In this day, the 25th of February, the following nations have come to an agreement concerning the current states of affairs in the Holtian nation. Following a bloody civil war in Holtia, of which foreign nations took to their respective sides and assisted said side greatly, occupation by the aforementioned foreign militaries continues to exist. Therefore, the fledgling democracy of the new Scalandia, Russian Fedration, and The united sultanates of somaliland have made their demands concerning a evacuation and a cessation of military occupation. With the Socialist Republic of Friedensreich begrudgingly acting as a neutral party and a subsequent mediator, the nations mentioned above have sent their respective lists of demands, which are detailed below:

The Federal Demosocialist States of Scalandia is to hold free and open elections, begin democratic reforms, cease any activity on the Russian-Holtian border, and end any imperialist wishes for expansion unless given express consent by the Russian Fedration and Somaliland. Along with this is an obvious addition to an effort to rebuild industry that was devastated during the war.

In return, the FbPR and Somaliland are to return to their respective homes, issue a formal apology, and agree to a lasting pact of peace for 20 years. This allows for the Demosocialist States time to rebuild and allow for the new democratic government to flourish.

In conclusion, this pact is to act as a bridge to a new age of stability and security between the nations. However, should the opposite case come true, any violation of this pact is subject to the terms listed above to be considered null and void, and a fine of 5 trillion of their currency to be enforced on the violating nation.

Uranus Mineing/ Jupiter orbital construction pact
Today,3/6/2016, the Socialist Republic of Friedensreich and the Freeborn People's Republic of Russian Fedration have come to an agreement concerning mining rights for gas on the Friedensreichan-owned planet of Uranus and the construction of a Friedensreichan shipyard above the Friedensreichan-owned planet of Jupiter.
This agreement acknowledges that mining rights for gases to the Friedensreichan-owned planet of Uranus are to be given to the Russians in the Freeborn People's Republic. However, in return, the Russians are to assist in the construction of a planned massive Friedensreichan shipyard in the orbit around Jupiter. This includes providing any technical support that the endeavor may require and manpower whenever Friedensreichan workers alone will not suffice.
This contract will not end up with the FbPR of Russian Fedration owning the planet of Uranus, and the Friedensreichan military, along with Friedensreichan mining companies, are still allowed access to the planet's bountiful reserves of helium, hydrogen, and methane. The expected result of this agreement is that both of these signatory nations will mine for the planet's gases.
This contract is meant to be outside of political boundaries, meaning that this may remain even if the above nations are enemies. However, this contract is able to be terminated through the consent of both parties. In the event that a proposal for this contract to be terminated proposed by one party be ignored by the other will result in a termination, as the ignoring party is considered to forfeit their consent. I.e, if the Friedensreichan government asks for this contract to be terminated, and the Russian government ignores this proposal. And vice versa.

In exchange for the monitored deletion of the data, the following five (5) demands must be satisfied.

1. Permanent, unconditional immunity to and exemption from any and all actions deemed to be related to intelligence gathering, espionage, or related actions taken by COMPNOR or any Federation intelligence/espionage related groups and/or services, with the exception of investigations, which shall be allowed. The use of these actions against Emeraldia by COMPNOR or any Federation intelligence/espionage related groups and/or services shall be prohibited. Non-intelligence/espionage related Federation institutions, such as the Federation's military, are not exempt from this rule, with no exceptions given. Examples of the aforementioned prohibited actions include, but are not limited to: surveillance, espionage, cyberwarfare, assassination, monitoring (ex. wiretapping, bugging, signal interception, remote observation, etc.), and infiltration. Furthermore, all existing forms of monitoring in/on/of Emeraldia or of Emeraldian property, such as ships and networks, shall be permanently removed and/or disabled, and neither these, nor any other similar forms of monitoring shall be re-installed or re-enabled, without the express permission of the Emeraldian government.

2. All COMPNOR and Federation agent(s) or personnel in/on Emeraldia or an Emeraldian installation such as a space station, foreign facility, etc., for whatever reason, will be recalled to the Federation immediately upon the accepting of these demands, unless a formal request for an exception is made, and is approved by the three highest-ranking officers of the Emeraldian Covert Ops, the Emeraldian Prime Minister, and the Emeraldian Parliament, in which case, information on these agents will be retained or given to the Emeraldian government, whatever happens to be the case. Safe passage will be granted to agents who obey this order and leave peacefully within a 48 hour period, but any agents who straggle, attempt to stay, or take malicious actions upon leaving will be hunted down and eliminated, with no consequences or action taken against Emeraldia. COMPNOR and agents of any Federation intelligence/espionage related organizations may return to Emeraldia only after receiving approval from the three highest-ranking officers in the Emeraldian Covert Ops, the Emeraldian Prime Minister, and the Emeraldian Parliament, after submitting a formal request for entry, including a complete set of personal identification, biometric information, and a minimum of five (5) visually different pictures of the agent in question, whose face must be recognizable in all five (5) pictures. Disguises, faked identities, and concealing and/or not matching the identity of the agent(s) or personnel in question are prohibited, and action will be taken against said agent(s) or personnel without any consequences or action taken against Emeraldia. These actions taken against the agent(s) or personnel in question include, but are not limited to imprisonment and detaining. Actions taken by any of these agents or personnel deemed to be prohibited as listed in the first demand will be deemed tantamount to a capital offense, and will result in the elimination of said agents without any consequences or actions taken against Emeraldia. Failure to make a formal request for entry or to gain approval will prohibit the agent(s) or personnel in question from entering or staying in Emeraldia. The Emeraldian government can make exemptions only for certain agents whose entry into the country is deemed to be of utmost importance. This does not apply to a Federation military invasion force.

3. A period of mutual military nonaggression between Emeraldia and the Federation second to alliance-based military obligations. In addition, no military action shall be taken against Emeraldia for any reasons whatsoever that are related to these demands, nor shall COMPNOR or any other Federation intelligence/espionage related service or organization take action against Emeraldia for any reasons whatsoever that are related to these demands.

4. All Emeraldian spacecraft and their crew are permanently exempt from being searched and/or detained and/or boarded by any Federation forces, unless the Federation has a good reason and probable cause to suspect the ships in question of stealing from or gaining unauthorized access to Federation discoveries, restricted areas, and installations in the Kuiper Belt. In exchange, Emeraldia shall see the Federation’s claims to discoveries in the Kuiper Belt as legitimate.

5. Emeraldia is to keep only the biometric data from the files, with the rest of the data from the files in question to be deleted. This is to ensure that no COMPNOR or Federation agents will enter Emeraldia without making a formal request and/or gaining approval for entry. This data shall not be tied to any agents' identities, and shall only notify Emeraldia if a person matches the data. The data collected from formal requests for entry will be kept until one (1) month after the departure of the agent for whom the request is made, after which all data gathered from the requests with the exception of biometric data will be deleted. This biometric data will be stored only in Emeraldia's biometric scanner database. Unauthorized entry by any COMPNOR or Federation agents will result in detaining or death of the agent(s) in question, with no consequences or action taken against Emeraldia. Additionally, Emeraldia is prohibited from sharing any of this collected data, regardless of circumstance.

In addition to these demands, amendments may be made if agreed upon by both parties.

The monitoring of the deletion of all copies of the data with the exception of the biometric data shall be recorded and will take place in a predetermined location, with two (2) representatives from COMPNOR and no more than five (5) guards accompanying both of the representatives. Emeraldia guarantees the safety of these representatives and their accompanying guards during the monitoring, provided they do not instigate hostilities. In the event of the deaths of any of these representatives and/or guards resulting from a cause out of Emeraldia's control (ex. heart attack, accident), the Federation shall receive compensation totaling 10,000 Emeraldian Credits per deceased representative or guard. However, if it is found that any of these representatives or guards were intentionally killed off by the Federation or had instigated hostilities, no compensation shall be given for their deaths. Additionally, Emeraldia shall hold no responsibility for the deaths of any of these representatives or guards, in the event that they die.
