Commissioners of Imperial Territories;

The Minister of the Exterior;
The Minister of the Interior;

Notes:
The masculine or feminine forms for any level stand equal.
When individuals hold the same rank, ties are resolved as follows:
Former Emperors, Crown Princes and Ordinary Princes shall always rank ahead of individuals they would otherwise be tied with. As between themselves, seniority shall be granted to those having served as Emperor, then those having served as Crown Prince, and so on; their respective ranking determined by whomever reigned first at their highest imperial dignity.
Ordinary Princes shall be ranked the order in which they appear in the Schedule of Delegated Powers.
Archdukes/Archduchesses are ranked by the level of their imperial dignity.
When Peers of the Realm take precedence among each other, membership of a knighthood/damehood is not taken into account.
Guardian Counsellors by the level of their peerages.
Vassal Monarchs, Viceroys/Vicereines, and Governors-General by the order in which their realms appear in the Imperial Style.
Commissioners by the order specified by the Emperor.
Officers of the Imperial Army by their military rank.
Auxiliary Ministers, Civil Servants in the order of appearance of their supervising Minister within the Order of Precedence.
Other individuals ranked the same level are ordered by membership of a knighthood/damehood (from most senior Order to least) and then by longevity of continuous service at the tied level, and then by longevity of continuous membership of the Electoral College.
