I'm assuming you'll be strongarming an unwilling nation if they refuse to comply. In which case, Gunichatara will not sign the accords. We understand giving up national sovereignty to a large extent, but supporting an organization formed by a nation that can't properly answer questions is not our cup of tea.

You act as if that question could be simply answered. Catching war criminals isn't much like hunting down your run of the mill street criminal. You have to find them, find the right time and place to catch them. You can not just simply "make a house call" with someone who is probably in a high position of a government. Each situation in which we have made a house call to a war criminal has been different. If they know they are being hunted, they will run.
The ICJ is happy to state that we have not had a situation in which we have had to track a war criminal for very long, and in every situation, we have found war criminals they have been tried by the full extent of the law. If you feel our organization is faulty then you are allowed to have your own opinions. But a question as complex as that has no formal answer. We have out peacekeepers, our peacekeepers have their orders. If their orders are to bust down a door to catch a criminal then that are their orders.

We are quite a small and powerless nation, so we will in the end cooperate with this "Court" and "Peacekeeping Forces" as well as these "Laws" in order to prevent you from trekking in our land. But again, we refuse to sign because this simply is not the way to enforce justice, in our opinion.
Apologies, but what do you expect us to see you as? We're a tiny island nation that hasn't engaged with the political matters of the world until recently. But we are quite developed and we have kept an eye around the world.
But frankly, we know no one and joined the first alliance that offered us help to grow and become strong.
