minded nations.
2) The Commune will - but not necessarily in all opportunities - seek to support other leftists in their military and diplomatic endeavors with available resources, unless doing so puts The Commune in danger or into conflict with their allies. Allies get priority for aid.
3) The Commune will regularly conduct military operations, raids, and coups in enemy regions. Usually these will be fascists, far-right theocracies, "abandoned" regions and explicit capitalists, although occasionally other conservatives may be raided. Neutral, Roleplayer, and Leftist regions will not be invaded, except exceptions.
4) If a region is not felt to be completely worthy of invasion and destruction, due to their ideals (centrist democracies, debate regions, anti-capitalist, sanctuaries, etc.) they may be refounded and then established as a Protekterat/Protecterate.
5) Protectorates/Protekterats are vassal refounded regions of The Commune ruled by native governors and under supervision from The Commune, but allowed to behave freely except for excessive anti-communist and anti-socialist activities, or any activities that would justify them for invasion. If a protekterat shall be established, one of the region's old officers, founder, or governor is telegrammed, and if they accept they will be reinstituted as governor of the protekterat.
6) All members of Protecterates are considered citizens of The Commune, but are looser on RC laws and have less powers to vote and change RC. To become a full citizen, the members should move to the RC.
7) The Commune will seek to protect other communists, socialists, and social anarchists, and lesserly, leftists. They can also protect some rightists if they are the RC's allies, believe it is under the threat of a fascist or in-general-harmful region, or if it will help them defeat other enemies.
8) The Commune strongly encourages its allies to join The Revolutionary Initiative.
