It is okay. And no it is not an auction. You just throw in some money. Provide the other info. And then the board will decide on which country would be the best to host it in.) EX. 2018. Russia, France, England, Netherlands, and someone else tried to host. The board decided Russia was to host.

My nation was not responsible for that action. I may of started humanism, but The Greater Japanese was the one who spread it across the globe in our timeline. Whatever happened that caused those nations in Valsora to become humanist was entirely up to them, since their plans did not involve Japan´s timeline.
