Congress has protested the occupation, but under the Articles of Confederation, its ability to enforce its demands is severely limited. The British presence also gives Britain influence over trade with Native nations in the Northwest, who are already aggravated at veteran American settlers in the Ohio Country. This provides a grand military threat to the aforementioned American settlers moving westward. With the republic already struggling to pay its soldiers, Congress must now decide how far it is willing to go to enforce the Treaty of Paris.

1. Send some diplomats to London and let them have a piece of our mind! Send a delegation to England demanding the immediate evacuation of the occupied forts. How about this, Congress will offer to negotiate the pre-war debts separately, but insist that Britain has no legal right to retain American territory as a part of the treaty. Surely they will see our reasoning!

2. If the British don't want to comply, we will simply make them. Advise each state to prepare militias for a military operation to capture the occupied forts. We must warn Britain that we see nothing more of their occupation as an act of hostility against the treaty. We can re-ignite war whenever we want!

3. It's best to pay them back before any confrontation. Ask each state to assist in settling the pre-war debts and compensation claims as quickly as possible. Congress should request that states guarantee payment to Britain in exchange for British evacuation from the occupied forts. They would most certainly comply if we pay off our debts.

4. The treaty says the territory is ours, let's move in Americans on American soil! Ignore the British occupation for now and encourage American settlement and land sales in the Northwest Territory. If we establish enough American communities in the region to outnumber the British, we will eventually make the British presence impossible to maintain.

1. The states are independent now, they should start acting like a confederation! Request all thirteen states and their legislatures to directly fund the bankrupt federal government! What country are we if they refuse?⠀

2. We've gained the Northwest Ohio territory after the war, so why not make use of it? The best idea is to auction off land in the Northwest territory by the acre to veterans, and maybe some land companies to get some industry going.

3. Obviously we do not have any money, why can't we just print some more? It's really that simple, just let congress authorize another issue of paper dollars!

4. The safest option is to keep loaning from France and Holland. It seems pathetic, but we need to be realistic. We cannot risk internal instability, and hopefully we can build some international relations.
