Hello, ladies and gentlemen, and welcome to the second Sports RP in our region! I am proud and excited to announce that the sport we will be playing this time will be Football (also known as Soccer to the Americans)! For those who don’t really know this sport very well, the rules are simple to grasp and a complete basic guide to the rules of Football can be found here!

But for the purposes of this RP you won't need a deep understanding of the sport. The way this RP will work is simple: first you apply to join the RP. It is a simple process where you telegram me, Owl Archipelago, your team name, their colors and optionally link to a factbook about your team where you can have your player names, if you choose to write your player names then you need 11 names (1 goalkeeper, 4 defense, 3 midfielders and 3 forwards) like the example below:

Once you apply your team will be added to both the Thalassian Football League and the Football Cup. Depending on how many teams enter, we will have updates around every 4, 3 or 2 days.

The League will follow a set of rules similar to Football Leagues, 2 rounds of games against each other, a win gives you 3 points, a tie gives you 1 point and losing gives you nothing. After the 2 rounds, the champion is the one with the biggest amount of points.

For the Cup, the matches are chosen randomly and the team that loses gets eliminated while the one that wins moves on to the next round. After both competitions are over we will dispute the Super Cup between the winner of the League and the winner of the Cup.

Rules
The rules of this RP are simple. First, no excessive vulgarities, swearing or offensive conduct (things like 'damn it' or the like are ok but keep it PG-13), no unsportsmanlike behaviour (I don't want to see hostile arguments between people because of games) and no attempting to influence or cheat in this RP. Basically, be courteous and friendly to each other, please.

With regards to RP posts, you may RP the games as you like (or RP the most exciting game in a series). If you wish to post solely on the RMB I ask that you keep it relatively short so that the RMB page is not clogged up. If you want a longer post feel free to make a dispatch and post the link the the RMB. For RMB posts and when you link a dispatch on the RMB remember to label your post as RP on the top and don't forget to mention me, Owl Archipelago, in the post so I can keep track of the RP posts.

Preamble:
- There should be a Government Agency that will handle the suggestions , motions or petitions of the citizens , this agency will be sort of a "suggestion box" so that they will have the voice and opportunity to suggest what they think is good and best for the region and the Government.

Article 1: Board of Claims
Section I: The Board of Claims shall be headed by a Commissioner that will create a master list of all Citizens and a "suggestion box" on which where the people can pass their suggestions.
Section II: The Commissioner of the Board shall be appointed by the Prime Minister and shall have a term of (4) months , he shall be part of the cabinet.

Article 2: Functions of the Board of Claims
Section I: This Government Agency shall handle the suggestions, motions and petitions of all citizens in the region.

Enacting Clause:
- A Period of (3) days , is hereby given upon the passage of this Bill , that amount of time is enough to fulfill the necessary arrangements for it's full execution and implementation.
