PREAMBLE
To establish the Tarkin Red Flame as a permanent regional humanitarian organization, to create a dedicated funding mechanism for disaster response and humanitarian relief, and to provide for its governance, jurisdiction, and operations.

ARTICLE I: SHORT TITLE

This Act may be cited as the “Tarkin Humanitarian Aid Act.”

ARTICLE II: FINDINGS AND PURPOSE

(a) Findings

The Tarkin Senate finds that:

1. The Region of Tarkin is vulnerable to natural disasters, humanitarian crises, and large-scale displacement of populations;
2. Existing ad hoc responses are insufficient to ensure timely, coordinated, and equitable humanitarian assistance;
3. A standing regional organization is necessary to provide neutral, rapid, and effective disaster relief across national boundaries.

(b) Purpose

The purpose of this Act is to:

1. Establish a permanent humanitarian organization for the Region of Tarkin;
2. Ensure predictable and sustainable funding for humanitarian response;
3. Centralize regional disaster coordination under clear executive authority.

ARTICLE III: ESTABLISHMENT OF THE TARKIN RED FLAME
(a) Creation

There is hereby established an independent humanitarian organization to be known as the Tarkin Red Flame (hereinafter “the Red Flame”).

(b) Nature of the Organization

1. The Red Flame shall operate as a neutral, non-military, humanitarian body, modeled on internationally recognized humanitarian relief organizations.
2. The Red Flame shall not engage in political advocacy or military activity.

(c) Base of Operations

The permanent headquarters and base of operations of the Red Flame shall be located in Tarkinnia.

ARTICLE IV: JURISDICTION AND ACTIVATION

(a) Executive Jurisdiction

1. The Red Flame shall be placed under the jurisdiction and authority of the Vice President of Tarkin, acting in their capacity as Regional Governor of Tarkinnia.
2. The Vice President shall have authority to:

• Activate the Red Flame during regional or national emergencies,

• Direct its deployment and coordination,

• Issue operational directives consistent with this Act.

(b) Activation Authority

The Red Flame may be activated upon:

1. A declaration of regional emergency by the President or the Senate; or
2. A determination by the Vice President that a humanitarian crisis requires immediate response.

ARTICLE V: POWERS AND DUTIES OF THE RED FLAME

The Red Flame is authorized to:

1. Provide emergency food, water, shelter, and medical assistance;
2. Conduct disaster response and recovery operations;
3. Coordinate humanitarian logistics and supply chains;
4. Assist refugees and displaced persons;
5. Cooperate with national governments, NGOs, and international humanitarian bodies;
6. Pre-position supplies and maintain rapid-response capabilities.

ARTICLE VI: FUNDING AND THE TARKIN HUMANITARIAN AID FUND
(a) Establishment of the Fund

There is hereby established the Tarkin Humanitarian Aid Fund, to be held and administered within the Bank of TheRuhr.

(b) Mandatory National Contributions

1. Each Nation of the Region of Tarkin shall contribute 0.5 percent (0.5%) of its annual Gross Domestic Product (GDP) to the Tarkin Humanitarian Aid Fund.
2. Contributions shall be made annually and shall be considered a regional obligation.

(c) Use of Funds

Funds deposited into the Tarkin Humanitarian Aid Fund shall be used exclusively for:

1. Operations of the Red Flame;
2. Procurement and maintenance of humanitarian supplies;
3. Personnel, training, and infrastructure;
4. Emergency deployments and disaster response.

ARTICLE VII: GIFTS, DONATIONS, AND ADDITIONAL FUNDING

(a) Acceptance of Outside Support

The Red Flame is authorized to receive:

1. Gifts, grants, and donations;
2. Outside investments and contributions from public or private entities;
3. Additional appropriations authorized by the Tarkin Senate.

(b) Conditions

All external funding shall be accepted only if:

1. It does not compromise the neutrality or humanitarian mission of the Red Flame;
2. It complies with regulations established under this Act.

ARTICLE VIII: SENATE OVERSIGHT

1. The Vice President shall submit an annual report to the Tarkin Senate detailing:

• Deployments and humanitarian actions undertaken,

• Expenditures from the Tarkin Humanitarian Aid Fund,

• Current readiness and inventory levels.

2. The Senate retains the authority to audit the Fund and amend funding levels by legislation.

ARTICLE IX: SEVERABILITY

If any provision of this Act is found to be invalid, the remaining provisions shall remain in full force and effect.

ARTICLE X: EFFECTIVE DATE
This Resolution shall take effect immediately upon passage.
