[ATA] Order of Saint Juiulia
It can be given to any individual from any nation. Cities, jurisdictions, and even nations whole may receive it. For this matter, there are several categories of this Order, listed hierarchically:
Honorable Order of Saint Juiulia (Ruby)

Awarded to individuals who have provided distinctive service to the People of Juiulia or have provided aid in a cause such that is aligned with the values of the nation. It may be promulgated posthumously.
Utmost Order of Saint Juiulia (Black Diamond)

Awarded solely to nations which have provided meritorious aid or assistance to the People of Juiulia or are recognized as exponents of Juiulian values. Nations with this decoration are provided a special consular grant to enrich embassy infrastructure.
Order of Saint Juiulia of the First Class (Platinum)

This category is handed to jurisdictions within Juiulia which have been protagonists of major historical events, such as battles and disasters, provided those jurisdictions are recognized as beacons of Juiulian sovereignity. This recognition is solely of decorative purpose, and thus does not provide privileges over other jurisdictions, as that would defy the Juiulian value of local autonomy.
Order of Saint Juiulia of the Second Class (Gold)

This category is handed to jurisdictions, with the same requisites as the First, but outside the borders of Juiulia.
Order of Saint Juiulia of the Third Class (Silver)

This category is given to deceased foreign heroes who are posthumously recognized for their service to the Juiulian People or as exponents of Juiulian values.
The First Juiulian Reign (it's a Church) stated its willingness to serve as the guardian of Juiulian culture and identity. Nonetheless, the Juiulian State remains secular.
