The answer is no, they don't dream, most fish species only have half their brain sleep at a time. This means that their mind is only fully active for a small part of the day.
Feesh were also believed to be unable to feel pain due to their brains not evolving the cluster that registers pain like in mammal brains. This is now under debate as fish have been observed to react to painful stimulus and be trained to avoid interactions with things that bring them pain, meaning that their brain uses a different method of pain reception compared to mammals.
The smartest species of fish is the African Elephant Nosed Fish, which has been observed doing high end mental functions such as playing with makeshift balls made out of leaves.
Fun fact, did you know that the naked mole rat is the only eusocial mammal on Earth? Not only that, it's the only eusocial creature that exists outside of insect species.
Fact of the day: The U.S.S.R. built a system called Dead Hand which was meant to be used as an automatic nuclear launch system in case Soviet high command was destroyed. It lays dormant most of the time, unless Russia is in a crisis with a nuclear power. The system operates by using seismic, radiation, light, and pressure sensors to detect if a nuclear blast has occurred, upon which it will launch all ICBMs to preloaded locations.
