King Asger sits in his chair in the Legal Fortress, Höth standing beside him. They listen as their suggestion echoes through the Hall of Law.

"If we allow for a Dual Monarchy it would destroy tradition, that doesnt take into account the possibility of a Civil War!!!" Lord Thomas shouts.

"But it will make our country more effective and allow the Nation to be able to multitask!!!" Rep. Henry of Britannia replies.

"We could destroy this nation if we go with this!!!" Senator Arkan says with passion.

"We must consider all of the facts. This could very much show help our nation run and allow us to fight better!!" Lord George fires back as he slams his fist down to nail the points in.

After another 5 minutes of this, Asger can't take any more of it, "SILENCE!" Asger yells out as the Hall grows quiet.

"We've debated long enough send your votes in. Dont worry I'll also survey the people..." King Asger says as the quiet continues.

Once the votes come in the results are close.

Yes - 420 Votes
No - 330 Votes

The Citizens vote on the survey getting a astonishing 80% yes for the Dual Monarchy. Once the results are in Asger smiles, and Höth smirks as the New Government shall be put in place.

Those who haven't joined the WA and haven't endorsed the Viziers and I. I really don't know what you're doing with your lives.

I'm assuming you'll be strongarming an unwilling nation if they refuse to comply. In which case, Gunichatara will not sign the accords. We understand giving up national sovereignty to a large extent, but supporting an organization formed by a nation that can't properly answer questions is not our cup of tea.

What do you want?

You act as if that question could be simply answered. Catching war criminals isn't much like hunting down your run of the mill street criminal. You have to find them, find the right time and place to catch them. You can not just simply "make a house call" with someone who is probably in a high position of a government. Each situation in which we have made a house call to a war criminal has been different. If they know they are being hunted, they will run.

The ICJ is happy to state that we have not had a situation in which we have had to track a war criminal for very long, and in every situation, we have found war criminals they have been tried by the full extent of the law. If you feel our organization is faulty then you are allowed to have your own opinions. But a question as complex as that has no formal answer. We have out peacekeepers, our peacekeepers have their orders. If their orders are to bust down a door to catch a criminal then that are their orders.

We have shown no hostility in that we only suggested the mere thought of you officially signing it. We are by no means hinting harm to the foundations of your nation. We are quite a small and powerless nation, so we will in the end cooperate with this "Court" and "Peacekeeping Forces" as well as these "Laws" in order to prevent you from trekking in our land. But again, we refuse to sign because this simply is not the way to enforce justice, in our opinion.

Apologies, but what do you expect us to see you as? We're a tiny island nation that hasn't engaged with the political matters of the world until recently. But we are quite developed and we have kept an eye around the world.

But frankly, we know no one and joined the first alliance that offered us help to grow and become strong.

So when you come in a threatening manner asking us to sign a document, may we add in a similar manner to many warmongering nations of the past, how do you expect us to react? With friendliness?

Perhaps the tone could have been reduced to be a tad bit friendlier. We apologise for that matter.

However, this document is refined and is not a form of annexation. As somebody interested in maintaining a status quo, we want you to sign this for the betterment and safety of all nations. Our actions may have hinted at things done by similar warmongering nations of the past, but the situation here, in my opinion, is quite different.
