That's a great sentiment, but as a Parliamentarian serving the Republic, how would you actively seek to tackle this issue?

So as a nominee I already allow myself to abuse of my newfound 'influence' to propose a new server to the testserver. It is meant to be a more in depth approach to roleplay with actual importance of ressources and events.

I believe that part of the problem is a disconnection between the citizenry and the state. By bridging this gap we would increase voter turnout, increase voter enthusiasm and increase the citizenry's faith in the government. To do this the government could maybe organise region-wide activities and games that we could all be part of. This would bring people together, make them happy and (hopefully) increase trust in government. We should also aim to make our system simpler and more easy to understand. We're going to tackle that as soon as possible after this elections because without people participating we're gonna have major problems.

This is interesting. Most interesting. I have to say I agree with Serbersia. Enlarging the government is not appropriate for the current situation, but otherwise I generally agree with most of these platforms.

What are your thoughts on government size?

Additionally, how can you reengage parts of the community here only for the issues, or waning in interest?

Someone gets elected, then there is a scandal, they either resign or get chased out and then the election cycle begins again.

Increase government size? Its the same people running as it always is. Why would you increase government when we struggle to get nations to run?

In fact, in the MP elections most of the candidates have spent little or no time at all in the government.

Plus, take a look of #voting and #proposals channels in the main server. The pace of voting on proposals is very low, with a mean time of more than 5 days for a proposal to get moved from #proposals to #voting. Furthermore, not all Parliamentarians vote and there are two vacant positions. In a few words, the parliament is not really effective now.

I fully understand though that this election thing is endless and has to change somehow. I’ll think about it and I’ll try to propose a solution.

Last but not least, enlarging the Parliament is part of my campaign too, but we first have to find a solution to attract more people to politics. Once we find it, we will be able to enlarge it - or population has increased by 150 members roughly, this has to be reflected to the government as well - we are not an oligarchy.

I’d appreciate if you took a look at my campaign for the HoP elections and tell me your feedback or any views. This is just my campaign, if elected I’ll try to combine all the views I have heard.

EUROPATERRE'S CAMPAIGN FOR THE HEAD OF PARLIAMENT ELECTION
May 2020

  1. For more transparent and organised elections
    i. Creating the "Elections Act 2020", which establishes the position of Head of Elections, sets specific timelines for the elections and creates an #elections-debate channel in the main Sonindian server (credits to Serbersia who created a whole server for that, but I believe that a channel in the main server could lead to more citizens being able to watch the debate).

    i. Creating the office of “Head of Elections”. He/She will be appointed by a unanimous decision of the Justices of the Supreme Court of Sonindia. His/her performance will be evaluated by the Justices every 6 months, who will decide whether the Head of Elections in office should continue his term or not. The total term of a Head of Elections should last no more than three periods of six months.
    ii. Establishing specific timelines for the conduction of elections: a) announcement of opening nominations and the schedule of elections – 10 days before the election day; b) end of nominations and start of debate – 5 days before the election day; c) end of debate, time for the people to reflect – 1 day before the election day; d) beginning of elections – they will last three days, from a Friday to a Sunday; e) After the closure of voting and within 24 hours the results are announced; f) the Supreme Court should also verify the results and announce them in detail (number of voters, valid votes etc.) within five days after the closure of voting.
    iii. Creating an “#elections-debate” channel in the Sonindia server in Discord, overseen by the Head of Elections. This is where live debates will take place (credits to Serbersia, who created an entire server about that, I do think though that if this debate happens in the main server more people will be able to see it).
  2. For a more active government
    i. Fully enforcing the Activity Check Act 2020
    I understand that all of us may face numerous problems in our everyday life. I also understand that we all have more important things in our life than NationStates. Impeaching and convicting members of the government should not be considered a taboo, but a necessary step for out region to function and be effective. The intentions of convicting someone are not an offense towards his/her face. That’s why warnings exist; both the Prime Minister and the Head of Parliament should not be afraid to grant warnings. This is the nature of politics.

    ii. Establishing the role of Deputy Head of Parliament
    We have seen many Heads of Parliament appointing temporarily other members of the parliament – or not – to fulfill their duties during their absence. It’s time to have a permanent role of Deputy Head of Parliament, appointed by the Head of Parliament after his/her election by the people. The Deputy must be a member of the parliament who does not hold any other offices.

  3. For a better Constitution
    i. Amending Article 13 to link the number of Members of the Parliament to the population and the removal of Embassy Officer's seat.

    Current article:
    Article 13. The General Chamber shall be composed of the Prime Minister, the Head of Parliament, the World Assembly Delegate, the Embassy Officer and four elected representatives by the People.
    Proposed change:
    Article 13. The General Chamber shall be composed of the Prime Minister, the Head of Parliament, the World Assembly Delegate and one Member of the Parliament for every sixty-five residents of Sonindia. The number of open positions of Members of the Parliament shall be reviewed before every election.

    ii. Amending Article 70, asking the Prime Minister of the Republic to ask for a vote of confidence in the middle of his term, as the Delegate does.

    Current article:
    Article 70. Elections for the Seat of Prime Minister will occur on every 182nd and 183rd day from the previous election, with change should circumstances present themselves to require it. Only the
    Parliament may decide through an absolute majority whether the circumstances presented are significant enough.
    Proposed article:
    Article 70. Elections for the Seat of Prime Minister shall occur from the 181st to the 183rd day from the previous election, with change should circumstances present themselves to require it. Only the
    Parliament may decide through an absolute majority whether the circumstances presented are significant enough. A vote of confidence shall be requested from the Parliament from the 85th to the 95th day after the election. If the Prime Minister gets the vote, he/she shall be able to continue his term. Otherwise, elections must be conducted immediately.

    iii. Amending Article 71 (the same as above, but for the Head of Parliament).

    Current article:
    Article 71. Elections for the Seat of Head of Parliament will take place every four months in February 16th, June 16th, and October 16th, with change should circumstances present themselves to require it. Only the Prime Minister in agreement with the current Delegate may decide whether the circumstances presented are significant enough.
    Proposed article:
    Article 71. Elections for the Seat of Head of Parliament will take place 120 days after the previous election. A vote of confidence shall be requested from the Parliament from the 55th to the 65th day after the election. If the Head of Parliament gets the vote, he/she shall be able to continue his term. Otherwise, elections must be conducted immediately.

  4. For a diverse but united Sonindia
    i. Creating a plan for the creation of political parties:
    - For a population between 100 and 519 nations political parties are forbidden, but instead "Ideology Groups" can be created. How would that work? See here:

    Permitting the existence of “Ideology groups” for the period when the regional population is between 100 and 519. These groups shall not have political targets, such as electing their members to elected positions under their campaign. Any members of ideology groups shall not present that identity in their campaigns. Those Ideology Groups can function as political forums in which members can exchange their views in the politics of Sonindia and real life politics. Warning! These ideology groups shall not contain the words: “party”, “coalition” and “alliance” in their titles, as these words imply political targets. The Head of Elections, who is forbidden from participating in any ideology groups, along with the Executive Branch will be responsible for ideology groups not to violate the law.
    - For a population of 520 nations and over, political parties may get created, with specific functions. See here how they will work:
    Permitting the existence of political parties once the population reaches 520 and the total number of Members of the General Chamber reaches eleven members (three government officials and eight Members of the Parliament). The internal organisation of each party shall not be regulated by law. In the PM, HoP and WAD elections each party will be able to support only one candidacy. Independent candidacies will be of course accepted. In Members of Parliament of election, the ballot will be separated in two categories. In the first category, voters will select a party. In the second category, voters will see the candidates of that party and will be able to select up to 25% of the total number of open positions. In the votes counting, firstly the Head of Elections (who must be independent) will allocate seats for each party according to their percentage. Then, he/she will allocate the seats of each party to those with the most votes by each party.

    ii. Opposing monarchy
    I’m not going to support the establishment of monarchy in Sonindia. The referendum conducted basically divided Sonindia, in fact having as a result a tie (or, a single vote difference). In order to keep the region united, I’ll oppose any attempts to establish monarchy. A second reason for that is our tradition and our democratic values. It would be ironic to recruit members by inviting them into a true democracy and when they actually join they’d have to see a King – the first impression would be that, whether it was figurehead or not.

  5. For well-informed citizens
    In order to keep citizens up-to-date, a government and legal tabloid will be created, issued every time a law has been passed and goes into effect or a Court verdict has been issued. It will be issued by the Director of Tabloid, a member of the Ministry of Culture. It will only contain the texts of laws and verdicts (no comments, no journalism) in an official format, which will be presented once the law is proposed by me in the Parliament.

If we were to engage more people in the region we would have more people wanting to run, so there would be a need for a larger government.
Concerning the constant scandals, a bit of fine tuning of the constitution, the legal and judicial system should mean that we can sort out the people who have just made a small mistake in office from the ones who should be actually impeached.

It's all a load of rubbish to be honest. More time is spent arguing over scandals, running for countless elections, the region is a laughing stock.

This is untrue. If you joined the discord RP server, then you would know that the region has a vibrant and active RP culture.

This has not happened in the last election cycle. I am one of the older members of this region since I have been here since 2018, and this is the exception, not the rule. Mind you, I've never held a government role, so don't come at me for being elitist.

You got a Parliamentary seat, I believe, in the last election and never even joined the discord where 90% of regional activity happens - the RP, where your constituents actually play and relax. Get to know them. Not to mention the majority of RMB pages are just fun, casual discussions. You're making unfounded claims.

Then it's odd that you haven't left, isn't it? If you don't like it, leave. But a lot of us really love the community here, the people, the culture. I enjoy chatting on discord, seeing the regional roleplay, and the electoral process. If you don't like it, just leave, because a lot of us do.

The reason I have not been as active is I work in a hospital irl and my time has been consumed there where my time is actually needed instead of playing games.

Unfounded claims? You just need to read back over the rmb and discord servers, we'll the ones that hevent been deleted or taking down.

The older lot might have been eltisit but they were by far more maturer at how they conducted themselves within Parliament and the laws they submitted. Not voting? Have you read the shambles of proposals that have been submitted recently? Full of spelling and grammar mistakes and not a lot of thought out in to them. Rushed legislation. Wouldn't waste my time reading and voting for the rubbish that's been put forward lately.
