Government Structure of New Lacia

The Region New Lacia is a Unitary Republic. This document shall serve as instructions on how to operate the region. If at any time a government official, current or former, is found to have violated the guidelines of this document at any time they were serving, as it was at the time of the document's writing or most recent edit at that time, they may be publicly tried by the Citizens of the region, and expelled by a supermajority of at least two-thirds (more than 66.6%).

At all times, it should be operated as follows.

The Region of New Lacia is a region created in the United States, and is subject to American law, to the rules imposed by the NationStates Senior Moderation team (whether you like it or not), and is not responsible for acts by individual nations in the region. The region and its Citizens retain the right to refuse to answer to a moderator if the Citizen believes they are truly innocent, but are strongly encouraged to respectfully obey the ruling of the Moderation team regardless.

The official language is English (United States dialect). All legislation is expected to be written in US English, using Latin or Standard Galactic characters. All legislation is to be written in the English language, so that it may be properly interpreted by the regions' officers.

Officers must be at least 16 years old at the time of being appointed, understand the primary languages of the region (currently either English or French), have not been previously banned from the region New Lacia, and be a resident of New Lacia, or a resident of a nation with an Embassy to New Lacia. A person may not have more than 1 of their own nation in an officer position.

1 Prime Censor shall be a citizen and the governor. If the citizen count in the region is greater than 5. They should be elected regularly every two months. They should have Executive powers, and Border Control, Appearance, and Embassy powers at all times. Their function is primarily to address matters of regional security, and ensure the proper operation of the government, and also keep the WA Delegate in check. The Prime Censor should be voted on the last day of every even numbered month of the Gregorian calendar (example: April 30, October 31, February 28), except on leap years when the February election should be held on the 29th. The Prime Censor chosen should be a trusted and long-serving member of the community, with a very high residency statistic, though this is not required. The Prime Censor may pardon nations if they forgive a nation for its offenses.New Lacia elects a new Prime Censor and the Deputies of the Chamber on the 20th and 22nd of every even month (February, April, June, August, October, and December). Should the Prime Censor resign, he'll be replaced by his or her appointed Censor. Then, if that Prime Censor resigns and doesn't have a Censor, the longest-sitting Deputy (by Number of Terms served, not by Time served), then the Deputy with the highest residency stat will be chosen. It is realistically impossible for two nations to have the same residency as another, as the residency counter is reset every time the nation moves, not at WA update intervals. Even then, should it so happen that two Deputies have sat in office for the same number of terms, being in the region for the same amount of time down to the one-one-hundredth (1/100) of a day (as the residency stat's shown value ends at the hundredths place), then the older nation should be picked to become the next Prime Censor.

Secondly, the election dates for both the Prime Censor, and Deputies of the Chamber, shall be held every even month; For the Prime Censor Candidate(s) on the 18th and 19th days, votes from eligible citizens recognized by the then sitting Prime Censor at the time of their registration may be cast, and he or she shall be appointed on the 20th day; For the Deputy Candidate(s) of the Chamber on the 20th and 21st days, votes from eligible citizens recognized by the then sitting Prime Censor at the time of their registration may be cast, and he or she shall be appointed on the 22nd day Deputy of the Chamber.

Thirdly, then should be recorded on the first day of his or her elected term as Prime Censor his or her Residency value, his or her Nation's Age in Days since the creation of their registered non-puppet (non-alternate or non-alt) nation."
"Fourthly, then also should be recorded on the first day of the elected terms of each Deputy on their first day as Deputy, even if re-elected after a consecutive term, his or her Residency value and his or her Nation's Age in Days since the creation of their registered non-puppet (non-alternate or non-alt) nation.

If the citizen count in the region is ever less than 5, the Prime Censor gains supreme power and may appoint any Resident or Citizen of their choosing until the citizen count exceeds 5, as to prevent New Lacia from collapse, except for Deputies of the Chamber.

1 Censor should be appointed by the Prime Censor, ideally at the very start of their term. They can be dismissed or appointed by the Prime Censor at any time, as long as the Censor is a citizen. Only Citizens can be appointed by the Prime Censor. The Censor is the primary manager of the region's civil affairs, and propose legislation to the Chamber of Deputies. The Censor may not have access to the region's Embassies or Appearance, but may have access to Border Control though not required to. The Censor must always have Communications power. The Censor may not ban nations without the Prime Censor's approval, but may kick nations at His or Her will. The Censor should be the most trusted Citizen known personally the Prime Censor, and should have a high influence statistic. The Censor must have highest Successor priority.

3 Deputies per every additional 60 resident nations plus the Prime Censor and Censor may be housed in the Chamber of Deputies. A Deputy's purpose is to propose legislation to the Censor, debate legislation, discuss issues not related to regional security, and encourage good relations with potential future embassy regions. They may never have access to Appearance, Communications, Border Control, or Executive powers.

3 Deputies plus 1 for every 20 additional (resident) nationsexisting citizen nations may be housed in the Chamber of Deputies. A Deputy's purpose is to debate legislation, discuss issues not related to regional security, and encourage good relations with potential future embassy regions. They may never have access to Appearance, Communications, Border Control, or Executive powers.

To avoid confusion, the Prime Censor (who is responsible for managing elections) should confirm the number of nations resident in the region at the start of an election. At the start of an election, which should be held at least every 2 months, if the number of nations in the region is between 4 and 19, there should be 3 Deputies, which includes the Censor. If there are 20-39 nations in the region, there should be 4 Deputies. If there are 40-59 nations, there should be 5 Deputies and so on. Do not ever add more Deputies without holding an election first. If the Chamber of Deputies holds a vote between the Deputies and Censor, and win a supermajority of > two-thirds, they may ask the Prime Censor to hold another election.

Citizens are voting nations, whether resident in the region or not, and approved for citizenship by the WA Delegate, Censor or Prime Censor. Only they are approved to vote on legislation and in elections. Citizens may be officers of other regions. Citizenship cannot be denied based on immutable factors such as sex, race, nationality, or age, or which regions they may have been affiliated with, or out of personal biases of the Censor or Prime Censor. Any nation denied citizenship must be given a specific and detailed reason proving why they should not be granted voting rights in the region, as opposed to as simply being "Problematic". Citizenship cannot be revoked without first being determined by the New Lacian Judiciary as being guilty of a regional offense. A citizen must not have been previously banned from New Lacia lawfully (coups and raids are an exception as they are unlawful). Other known nations belonging to Citizen nations cannot become nations. Citizens proven to have been committing voter fraud may be ejected and banned. Bans cannot be revoked unless pardoned by the Prime Censor. Citizens may be ejected but not banned from New Lacia if they disobey the orders of a Censor or Prime Censor.

Citizens are required to have joined the World Assembly before they are accepted, starting the 9th of June, 2025, unless they can provide evidence that they are unable to join the World Assembly to the Prime Censor or Censor. If they resign from the World Assembly, their citizenship may be revoked.

This document may only be approved for modification by the Prime Censor, if the Prime Censor presents a revised version of the document to the Chamber of Deputies, and the Chamber of Deputies passes the revision with a vote of > 50%.

Clarification Edit 22/08/2025: I made a mistake where I said it is a Deputy's purpose to propose legislation to the Censor, and not the reverse, because it would be pointless for the Chamber to propose legislation to an entity that can't vote on it. Therefor, as intended originally, the Censor proposes legislation to the Chamber of Deputies, except when it concerns regional security, which is the sole responsibility of the Prime Censor to manage, or also the responsibility of the Censor, should the Prime Censor allow the Censor the Border Control power.
